MINUTES OF THE SPECIAL MEETING OF THE
CITY. COUNCIL OF THE CITY OF BAYT3111N, TEXAS
October 22, 1953
The City Council of the City of Baytown, Texas met in special session on
Thursday, October 22, 1953 at 7:30 p. m. in'the council Room of the Baytown City
Hall with the following members in attendance:

The Mayor called the meeting to order and the following business was transacted:
Bids - 8" Cast Iron Pipe
The bids on the cast iron pipe (8H) were opened and they are tabulated as follows:
J. B. Clow & Sons 5,000 feet @ $2.30 per foot, F.O.B.,Baytown, delivery 30 days
25 complete joint assemblies $3.60 each
1. :c McWane Cast Iron
Pipe Co. 5,000 feet @ $2.18 per foot, F.O.B., Baytown, - delivery 45 days.
Utility Supply Co. 5,000 feet @ $2.33 per foot, F.O.B., Baytown, immediate delivery
25 complete joint assemblies each $2.15
Councilman Reeves moved to purchase 5,000 feet of 8" cast iron pipe from the
Utility Supply at $2.33 per foot; 25 additional joint assemblies at $2.15 per set,
delivery to be immediately. Councilman M. L. Campbell seconded the motion. The roll
call vote was as follows:

Councilman Lawless moved to purchase 5,000 additional feet of 8" cast iron pipe
from J. B. Clow & Sons at $2.30 per foot for stock pile purposes. Councilman Bergeron

Councilman M. L. Campbell moved to approve the drilling application of C. J.
Brown on the C. E. Ror lease. Councilman Bergeron seconded the motion. The roll

T The City Manager introduced and read an ordinance authorizing the transfer of
One Thousand Eighty -Nine Dollars and Fifty -Four Cents ($1,089.54) from the General
Fund to certain specified classifications. Councilman Reeves moved to adopt the
ordinance as read. Councilman Lusk seconded the motion. The roll call vote was
as follows:

The City Manager introduced and read an ordinance authorizing the transfer of
Two Thousand Eight Hundred Fifty -Four Dollars and Sixty-One Cents ($2,85h.61)
from the Traffic Fund and One Thousand Five Hundred Seventy Dollars and Fifty Cents
($1,570.50) from the Water Fund to certain specified classifications. Councilman
Bergeron moved to adopt the ordinance as read. Councilman lawless seconded the
motion. The roll call vote was as follows:

Engineer's Estimate No. 5 -
Councilman Reeves moved to approve payment of the engineer's estimate No. 5 on
the supervision of construction of the sewage treatment plant, in the amount of
$785.26. Councilman Lusk seconded the motion. The roll call vote was as follows:

Mr. Cansler - tasadena Salvage and Metal Works
Upon the recommendation of the City Manager, Councilman Reeves moved to
authorize the City Attorney to prepare a contract, between the City of Baytown and
C. H. Cansler, Manager of the Pasadena Salvage and Metal Company, for the salvaging.

a conditional clause of 60 days notice of cancellation of contract if the project
proves unfavorable for either party. The pay basis to be 10% of the gross by the
month with a guarantee of not less than $75.00 per month. Councilman Lawless seconded

The proposed salary increases for city employees, as requested by the department
heads, were opened for review and discussion. The.City Manager was asked to make
any comments or recommendations that he thought favorable. It was suggested that
a blanket raise be given all the city employees and adjustments can be made at a
later date, if needed. This was discussed thoroughly by the Council, after which,
Councilman Reeves moved to give a blanket raise of $20.00 per month to each and
every employee of the City of Baytown. Councilman Lusk seconded-the motion. The
roll call vote was as follows: .

# Councilman M. Ll Campbell asked to be excused from the meeting.
Director of Public Works Grantham asked the Council to consider certain adjustments
on several of his employees at this meeting. ,�h„e�ist was checked and an additional
increase was given F. G. Adcox, Odgen, Higman .M. D: Allen, Streich, J. D. Adcox,
Be E. Berry, J. H. Dickson, Bowen, Canales, J. R. Oxford, Sneed, J.'V1 Berry and
E. T. Smith in the Public Works Department and Cook, Schieck, Holleman, Williamson
and Callam in the City Hall.
Car - City Attorney
Councilman Reeves moved to approve the purchase of a used car for the City
Attorney; the price not to exceed $500.00. Councilman Lawless seconded the motion.

Miscellaneous
The Council agreed to take action on the request of State Patrolman Goodage for
a receiver for car radio when the Chief of Police brings estimate of cost.
The City Manager was given permission to attend the annual meeting of the
Municipal League which will be held at Beaumont, Texas from Sunday, October 25th
through 'Wednesday, October 28th.
The Council approved the estimated building cost of the Drill Tower. The
project will begin within a week.

TCouncilman Bergeron moved for the meeting to adjourn. Councilman Lawless
seconded the motion. The ayes were unanimous and the Mayor declared the meeting
adjourned.'
