1952 06 26 CC Minutes,•1 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS June 26, 1952 The City Council of the City of Baytown, Texas, met in regular session on Thursday, June 26, 1952, at 7:30 p, m, in the Council Room of the Baytown City Hall with the following members in attendance: J. A. Ward Mayor R. B. Bergeron Councilman Milton L. Campbell Councilman R. H. Pruett Councilman H. M. Campbell Councilman C. D. Middleton City Manager George Chandler City Attorney Edna Oliver City Clerk Absent: W. D. Reeves Councilman W. E. lawless Councilman The Mayor called the meeting to order and the minutes of the regular meeting of June 12, 1952, were read and approved, whereupon the following business was transacted: E. J. Litton -Sewer Line E. J. Litton petitioned the Council to authorize the installation of a sewer line to his new home on Cedar lane in Danubina Acres. He informed the Council that he did not know that sewage facilities were not available at the time the building was begun. When the plumber went for an imspection on the plumbing installations, he was told that a sewer line was not available at this location. After much dis- cussion, Councilman Pruett moved to authorize the installation of a sewer line to the owner's property line. Councilman Bergeron seconded the motion. Campbell The City Manager was instructed to have a triplicate form prepared for the Building and Inspection Department and each person desiring a building permit in a section-of town where sewage facilities are not available, shall be asked to sign the original copy, which states that he has been informed of this fact at the time a building permit is issued. Berlin - Advertise for Bids H. S. Berlin, Engineer, asked the Council to pass on the advertisement for bids and wage schedule included in the contract specifications for the construction of gravel walled water' well and installing deep well pump. Councilman H. M. Campbell moved to accept the recommendations of Mr. Berlin on the advertisement for bids as to the date of July 24, 1952 and the wage scale for labor. Campbell Peel - State Health Department The Council heard the emergency recommendations of Robert Peel, Sanitation Inspector of the State Health Department, on the spraying of flies and roaches during the present Polio epidemic. He recommended that the breeding places be spray ad with diesel oil and chlorodine, thus killing the eggs. For a long range program, he recommended the elimination of outside toilets, systematic collection of garbage and proper disposal with proper sanitation measures. The City Manager informed the City Council that every sanitary precaution was being initiated in the city's clean -up campaign during the present polio fight. # Councilman Milton Campbell excused from the meeting. Subdivision - Tentative Messrs. Williams, Hillyer and Hubert presented preliminary plans of a proposed subdivision adjoining North Main Street just outside the city limits. The developers proposed to meet all specifications set forth in the Subdivision Ordinance of the City of Baytown provided the Council would grant them-permission to tie on to the City's water. and sewer mains. Department The City Attorney introduced and read an ordinance providing for the con- struction and maintenance of the portion of state highway No. 146, south of Highway 116 within the City Limits of Baytown from Spur 201 to present State High- way 146 near Texas Avenue. Councilman H. M. Campbell moved to adopt the ordinance as read. Councilman Pruett seconded the motion. Councilman Bergeron moved to adopt the ordinance as read. Councilman H. M. Campbell seconded the motion. Campbell moved to approve the drilling application of the Houston Oil Well Service Company on the B. F. Troxell Lease, Well No. 4. Council- man Pruett seconded the motion. Campbell Councilman Pruett moved to approve the drilling artolication of the Texas Company on the V. M. Duke fee. Councilman Bergeron seconded the motion. Campbell Transfer Ordinances Councilman Bergeron moved to adopt an ordinance authorizing the City Manager to transfer $4,333.48 ffom the General Fund, Council Emergency Fund, into certain designated classifications. Campbell The caption of the ordinance follows: ORDINANCE NO. 150 AN ORDINANCE AUTHORIZING THE CITY MANAGER OF THE CITY OF BAYTOWN TO TRANSFER FOUR THOUSAND THREE HUNDRED THIRTY -THREE DOLLARS AND FORTY -EIGHT CENTS ($4,333.48) FROM THE GENERAL FUND, COUNCIL EMERGENCY FUND, TO CERTAIN CLASSIFICATIONS AS SET OUT BELOW. Councilman Bergeron moved to adopt an ordinance authorizing the Oity Manager to transfer $38,478.61 from the water unappropriated surplus to pay for water mains. Campbell The caption of the ordinance follows: ORDINANCE NO. 151 AN ORDINANCE AUTHORIZING THE CITY MANAGER OF THE CITY JF RAYTOWN TO TRANSFER THIRTY -EIGHT THOUSAND FOUR HUNDRED SEVENTY -EIGHT DOLLARS AND SIXTY -ONE CENTS ($38,478.61) FROM THE WATER UNAPPROPRIATED SURPLUS TO CERTAIN CLASSIFICATIONS AS SET OUT BELOW. 492 Steele McDonald - Professional Fees Councilman Pruett moved to pay Steele McDonald, Realtor, $140.00 for pro- fessional fees earned in connection with the purchase of Lots 5 .ind 6, Block 1 Roselawn Addition, for the City of Baytown.
