MINUTES OF A SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF RAYTOWN, TEXAS
March 17, 1953
The City Council of the City of Baytown met in special session on Tuesday,
March 17, 1953 at 9:30 a. m. in the Conference Room of the Humble Community
Building with the following members in attendance:
C. D. Middleton City Manager
George Chandler City Attorney
Clinton S. Owsley Utility Rate Expert
The Mayor called the meeting to order. Councilmen H. M. Campbell moved that
Frank Conklin be hired to act as court reporter for the rate hearing. Councilman
Reeves seconded the motion and the roll call vote was as follows:

Gas Rate Review
Jack Hines, attorney for the Houston Natural Gas Corporation, presented facts
and figures supporting the Company's request for increase in rates. Witnesses
were sworn in by Mayor Ward and testimony was offered throughout the day, afterwhich
the Mayor recessed the meeting until 9:30 a. m. Wednesday, March 18.
Reconvened Wednesday
The meeting reconvened on Wednesday March 18 and the witnesses offered for
the Gas Company on the preceeding day were questioned by George Chandler, Clinton
Owsley and the Council. The meeting recessed for lunch and upon reconvening, the
City Attorney presented the City's case and Mr. Clinton Owsley appeared as witness,
offering exhibits to support the City's case.
Upon completion of the testimony, the hearing was ended. The Council will
try to reach a decision upon the rate increase as soon as possible.
Expressed Appreciation
The Mayor expressed appreciation to the Houston Natural Gas Corporation for
its cooperation during the hearing and also to the Humble Oil and Refining Company
for the use of the Conference Room in the Community Building as a meeting place
for the gas review.
Adjournment
Councilman Reeves moved that the meeting adjourn. The motion was seconded by
Councilman H. M. Campbell. The ayes were unanimous and the Mayor declared the
meeting adjourned.
