The City Council of the City of Baytown, Texas met in regular session on
Thursday, August 27, 1953 at 7:30 p. m. in the Council Room of the Baytown City
Hall with the following members in attendance:

The Mayor called the meeting to order and the minutes of the regular meeting
of August 13, 1953 *are read and approved, whereupon the following business was
transacted:
Delegation - South Baytown Drainage
A delegation from South Baytown petitioned the Council to take some definite
action on the draining of Minnesota Street. This being a major project the group
asked that some action be taken to provide drainage within the near future. The
Mayor informed the group that the Council had given this particular section serious
study and within the next two (2) weeks a proposal will be presented which, if
adopted, will provide drainage at an approximate cost of $5,000. He was not in
a position to elaborate on the proposal at this time but will within the next
two (2) weeks.
Parking Meters - Remove Heads
The Council discussed the feasibility of removing the heads from the parking
meters in South and West Baytown business districts. The group from South Baytown
was asked to comment upon the proposal, favorable or unfavorable. After some
discussion it was suggested that the heads be removed on a trial basis, but should
it be found that car owners abuse the right and park their cars along streets all
day, preventing customers from parking, the heads will be reinstalled on the
parking meters upon request of the business firms. Councilman H. M. Campbell
moved to recommend the removal of the meter heads, on an experimental basus of
not less than 90 days; a check be made during the trial period to learn if the
meters should be removed permanently or the heads be reinstalled. councilman
Bergeron seconded the motion. The roll call vote was as follows:

Date - Budget Hearing
Upon the recommendation of the City Manager, Councilman H. M. Campbell moved
to set the date of September 10th as the official date of the Public Hearing on
the 1953 -54 budget of the City of Baytown. Councilman M. L. Campbell seconded
the motion. The roll call vote was as follows:

Sewage Equipment Bids
Upon the recommendation of H. S. Berlin, Engineer, Councilman H. M, Campbell
moved to accept the bid of American Well Works for the Sewage Disposal Pumps,
total bid $13,510.00, delivery date 102 days. Councilman Lusk seconded the motion.

Engineer Fee - Disposal Plant
Councilman M. L. Campbell moved to authorize payment of $456.14 to Joe J.
Rady Company for engineering services on the Disposal Plant as per contract dated
January 22, 1951. Qouncilman Bergeron seconded the motion. The roll call vote
was as follows:

Civil Service Commissioner - Appointment
It was agreed to defer action on the appointment of a new member to the Civil
Service Commission until Councilman Reeves had returned from his vacation.
Ice Box Ordinance
t. The City Attorney introduced and read an ordinance prohibiting abandonment
of ice boxes, refrigerators or other containers which are airtight. Councilman M. L.
Campbell moved to adopt the ordinance as read. Councilman lawless seconded the
motion. The roll call vote was as follows:

NOT MORE THAN TWO HUNDRED ($200) DOLLARS; AND PROVIDING FOR THE
PUBLICATION AND EFFECTIVE DATE HEREOF.
Transfer Ordinance
The City Manager introduced and read an ordinance authorizing the transfer
of funds to care for additional insurance premiums, etc. Councilman H. M. Campbell
moved to adopt the ordinance as read. Councilman Lusk seconded the motion. The
roll call vote was as follows:

TRAN$FER-ONE THOUSAND. FIVE HUNDRED TEN DOLIARS ($1,510.00) FROM THE
COUNCIL CONTINGENT FUND, CLASSIFICATION 101, TO BE APPLIED AS FOLLOWS:
NINE HUNDRED SEVENTY ($970) DOLLARS TO CLASSIFICATION 501 -8-1, TWO HUNDRED
FIFTEEN ($215) DOLLARS TO CLASSIFICATION 702 -F3 -B, TAO HUNDRED FIFTY ($250)
DOLLARS TO CLASSIFICATION 702 -F3-C, AND SEVENTY -FIVE ($75) DOLLARS To

Building Ordinance
The City Attorney introduced and read an ordinance defining the fire limits
and regulating and governing the construction, alteration and removal of buildings
and structures within the city limits of Baytown, Texas, Councilman Bergeron
moved to adopt the ordinance as read. Councilman Lusk seconded the motion. The
roll call vote was as followa:
