MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF TAE. CITY OF BATTOWN, TEXAS
July 23, 1953
The City Council of the City of Baytown, Texas met in regular session on
Thursday, July 23, 1953 at 7 :30 p. me in theCouncil Room of the Baytown City Hall
with the following members in attendance:

The Mayor called the meeting to order and the minutes of the regular meeting
of July 9, 1953 were read and approved, whereupon the following business was
transacted:
LaPorte Liberal - Advertisement - Tupnel Openine
Councilman H. M. Campbell moved to approve a one -half page add, for the City
of Baytown, to be published in the LaPorte Liberal weekly paper on the official
opening date pf"the Baytown - Laporte Tunnel. The price of the on -half page add
to be $52.50. Councilan Lusk seconded the motion. The roll call vote was
as follows:

A representative from each of the three (3) major Houston newspapers petitioned
the Council for a farm progress letter, signed by the Mayor and endorsed by the
Councilmen, which will be used to solicit advertising for the Tunnel Opening editions
of the three (3) papers. The Baytown Chamber of Commerce and the Tunnel Committee
had been adked to endorse such a letter but each group had refused, however, the
Mayor of LaPorte and Judge Casey had consented to such endorsement. The Council
expressed its appreciation to the newspapers for the promotion of the Bond Issues
which made the Tunnel Project possible. It was willing to go on reccnd as command-
in the papers for their untiring work on any and allprojects which aided in the
ierielopment of Baytown and the outlying areas, however, the Mayor objected to a
letter, resolution or any other such endorsement that could be presented to com-
panies and business houses soliciting advertisement for the Tunnel Editions.
Councilman M. L. Campbell moved to table any further discussion on the request.

Electrical Ordinance
The City Attorney introduced and read an ordinance creating the office of
electrical inspector and prescribing his duties, rights and authority; establishing
standards for electrical equipment and installation, providing for a permit with
exceptions expressly provided for any and all mltnufacturing industries„ m�nd provid-
ing for a Board of Review. Councilman M. L. Campbell moved to adopt the ordinance
as read. Councilman Reeves seconded the motion. The roll call vote was as follows:

CONFORMITY THEREWITH; MAKING IT UNLAWFUL TO UNDERTAKE THE INSTALLATION

Review of the proposed Building Ordinance was tabled until a later meeting.
Aix- Conditioning Bids
Due to an error in the requirements set forth in the air- conditioning bids
of July loth, Councilman Bergeron moved to reject all bids as submitted; regrite
specifications and the City Clerk be instructed to readvertise for air - condition -
Ing bids for the City Hall. Councilman Lusk seconded the motion. The roll

Councilman Reeves moved to adopt an ordinance authorizing the City Manager
to transfer $400 from certain classifica/4ons to provide funds for needed re-
pairs at the Swiming Pool. Councilman lUeeves moved to adopt the ordinance as
read. Councilman Iusk seconded the motion. The roll call vote was as follows:

AN ORDINANCE AUTHORIZING THE CITY MANAGER OF THE CITY OF BAYTOWN TO
TRANSFER TWO HUNDRED DOLLARS FROM CLASSIFICATION 601 -A -5 AND TWO
HUNDRED DOLLARS FROM CLASSIFICATION 601 -Z-15, TO CLASSIFICATION
3000 -D-4 AND PROVIDING FOR THE EFFECTIVE DATE HEREOF.

A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER OF THE CITY
OF BAYTOWN TO DEPOSIT FOR A MINIMUM PERIOD OF ONE HUNDRED EIGHTY
(180) DAYS CNE HUNDRED TWENTY -FIVE THOUSAND DOLLARS ($1259000) AND
TO DEPOSIT SEVENTY-FIVE THOUSAND DOLLARS ($75,000) FOR A MINIMUM
PERIOD OF NINETY (90) DAYS IN THE OFFICIAL DEPOSITORY OF THE CITY
OF BAYTOWN.
"BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN:
"THAT the City Manager of the City of Baytown is hereby authcrized and

directed to deposit in the official depository of the City of Baytown .a total
of Two Hundred Thousand Dollars ($200,OW), said sum to be made in two separate
deposits and to be identified .as follows: to-wit:
"Public Improvement Find $125,000 Minimum of 180 days
"Public Improvement Fund $ 751,000 Minimum of 90 days
"Said sum to be placed in the deposit account for a minimum of one
hundred eighty (180 days, drawing interest at the rate of *, and ninety days

Release - Wehrine Proeerty
The City Attonney presented a copy of a release, to be executed by the
Mayor of the City of Baytown, on a suit filed by the Cityof Baytown against August
Wehring, Beb. 3, 1948, for the sum of $1,061.51 upon a paving assessment. This
claim and assessment was settled by compromise as stated in the minutes of the
City Council in June, 1948, and the amount agreed upon paid and said suit dismissed.
Councilman Reeves moved to authorixe the Mayor to execute the instrument which will
release the sdid August Wehring. Councillman Bergeron seconded the motion. The
