August 28, 1952
The City Council of the City of Baytown, Texas met in regular session on Thursday,
August 28, 1952 at 7:30 p. m. in the Council Room of the Baytown City Hall with the
following members in attendance:

The Mayor called the meeting to order and the minutes of the regular meeting of
August 14th and the special meeting of August 18th, 1952 were read•and approved.9 where-
upon the following business was transacted:
Approve Waterwork Improvements 2 & 5
Councilman Reeves moved to authorize the Mayor to sign Waterwork Improvement
Contracts two (2) and five (5) respectively, with the Chicago Bridge and Iron Company;
to authorize the engineer to issue work orders on said contracts. Councilman Lawless
seconded the motion. The roll call vote was as follows:

Williams - Fair Park Subdivision
Mr, J. L. Williams, representing the developers of the Fair Park Subdivision,
asked the Council to give final approval of the proposed subdivision, as to the
division of land and dedicating of streets, in order that a plat may be filed with
the County Clerk. He explained that he could not get County approval of the streets,
neither could he get FHA approval of any construction until the City Council had
given final approval of division of land. The Council explained that this could not
be done until all construction of sewer mains, water mains, curb and gutter, fire
hydrants and street base had been completed, without a direct violation of the city's
subdivision ordinance. Mr..Williams insisted that his work was stymied, insofar as
progress on the development of the subdivision was concerned, until final approval
was obtained from the City Council. It was agraed to postpone further discussion until
Tuesday night September 2nd. The City Attorney was instructed to check with the
County Clerk as to the matter of procedure when both the city and county requirements
must be met in the subdividing of undeveloped land.
Sherwood - Drainage Lawndell Addition
James Sherwood, a resident of Lawndell Addition, presented a petition with 58
signers, all of whom reside within the affected area, urging the City of Baytown to
-take such action as is necessary to eliminate a serious problem of drainage existing
in the residential area adjoining the drainage ditch which parallels East Republic
Street and the area adjoining State Highway 146. It was ppinted out that the drainage
was impeded by the lack of openings or culverts under Highway 1116 and the signers
urged the Council to construct or install additional drainage culverts under the Highway.
The City Manager informed the group that several weeks prior, the Council had authorized
him to begin negotiations with the State regarding the serious drainage problem outlined
in this petition. He had contacted the State Highway engineers but the work had been
postponed by the unexpected "speed -up construction order" on the proposed portion of
State Highway 1116, south of Highway 1116 within the City Limits of Baytown from Spur 201
to present Highway 1116 near Texas Avenue, however, he was scheduled to meet with the
State Engineers on Wednesday, September 3rd, at which time he will present the petition
and pictures, as submitted, and urge the State engineers to take immediate action in
this matter.

The City Attorney introduced and read an ordinance .creating civil service system
for Firemen and Policemen in the City of Baytown; establishing a civil service Commission
and providing for its powers and duties. Councilman Reeves moved to adopt the ordinance
as read. Councilman H. M. Campbell seconded the motion. The roll call vote was as

Trifon Ditch Easement Contract
The City Council reviewed the Trifon Ditch Contract. The Council expressed
a desire to have one or two additional items enumerated in the proposed contract
before final approval is made by the Council. It was agreed to defer action on the
contract until the meeting on Tuesday night, September 2nd. - The-City Attorney was
instructed to prepare an instrument that will be included in the final approval of
the contract, which will made provision for such items as, not being liable for damage
to trees, full purchase price to be stipulated in the body.of deed, et.
File Cabinet -- Tax Department
Councilman Lawless moved to authorize the City Manager to purchase an additional
twelve (12) drawer filing cabinet for the Tax Department at a cost of $1,151.$0.
Councilman Reeves seconded the motion. The roll call vote was as follows:

The City Attorney introduced and read an ordinance regulating the rates of the
Houston Natural Gas Corporation in the City of Baytown, Texas. Councilman Reeves
moved to adopt the ordinance as read. Councilman Bergeron seconded the motion.

The City of Baytvwn will be host to the September meeting of the Mayorstand
Ccunil.men's Association. The City Manager was instructed to contact the management
of San Jacinto Inn and make arrangements for the dinner.

the motion. The ayes were unanimous and the Mayor declared the meeting adjourned.
