The CityCouncil of the City of Baytown, Texas met in regular session on
Thursday, February 260 1953 at R:3u p. m. in the Council Room of the Baytown
City Hall with the foluowing members in attendance:

The Mayor called the meeting to order and the minutes of the regular
meeting of February 12, 1953 were read. The minutes were amended to read: "The
Council discussed such miscellegnous items as a delinquent water utility report,
etc." With this correction the minutes were approved as read, whereupon the
following business was transacted:
Open Bids - Sanitary Disposa.L Plant
The bids on the sewage disposal plant were opened and they are tabulated
as follows:

Since the lowest bid on the construction of the sewage disposal plant ex-
ceeded the gngineef's estimate approximately U62,uuu.uu, Councilman Pruett
moved to accept the bids, but, table any further action until the engineer has
reviewed the bids and makes a report to the Council. Councilman Lawless secodded
the motion. The roll cai-L vote was as follows:

Baytown eautiftu, Program
The Council endorsed the proposed program of the Baytown Beautifyu Association
for the week of April 191h. Councilman Bergeron moved to instruct the City Mana-
ger and 'Superintendent of Public Works to cooperate by having the Garbage Depart-
- ment make extra pick -ups during Clean -Up Week. Councilman H. M. Campbell
seconded the motion. The ro11 call vote was as follows:

Widening West Main-- Bryan to Market Street
H. S. Berlin, engineer, presented a construction cost estimate onthe re-
building of West Main Street from Bryan to Market Street. The estimate consisted
of widening the existing 2ul road to 34' with 71- u" -1 -t" cold mix bituminous
s.
concrete surface on eight (8 ") cement stabilized shell base strip on each side.
This included street excavation, subgrade, stabilized sheu base and concrete
surface for a distance of 2,85u linear feet @ §6.8u per linear foot making a t&ta.i
c6st of 019,38u.uu. The City Manager informed the Council that he had talked with
V. V. Ramsey, County Ccommissioner, in regards to the County participating in
the construction costs of such a project and Mr. Ramsey had agreed to share in
the expense and furnish the equipment if the city will supervise the work and
furnish man -power to do the job. Councilman Reeves moved to instfuct the City
Manager to negotiate with the County Commissioner -f6r such a contract; the city
to bear one -half of the construction costs of widening West Main from Bryan to
Market Street. Councilman Bergeron sec onded the motion The ro11 call

Estimate - Rebuilding West Main - Bridge to Causeway Read.
The engineer presented an estimate on the rebuilding of West Main from the
Causeway Road to bridges, The width of the street would be the same as in the
construction from Bryan to Market Street, a distance of 2,7uu linear feet @ 46.8u
per linear foot making a total cost of §18,36u.uu, however, before this type
of construction could be done it would be necessary for a major storm sewer project
to be completed to provide adequate drainage. The sewer project would extend
along West Main from the bodge to the Causeway Road with an estimate cost of
426,142.uu. When asked if the county would participate in the construction costs
of this trojeet, Mr. Ramsey informed the City Managet that he would make no
commitments until he had checked the budget. The Council instructed Mr. Middle-
ton to invite the County Commissioner and the State highway Engineer to meet with
the Council in a Special Meeting on March 3rd.
Co mnittee Report - Water - §Shillings
The eoune6l heard the report of the Committee appointed to check into
the situation of water service connection for homes being built inthe undeveloped
area north of Schillings Street. Councilman H. M. Campbell, as spokesman for the
Committee, said he could not possible see how the Council could comply with the
request of C. M. Albright for water line connection to the city's main without
directly violating the city's subdivision ordinance. The question was discussed
at length, afterwhich, it was decided to table any further action until the
City Attorney had returned from Naval Training so he could give a legal ruling
on the disposition of the request.
Hofftauir- West Main Civic Group
E. Hoffpauir, spokesman for the West Main Civic Group, asked the Council
to consider the rebuilding of West Main from Causeway Road to the bridge and the
construction of a new bridge across Goose Creek Stream. He urged that this be
done while the road is closed then it would not be necessary to make further
repqirs at a later date. Especially after the Tunnel is opened and through traffic
hits the Spur 2ul via West Main Street.
* Councilman H. M. Campbell asked to be excused from the meeting.
Advertise for Bids - shell
Councilman Reeves moved to authorize the City Manager to advertise for
bids on amount of shell used annually by the City for street maintenance.
Councilman Bergeron seconded the taotion. The roll call vote was as follows:

The Mayor appointed a Committee camzposed of City 11anager Middleton, Fire
Chief Lintelman and Councilman Pruett to go to Austin for a conference with George

Hawley of the State Fire Insurance Commission. The Council is working in con -
junction with the Insurance Agencies of Baytown for a lower fire inedna#ce key
rate, however, it will be necessary for several amendments to be m de to the
present building code and adoption of an Electdical Ordinance before Baytown
can obtain the No. 1 key rate. The Ccam,ittee will get these recommendations from
Mr. Bewley and a report will be made to the Council for final action.
Miscelleanous
The Council refused the request of J. H. Howard to allow parking in the
r NO YARMG zone on gee Drive opposite the College. The Council had ruled at
the meeting of February 12th that all violators will be fined in the future and
no eaceptiona will be made.

Councilman Lawless moved for the meeting to adjourn. Councilmen Pruett
seco:_ded the motion. The ayes were unanim us and the Mayor declared the meet-
ing adjourned.
