MINUTES OF THE REGULAR. MEETING OF THE
CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS
January 22, 1953
The City Council of the City of Baytown, Texas, met in regular session on
Thursday, January 22, 1953 at 7:30 p, m, in the Council Room of the Baytown City
Hall with the following members in attendance:

The Mayor called the meeting to order and the minutes of the regular meeting
of January 6th and the special meeting of January 12th were read and approved,
whereupon, the following business was transacted:
Ordinance - Calling Municipal Election
The City Attorney introduced and read an ordinance ordering the municipal
election to be held on the 7th day of April, 1953, for the purpose of electing
three councilmen from Districts Nos. 2, 3, and 6 and a Mayor from the city at
large. Councilman Reeves moved to adopt the ordinance as read. Councilman H. M.
Campbell seconded the motion. The roll call vote was as follows:

ORDINANCE NO. 171
AN ORDINANCE ORDERING THE MUNICIPAL ELECTION TO BE HELD ON THE
7TH DAY OF APRIL, 1953, FOR THE PURPOSE OF ELECTING THREE (3)
COUNCILMEN FROM THE RESPECTIVE DISTRICTS NO. 2, 3, and 6, AND
THE ELECTION OF A MAYOR FROM THE CITY AT LAR3E; PROVIDING FOR
THE ELECTION OFFICERS; DESIGNATING THE PLACES AND MANNER OF
HOLDING, SAID ELECTION; PRESCRIBING THE HOURS AND PROVIDING FOR
THE POSTING AND PUBLICATION OF NOTICE.
G. W. Flowers - Refund
Attorney Shannon Morris petitioned the Council to refund his client,
G. W. "Hank" Flowers $25.00 which was the amount Mr. Flowers had posted
City Corporation Judge McCullough as bond prior to dismissal of Mr. Flowers'
case. Judge McCullough had ruled the amount of bond "not returnable" even though
no prosecuting witness had appeared at the time of trial and the case was finally
dismissed. Councilman Pruett moved to instruct the City Manager to make the
refund of 625.00 to Mr. Flowers. Councilman Bergeron seconded the motion. The
roll call vote was as follows:

Transfer Ordinance
The City ?tanager introduced and read an ordinance authorizing the transfer
of $5400 from the Council Emergency Fund to classifications 501 -A3, 501 -B2,
501 -B-1 and 202 -Z4. Councilman H. M. Campbell moved to adopt the ordinance as
read. Councilman Bergeron seconded the motion. The roll call vote was as follows:

AN ORDINANCE AUTHORIZING THE CITY MANAGER OF THE CITY OF
BAYTOWN TO TRANSFER THREE THOUSAND ($3000) DOLLARS -FROM THE
COUNCIL EMERGENCY FUND, WHICH IS CLASSIFICATION.101, TO BE
APPLIED AS FOLLOWS: TWO THOUSAND FOUR HUNDRED SEVENTY -FIVE
($2,475.00) TO CLASSIFICATION 501-A-3.9 FOUR HUNDRED FIFTY
( $450) DOLLARS TO CLASSIFICATION 501 -B-1; ALSO TWO THOUSAND
FIVE HUNDRED DOLLARS ($2,500.00) FROM THE COUNCIL EMERGENCY
FUND, 1012 TO 202 -Z -4.
Transfer Ordinance
The City Manager introduced and read an ordinance authorizing the transfer
of $2,000.00 from the unappropriated surplus traffic fund to classification
2000 -Z -11. Councilman Bergeron moved to adopt the ordinance as read. Councilman
Lawless seconded the motion. The roll call vote was as follows:

AN ORDINANCE AUTHORIZING THE CITY X NAGER OF THE CITY OF
BAYTOWN TO TRANSFER TWO THOUSAND ($2,000.00) DOLLARS FROM
THE, UNAPPROPRIATED SURPLUS TRAFFIC FUND TO CLASSIFICATION
2000 -Z -11.
Extension - Emergency Dog Ordinance
Dr. H. B. Naylor, a veterinarian, met with the council to discuss the reasons
for the sudden outbreak of rabies within the City of Baytown. He explaint,.ed that
the yearly vaccination, as required by the present city ordinance, loses its
effectiveness in approximately six (6) months. He recommended that the present
Emergency Dog Ordinance, which expires February .ird, be extended an additional
forty -five (45) days with strict enforcement. The City Attorney was instructed. to
read the ordinance, afterwhichI Councilman Reeves moved to adopt the ordinance
as read. Councilman H. U. Campbell seconded the motion. The roll call vote was
as follows:

CRDINANCE NO. 174
AN ORDINANCE REGULATING THE SEEPING OF DOGS WITHIN THE CITY
OF BAYTOWN, TEXAS; REPEALING ORDINANCES INCONSISTENT HEREWITH;
CONTAINING A SAVINGS CLAUSE; PRESCRIBING A MAXIMUM PENALTY
OF TWO HUNDRED ($200.00) DOLLARS; AND PROVIDING FOR THE
PUBLICATION AND THE EFFECTIVE DATE HEREOF.

Councilman M. L. Campbell moved for the meeting to adjourn. Councilman
Pruett seconded the motion. The ayes were ynanimous and the Mayor declared the
meeting adjourned.
