1952 07 15 CC Minutes, SpecialMINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BA'YTaM, TEXAS July 15, 1952 The City Council of the City of Baytown, Texas met in Special session on Tuesday, July 15, 1952 at 9 :01clock a, m. in the Conference Room ofthe Humble Community Building with the following members in attendance: J. A. Ward R. B. Bergeron W. E. Lawless Milton L. Campbell R. H. Pruett W. D Reeves H. M. Campbell C. D. Middleton George Chandler Gordon Lewis Clinton Owsley The Mayor called the meeting to order. Telephone Rate Review Mayor Councilman Councilman Councilman Councilman Councilman Councilman City Manager City Attorney City Controller Utility Rate Expert MIN Councilman M. L. Campbell moved to employ Mr. Frank Conklin to act as reporter for the rate hearing. Councilman Pruett seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Mayor Ward Nays: None Councilman Bergeron It Lawless " M. L. Campbell Pruett Reeves H. M. Campbell All witness were sworn in by Mayor Ward. Attorney Robert Strickland opened the case for the Southwestern Associated Telephone Company and presented Messrs. Sims, Red and Brink as witnesses for the Company. Testimony was offered by witnesses, a£terwhich, Mayor Ward recessed the meeting at 5-.o'clock p. m. until Wednesday, July 16th at 9 :o1clock a. m. Reconvened - Wednesday When the meeting reconvened on Wednesday, July 16th, the witnesses offered by the Telephone Company on the preceding day were questioned by City Attorney Chandlee, Mr. Owsley, Rate Consultant and the City Council. Testimony continued throughout the day. Mayor Ward recessed the meeting at 5 :o'clock p, m. until Thursday, July 17th at 9:o'lcock a. m. Reconvened - Thursday. City Attorney Chandler presented the city's case and offered Mr. Clinton Ovsley as witness. Exhibits were presented by both sides and filed with the reporter. Upon completion of testimony the motion was made by Councilman M. L. Campbell to have the Public Hearing on the Telephone Rate incrEase request at the regular meet- ing of the City Council on July 24th, 1952. Councilman Pruett seconded the motion. Campbell Exoressed Appreciation The Mayor and City Council expressed sincere thanks to the Telephone Company for its cooperation and the Humble Oil and Refining Company for the use of the Conference Room of the Community Building as a meeting place for the Telephone review. After the reporter, Mt. Conklin, has transcribed his notes, Mr. OWeley will review same. The City Council will hold a conference with Mr. Cwsley concerning the notes and the telephone rates will be set for the Company. Adi ournment Councilman Pruett moved for the meeting to adjourn.
