MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF BAYTG M, TEXAS
July 91 1953
The City Council of the City of Baytown,. Tema met in regular session on
Thursday, July 9, 1953 at 7 :30 p.m. in the council room of the Baytown City Hall
with the following members in attendance:

The Mayor called the meeting to order and the minutes of the regular meeting
of June 25, 1953 were read and approved, whereupon the following business was
transacted:
The Council �Iwmssed the proposed electrical ordinance at length. Two (2)
Mlectrical Engineers met with the council in the discussion and made several
suggestions pertinent to the adopting of such an ordinance. It was agreed to table
further discussion at this time. A meeting will be held at a later date at which
time the Council will discuss Al.l.phases of the proposed ordinance. The proposed
building ordinance will be reviewed at the same meeting.
Only one bid was received on tie bid advertisement for 1,450 cubic yards of
class "A" concrete. It is tabulated as follows:

Councilman Bergeron moved to accept the bid of John M. Kilgore on the Class
"A" Concrete. Councilman Lawless seconded the motion. The roll can vote was

The City Clerk introduced and read an ordinance _Afthorizing the transfer of
$15,000 from the traffic Improvement fund to cover the expense of paving West
Main Street. Councilman Reeves moved to adopt the ordinance as read. Councilman
H. M. Campbell seconded the motion. The roll call vote was as follows:

The City Clerk introduced and read an ordinance authorising the transfer of
t200t00 from the Council Bontingent Fund to provide for travel expense for city
officials. Councilman Reeves moved to adopt the ordinance as read. Councilman

TO TRANSFER TWO HUNUMD DOLLARS ($200) FROM THE COUNCIL CONTINGENT
FUND TO CLASSIFICATION 101 -F-6, TO PROVIDE FOR TRAVEL MPENSE FOR
CITY OFFICIALS; PROVIDING FOR THE EFFECTIVE DATE HEREOF.
The City Clerk introduced and read an ordinance authorizing the transfer of
$147.84 from the Council Contingent Fund for advertising the opening of the
Baytown - LaPorte Tunnel. Councilman H. M. Campbell moved to adopt the ordinance

Councilman Bergeron moved to authorise the payment of engineering services in
connection with paving of West Main in the amount of $209.56. Councilman eaves
seconded the motion. The roll call vote was as follows:

The City Clerk introduced and read an agreement between the City of Baytown
and W. H. Bayne on the installation of sever lines to residents of Baytown Woods.
Councilman Be M. Campbell moved to accept the agreement as read. Councilman
Bergeron seconded the motion. The roll call vote was as follows:

E. H. Enderli asked the countil to reconsider its decision, of June 25th, on
the refusal to grant water service to two how houses which have.been built on an
undeveloped tract of land facing an undedicated street off Cedar Bayou Road. He
explained tlai since he knew the city had accepted an $80.00 tapping fee charge
from Allen Wright, former owner of the land, he did not question the possibility
of a water service refusal and had proceeded with the construction of the two rent
houses without further investigation. wee Hundred Ninety -nine (3991) feet of
two inch water main had been laid along the undedicated street and he aesumed that
water would be furnished when he made the proper application for same. Since there
was an ungent need for water service Mr. Enderli agreed to any feasible solution
Councilman Lusk moved to grant water service connection to the two houses upon the
deposit of a double unit fee, provided, Mr. Enderli will sign an agreement stating
that he will sever and plug the two inch water main just beyond the second house
now in question; that he will do no furthe r construction in the above named plat
until the plat has been recorded, streets dedicated and development made in ac-
cordance with the sity.ts subdivision ordinance. Councilman Bergeron seconded the

The City Attoaaney introduced and read an ordinance notifying the General Tele-
phone Company that the City Council of the City of Baytown will hold a formal hear-
ing on the 17th day of August, 1953, for the purpose of studying and re-examining
the books, records and figmrss and other pertinent data of said telephone cagmV
In order to enable the City Council to prescribe fair and reasonable rates and
charges to be collected by said utility. Councilman Bergeron moved to adopt the
ordinance as read. Councilman Reeves seoonded the motion. The roll call vote

AN ORDINANCE NOTIffING THE GENERAL, TELEPHCNE COMPANY OF THE SOUTHWEST
THAT THE CITY COUNCIL OF THE C= OF BAYTOWN WILL HCLD A FORMAL HEAR-

ING ON THE 19TH DAY OF AUGUST, 1953, FOR THE PURPOSE OF STUDY-
ING AND RE- EKAMINING THE BOOKS, RECORDS, FIGURES AND OTHER
PERTINENT DATA OF SAID TELEPHONE COMPANY IN ORDER TO ENABLE
THE CITY COUNCIL TO PRESCRIBE FAIR AND REASONABLE RATES AND
CHARGES TO BE COLLECTED BY SAID UTILITY.
The Council will investigate the feasibility of draining Minnesota Street
when the County begins work on Oklahoma Street.
The Council took no action on the request of Mrs. Adams, reporter from the
LaPorte Liberal, on an add for the Tunnel opening edition.
Actin City Manager Barber w%s instructed to ountact Downing Roofing Company
concerning the roof leakage at the City Jail. The Council also agreed to have
a metal canopy installed over the Corporation Court Doors.
The Council agreed to consider the request o4f the Recreation Council,to
Increase the annual donation made by the city, at the annual budget review which
will begin within a few weeks.
The date of August 13, 1953 was set for receiving bide on equipment for the
Sewage Treatment Plant now under eonetruction. The City Clerk was instructed
to advertise and send plans, specificetios and bid notives to twelve (12)
prospective bidders.

seconded the motion. The ayes were unanimous and the Mayor declared the meet-
