MINUTES OF THE REGULAR MCETING OF THE
CITY COUNCIL OF THE CITY OF BAYTOWN, TEYJS
June 25, 1953
The City Council of the City of Baytown, Texas met in regular session on Thurs-
day, June 25, 1953 at 7:30 P. m. in the Council Room of the Baytown City Hall with
the following members in attendance:

The Mayor called the meeting to odder and the minutes of the regular meeting
of June 11, 1953 were need and approved, whereupon the following business was
transacted:
Building and Electrical Codes
The Mayor informed the Council that it would be neeessary £o make certain
amendments to the present Building Ordinance to avoid being penalized, by the State
Fire Insurance Commission, when the survey is made. This survey is scheduled
for late summer. Too, the city must adopt an Electrical Code which will be
recognized by the Cosmission.to avoid further penalities. The City Attorney was
instructed to review the recommended changes in the Building Ordinance and prepare
the amendments and the Electrical Ordinance for presentation at the neat regular
meeting of the Council.
Tunnel Opening - Advertisement
Syd Gould, employee of the Baytown San, asked permission to prepare and run
a full page add, designated 'as 'the City of Baytown, in the special Progress
Addition of the Baytown Sun on the official opening date of the Tunnel connecting
Baytown and la Porte. He presented a proposed copy and quoted a price of $147.84
for earring the advertisement. Councilman Bergeron moved to approve the proposed
copy to be carried in the Baytown Son on the official date of the Tunnel; the City
of Baytown to bear the expense of $147.84 for the advertisement. Councilman Lusk
seconded the motion. The roll call vote was as follows:

Bids - Employees Insurance
The Life and Hospitalization Insurance Bids far City Employees were opened
and they are tabulated as follows:
1. Republic National Life Insurance Co 3. Old National Insu Cc
2. Blue Bross and Blue Shield 4. Northwestern National Life
In reviewing the bids the Mayor suggested that tht, insurance be accepted far
a period of two (2) years, if no conflicts arise, before being reviewed and
accepted or rejected for an additional two (2) year period. Councilman Reeves
moved to accept the bids as submitted and the City Clerk be instructed to tabu-
late same in the minutes, however, any further action on the bids be tabled for
employees' study and decision. Councilman Lusk seconded the motion. The roll
call vote was as follows:

Baytown Woods - Sewage Line
Cdis Muennink, Sanitarian, asked the Council to consider a proposal made by
W. H. Bayne, owner of the land known as Baytown Woods, to construct, at his own.
expense, sewer mains to dead end at the Goose Creek Stream adjacent to his propety.
This line will be run according to the specifications of the engineer and Director
Of Public Works, however, Mr. Bayne asked that if the City of Baytown lays sanitary
sewer mains near his property that he will be allowed to tap into the main line
withcut laying additional lines. The Council agreed to sudy the proposal and
give final decision at an early date.
Traffic Congestion
The Chief of Police asked permission to change the stripes on McAet Street, at
the Corner Grocery, in order to elimii.nr�a�te a congested traffic condition in a load-
ing zone area. The Council had ordeXJ change to Wisoonsin Street in the parking
of a produce truck at this point, but, after several days trial it was found that
that the change was not workable. Chief McKee proposed to change the traffic
lanes at this point and mark off the loading zone in red. The Council agreed to
approve a thirty (3) day trial period, however, the Chief was instructed to notify
the owner to move his produce truck from this area when it is not being loaded
or unloaded.
Lzht_- _Nazro and Lee Drive
At -the suggestion of Councilman H. M. Campbell the Mayor instructed the Light
Committee to chok on the location of power lines in order to approve the installa-
tion of a street light at the intersection of Nazrc and Lee Drive. A report will
be rade at the nect regular meeting of the Council.
Drinking Fountain
The bids on a drinking fountain for the city hall were opened and they are
tabulated as follows:

Councilman Reeves moved to purchase the Frigidaire from Straight Refrigeration
Company at a price of $217.00. Councilman Bergeron second the motion. The roll
call vote was as follows:

Waterline Extension - Reouest
The City Manager presented the request of E. H. Enderli for an extension of water
lines to service houses which will be built on a tract of land off Cedar Bayou
Road just cutside the city limits. In 1950 the City of Baytwwn ran a water
service line along the road and allowed all property owners, whose property abutted
Cedar Bayou Road, to pay a tapping fee and extended city water service to tbem.
At this time Allen Wright caned the tract of land, now in question, and he paid
an $80.00 tapping fee for a home he planned to build, however, this plan did not
develop and Mr. Wright later divided the tract of land between his two daughters,
Mrs. Enderli and Mrs. Thomas. The heirs now want an extension from this line to
service houses which will be built on the tract of land. The Council agreed tht
a water extebsuib ciykd bit be approved. Councilman Lusk moved to refuse the request
for water services; the City y Treasurer be authorized to refund the $80.00 tapping
fee charge levied against Mr. Wright in 1950. Councilman H. M. Campbell seconded

Transfer Ordinance
The City Manager introduced and reqd an ordinance authorizing the transfer of
$1,736.25 from the Council Contingent Fund to Classification 401 —Y -4 to provide
for sanitary sewer materials and labor. Councilman Reeves movedito kdoptctlenor-

AN ORDINANCE AUTHORIZING THE CITY MANAGER OF THE CITY OF BAYTOWN TO
TRANSFER ONE THOUSAND.SEPEN HUNDRED THIRTY - SIX DOLLARS AND THIRTY-
FIVE CENTS ($1,736.35) FROM THE COUNCIL CNNTINGENT FUND TO CL.ASSIFI-
CATIOif 401 -Y -4.
Air Conditioning - City Hall
The Council discussed the need of air - conditioning for the City Hall. The
City Manager repokted that he had contacted interested parties and the two(2)
estimates he had received ranged fron an installation and material cost of
$4,525 to $6,000. In a memorandum, presented by Councilmen Lusk, it was recom-
mended that two (2) 5-ton units be installed downstairs witY heheat coils to control
humidity and also furnish heat for the winter months. An 8-ton unit was recommended
for the unstairs with a zone reheat coil. After sloe discussion Councilman Reeves
moved to have an Air- Conditioning Engineer survey the building, prepare specifica-
tions for air - conditioning, submit same to the City Manager; The City Manager be
instructed to advertise for bids on air - conditioning the city ball immddiately on
receipt of the spcifications. Councilman H. M. Campbell seconded the motion. The

The Chief of Police asked the Council to condider the feasibility of air -
conditioring the Radio Dispatcher's office and the Chie£ts office. It was pointed
out that the Corporation C 8rt office !�ould be condidered also. Councilman Reeves
moved to instruct the Air- Conditioning ngineer to prepare specifications for the
Radio Dispatcher, Chief of Police and Corporation Court offices; The City Manages
be instructed to include these offices in the .advertisement for bids for air -
conditioning the city Hall. 6ouncilman Lusk seconded the notion. The roll call

Miscelleanous
The Chief of Police was appointed,as a Committke of one, to inform Mrs. Anna
Johnston, Red Gross Worker, that the Council could not designate a parking meter
in the downtown business area for RED GROSS ONLY.
The City Manager informed the Council that he was leaving Friday, June 26th,
on his annual two (2) weeks vacation.. A. V. Barber will be Acting City Manager
in his absence.
Ad ournment
Councilman Lusk moved that the meeting adjourn. Councilman Bergeron seconded
the motion. The ayes were unanimous and the Mayor declared the meeting adjourned.
