1953 04 23 CC Minutesr -415- MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS April 23, 1953 The City Council of the City of Baytown, Texas met in regular session on Thursday, April 23, 1953 at 7:30 p, m, in the council room of the Baytown City Hall with the following members in attendance: R. H. Pruett Mayor W. E. Lawless M. L. Campbell Lacy Lusk W. D. Reeves H. M. Campbell C. D. Middleton George Chandler Edna Oliver Absent: R. B. Bergeron Councilman Councilman Councilman Councilman Councilman City Manager City Attorney City Clerk Councilman The Mayor called the meeting to order and the minutes of the regular meeting of April 10th and the special meeting of April 15th were read and approved, where - upon,the following business was transacted: Berlin - Disposal Plant The Council discussed the construction of the sewage disposal plant again. H. S. Berlin, engineer, presanted the revised plans, as authorized by the Council. It was decided that the city, by doing the construction, could save several thousand dollars. If this shodld be done, Mr. Berlin recommended that a competent super- intendent be hired to supervise the construction and the city hire extra labor to complete the job. It was suggested that local contractors be contacted regarding the supervision. The City Manager contacted W. J. Dalpes by telephone and he cane to the meeting. He informed the Council that he would be interested in the job only on a fixed fee basis as he had several other jobs. The Council asked that he be given a set of the plans to study. He was asked to submit a proposal by the next regular meeting of the Council. West Main Fire Zoning The Council discussed the request for a No. 2 Fire Zone along West Main Street from the Causeway Road to Market Street. Several residents, along nest Main, were present and raised objections to the request since it would control building for an one hundred (10U') foot depth. The Mayor informed the group that the Council was neutral in the issue, but if the property owners wanted the zoning the Council would comply with the request. Councilman M. L. Campbell moved to authorize the Mayor to designate a date for Public Hearing on the request to place West Main, from Causeway Road to Market Street, in the No. 2 Fire Zone and the public be notified of the date. Councilman H. M. Campbell seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Mayor Pruett Nays: None Councilman Lawless s M. L. Campbell " Lacy Lusk " W. D. Reeves " H. M. Campbell The Mayor set the date of May ll:th for the Public Hearing. * Councilman lawless excused from the meeting. Corporation Judge The City Manager informed the Council that Corporation Judge McCullough had been placed in the Lillie -Duke Hospital on observation and the Doctor will give no definite information as to the length of confinement required. He asked that the Council consider appointing someone, on a temporary basis, to serve as Corporation Judge to care for violations which will come up from time to time. It was suggested that Police Chief McKee act as Judge for the next few days. If the Council should be informed by the Doctor that Judge McCullough will be out for an indefinite period, Councilman Lusk moved to give Mayor Pruett authority to appoint E. n. Buelow to act as Corporation Judge, on a temporary basis. Councilman 74. L. Campbell seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Mayor Pruett Nays: None Councilman M. L. Campbell Imsk " Reeves " H. M. Campbell 'Adjournment Councilman Reeves moved for the meeting to adjourn. Councilman M. L. Campbell seconded the motion.
