1952 12 09 CC Minutes, Special0- V MINUTES OF THE SPECIAL MEETING OE THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS December 9, 1952 The City Council of the City of Baytown, Texas met in special session on 1liesday, December 9, 1952, at 7 :30 p. m. in the office of the city manager at the Baytown City Hall with the following members in attendance: J. A. Ward R. B. Bergeron W. E. lawless M. L. Campbell H. M. Campbell C. D. Middleton George Chandler Absent: R. H. Pruett W. D. Reeves Edna Oliver Mayor Councilman Councilman Councilman Councilman City Manager City Attorney Councilman Councilman City Clerk The Mayor called the meeting to order and the following business was transacted. Appropriation - Harris County Library Councilman M. L. Campbell moved to authorize the City Attorney to prepare an ordinance appropriating $500.00 to the Harris County Library Fund for the fiscal year 1952 -53. Councilman Bergeron seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Mayor Ward Nays: None Councilman Bergeron Lawless " M. L. Campbell " H. M. Campbell E. Morrow - Water Tank Foundation Contractor E. Morrow appeared before the Council and presented a proposal on the building of the water tank foundation. He proposed to supervise the work, have the engineer inspect each phase of the work as it progressed, maintain the workers on his payroll and the city furnish material for the job. The city would pay him a weekly salary, reimburse him on the payroll expense plus cost of his insurance. The Council asked Mr. Morrow to appear again Thursday night and bring an estimate on the overall expense on the completion of the foundation. Traffic Light Councilman Bergeron moved to authorize the purchase of a traffic light to be installed at the intersection of Felton and 4est Texas Avenue. Councilman H. M. Campbell it Lawless The Council agreed to investigate the need of a section of East James and Highway 146. Ordinance - Dog None traffic light at the inter - The City Attorney introduced and read an ordinance regulating the keeping of dogs withn the City of Baytown during the rabies threat. Councilman H. M. Campbell moved to adopt the ordinance as read. Councilman Lawless seconded the motion. Campbell .533 The caption of the ordinance follows: ORDINANCE NO. 167 AN ORDINANCE REGULATING THE KEEPING OF DOGS WITHIN THE CITY OF BAPNWN, TEXAS; REPEALING ORDINANCES INCONSISTENT HEREWL TH; CONTAINING A SAVINGS CLAUSE; PRESCRIBING A MAXIM PENALTY OF TWO HUNDRED ($200.00) DOLLARS; AND PROVIDING FOR THE PUBLICATION AND THE EFFECTIVE DATE HEREOF. Periodic Payment Layne Texas Company - Engineer Estimate Councilman M. L. Campbell moved to authorize payment of Estimate No. 1 of the Layne Texas Co., Ltd, on the drilling of 1000 G. P. M. waterwell in the amount of $18,825.07 and the engineer's estimate on the supervision of construction of contracts 1 and 3 in the amount of $532.26. Councilman H. M. Campbell seconded the motion. Campbell C e Lawless - Rio Vista Water System - Purchase/- Councilman lawless moved to purchase the Finery Harbers water system in Rio Vista at a price of $1,000.00. This includes water meters, pipe and a triangular lot between Pearce and Gulf in Rio Vista. Councilman Bergeron seconded the motion. The roll call vote was as followst Roll Call: Ayes: Mayor Ward Nays: None Councilman Bergeron Lawless M. L. Campbell H. M. Campbell Truck Chassis - Fire Department Councilman H. M. Campbell moved to authorize the City Manager to ask for bids on a truck chassis to be used by the Fire Department. A one thousand (1,000) gallon water tank and pump will be installed on the chassis for the purpose of fighting fires. Councilman M. L. Campbell seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Mayor Ward Nays: None Councilman Bergeron it lawless it M. L. Campbell It H. M. Campbell The Fire Station Committee was instructed to continue the study of a building for housing fire equipment. Ordinance - Transfer Councilman H. M. Campbell moved to adopt an ordinance providing a transfer of $114.75 for the purpose of installing an enlarger in the dark room of the police department. Councilman Bergeron seconded the motion. The roll call vote was as follows: Drainage Ditch - Spur 201 Councilman M. L. Campbell moved to reject the proposal of the State Highway Department to change grade on the ditch at Missouri Street and Spru 201. City Manager Middleton was authorized to ask for a closed ditch. Councilman Meeting December 30th Councilman M. L. Campbell moved that the Council meting scheduled for December 25th be postponed until December 30th. Councilman H. M. Campbell seconded the motion. Campbell_ Miscellaneous The City Manager was given permission to go to New York and New Jersey with a group from Industrial Pollution Comittee ^of the Houston Chamber of Commerce in cooperation with the Harris County Mayors' and Councilmen's Association. The group will study industrial pollution problems. Adjournment Councilman Bergeron moved that the meeting adjourn. Councilman M. L. Campbell seconded the motion.
