1952 10 07 CC MinutesMINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS October 7, 1952 The City Council of the City of Baytown, Texas, met in regular session on Tuesday, October 7, 1952 at 7: 30 P. m, in the Council Room of the Baytown City Hell with the following members in attendance: J. A. Ward Mayor R. B. Bergeron Councilman W. E Lawless Councilman Milton L. Campbell Councilman R. H. Pruett Councilmen W. D. Reeves Councilman H. M. Campbell Councilman C. D. Middleton City Manager George Chandler City Attorney Edna Oliver City Clerk The Mayor called the meeting to order and the minutes of the regular meeting of September 25, 1952 were read. Councilman M. L. Campbell requested that the minutes regarding the tax rate and tax levy be emended to read: "For the fiscal year ending September 30, 1953." With this correction the nimutes were approved as read, where- upon, the following business was transacted: Sewer & Water Lines - Bailer and Stewart C. J. Bailey, representing Stewart & Bailey realtors, reopened the discussion on water and sewer service lines to property facing Schillings Street. He proposed to lay water and sewer lines, at the firm's expense, dedicate an easement to the city, and promised to follow dity's specifications in the laying of the lines, provided, the Council would agree to lay the connecting' water and sewer lines to the developer's property line. Councilman M. L. Campbell moved to authorize the city to lay water 1 and sever lines to the property line, provided, the developers would lay water and sewer lines along the front of their property facing Schillings Street at their expense and according tb the city's specifications4 dedicate a 12' easement to the city with the understanding thAt said developers willpay the city a water and sewer tapping fee to service all hones built in the future on the lots lacing Schillings Street. Campbell Massey - Gas Ordinance Amendment H. F. Massey, District Manager of the Houston Natural Gas Corporation, appeared before the Council to protest a portion of the newly enacted Gas Rate Control Ordinance which was passed by the City Council on August 28, 1952. Me presebted other representa- tives of the Gas Company, afterwhich, Attorney Jack Hinds presented his plea for an amended ordinance which would delete the control of Commnercial and Industrial rates from the gas rate ordinance. He pointed cut that the Company was compelled to keep C rates at a low level due to the vast field of competition which other fuels offer for heating and operating machinery. Charts were presented showing the relationship between residential and small commercial abd large commercial and industrial. Ms. Hinds explained that residential and small commercial gas users were almost unifrom in their service and consumption requirements, however, larger commercial and industrial users presented ancaltogether different problem. AC£er a lengthy discussion the City Attorney was instructed to read an ordinance setting forth certain regulatory schedules for the City of Baytown on residential and smaller commercial users and deleting the rates of larger commercial and industrial users. Councilman F. M. Campbell moved to adopt the ordinance as read. Councilman M. L. Campbell seconded the motion. Camnbell a rG The caption of the ordinance follows: ORDINANCE NO. 159 AN ORDINANCE REGULATING THE RATES OF T1E HOUSTON NATURAL GAS CORPORATION IN THE CITY OF BAYTOWN, TEXAS Insurance - Fleet and Buildings Members of the Baytown Insurance Exchange and other Insurance - Agency representa. Lives met with the Council regarding the automobile fleet coverage and fire and windstorm insurance on city owned buildings. The -Baytown Insurance Exchange had handled all of the insurance requirements since the time of consolidation and the. members were present to petition the Council to allow the Exchange to continue in this capacity. David Arnett,- representing the Exchange, explained that the fleet insurance coverage contract had expired, however, the Exchange had prepared a tempo - rary rider until the Council decided upon the most feasible way to handle the insurance coverage. Clifford M. Bond, -an independent agency representative, suggested that the City continue the coverage on the automobiles with the'Baytown Exchange since much of the equipment now covered would not be allowable with another Company, and give non - members of the Exchange an opportunity to bid on the fire and windstorm insurance coverage when it becomes due on November 17, 1952. AFter some discussion it was agreed that this would be ghe most feasible plan. The City Manager was instructed to give Mr. Bond ar* and all information needed for-the preparation of a bid. Councilman M. L. Campbell moved to authorize the City Manager to place the fleet insurance with the Baytown Insurance Exchange. Councilman Lawless seconed the motion.' Campbell Pruett Reeves Bids - Feeding Prisoners The bids on the feeding of prisoners were opened and they are tabulated as follows: Albert Broussard Nugulf Cafe Sandwiches 300 Plate Lunches 55¢ Frank Hruby Victory Cafe Sandwiches 25¢ Plate Lunches 500 Councilman Bergeron moved to addept the bid of Frank Hruby, Victory Cafe, on the feeding of prisoners. Councilman Reeves seconded themotion. The roll call vote was as follows: - Roll Call: Ayes: Mayor Ward Nays: None Councilman Bergeron Lawless M. L. Pruett moved to accept the bid of Best Tailors, provided, the City `Tanager is informed by letter, that the bid meets the specifications as set forth in the bid advertisement. Campbell Pruett Reeves Miscelleanous The Council agreed to allocate 50 gallons of gas per month to the night watchman of South Baytown. The Council gave City Manager Middleton and Fire Chief Lintelman permission to go to Fort Worth and investigate the price and condition of War Surplus Fire Trucks. The Police Chief was instructed to have the No. Parkin z signs, along curbs and near fire plugs, repainted. Ldj --Mt Councilman Pruett moved for the meeting to adjourn. Councilman M. L.
