The City Council of the City of Baytown, -Texas met in Special session on
Wednesday, I•iay 7, 1952, at 7:30 P. m. in the Council Room of the Baytown City IIall

The Mayor called the meeting to order and the minutes of the regular meeting
of May 24, 1952 were read and approved, whereupon the following business was trans-
acted:

"WHEREAS, pursuant to Section 96, Article IX of the Charter of the City
of Baytown, the City Council of said City at special meeting held on this the
7th day of May, 1952 proceeded as required by law to canvass the returns of
the special municipal election held in the City of Raytown on the 26th day of
April, 1952 for the nurrose of electing a Councilman frcm, District Ho. 5, said
election having been held under and pursuant to the provisions of the charter
of said city and an ordir_ance-ddly- -passed on the 9th day cf April, 1952 calling
said election, and
"!.HEREAS, said election having been duly and regularly had and held as
called in said ordinance and according to law and the returns thereof having
been duly *Wade and the election judges having certified the results of said
election as hereinafter set out and the City Council having duly and regularly
canvassed the returns of said election and finding that the total votes cast at
said election were as follows, to -wit:

"and, WHEREAS, the City Council of the City of Baytown find:; the election
returns as bet cut above to be accurate and correct, and no election protest or

"NOVI, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOZ,TI:
"Section 1. THAT Willie Dearmon Reeves received A majority of the. votes
cast at said election: for the office of Councilman from District No. 5, and according-
ly the said !dillie Dearmon Reeves is hereby declared elected to the office of
Councilman from Di- strict Yo. 5 of the City of $'ytowln.
"Cectirn 2. THAT the City Council of the City of Pavtnwn further finds that
the notice of said election was duly and nrrcerly -Ivan as required by law and as
provided in the ordinance calling said election and that said election was duly

The City Attorney introduced and read an ordinance reculntinC the weight of
commercial motor vehicles, trucks, tractors, trailers or other vehicles attached
thereto, bein. operated over, on or upon certain streets in the City of Paytown.
The pronosed ordinance was discussed at length, afterwhich, Councilran Peeves moved
to adopt the ordinance as read. Councilran Per�eron seconded the motion. The

The City Attorney introduced and read an ordinance authorizing, the expenditure
of Four hundred and Seventy -Eight Thousand Dollars for the purpose of making
certain improvements to the sanitary sewer and waterworks systems o° the City of
Baytown. Councilman Lawless moved to adopt the ordinance as read. Councilman
M. L. Campbell seconded the motion. The roll call vote was as follows:

The City Manager informed the Council that the Group Insurance Contract, with
tine Northwestern rlatioral Life Insurance Company, on City Employees and their
dependants, would expire I•'.ay 15, 1952. '1'. George R. Cole, Regional Director of
the Group Insurance Division and ?d. G. Wilson, Local Representative of the Con -
pany, net with him, at an earlier date, and submitted a report on the 1951 -52
fiscal year's operation costs. The claims paid by the Company, on employees .
and their dependants, far surpassed the premiums: :paid by the employees, therefore,
the Company was asking an increase in premium rates at the time of contract
renewal. The proposed increase would make up a portion of the deficit shown by
the company for 1951 -52. In order to allow time to obtain,--.an overall report,
from the Home Office in Minnesota, on the soot of operations during the life of the
contract, which would extend from May 15, 1945 until the present date, Mr. Cole
agreed to extend the present contract an additional thirty (30 ) days, making the
renewal date June 15, 1952. Councilman M. L. Campbell expressed a desire to have
an Expression from the employees, to learn if they are satisfied "with the present
contract, before the increase request is considered. After some discussion Council-
man M. L. Campbell moved to authorize A continuing period of thirty (30) days on the
present Hospitalization Contract, pending further investigation, by the Council, as
to the premiu, costs, benefits allowed, etc of the present policy. Councilman
Bergeron seconded the motion. The roll call vote was as follows:

Councilman M. L. Campbell moved to approve the drilling application of Snowden,
Indrews and Thompson on the M. H. Peilstein lease, subject to final approval of the
insurance and bond requirements by the City Attorney. Councilman H. M. Campbell
seconded the motion. The roll call vote was as follows:

Councilman Reeves moved to approve the Rouston nil Well Service application on

Retirement System - adopted
The Municipal Retirment Plan was again discussion. 14ayor Ward favored
presenting this question to the qualified voters, for approval or.rejection, rather
than the Council.approving entry in to the System, thereby, binding all future
governing bodies. The City Attorney was instructed to read an ordinance providing that
all employees of all departments, except the department of law, of the City of Bay-
town shall participate in the system. Councilman Reeves moved to adopt the ordinance
as read. Councilman Bergeron seconded the motion. The roll call vote was as
follows:

Wage?-Increase - Petition
The Council was pets# oned•to approve a wage increase for employees of the
Public Works Department. The Mayor appointed a Committee composed of Councilmen
H. M. Campbell, M. L. Campbell and R. P. Bergeron to study the present wage
schedule and prepare recommendations for increased wages for all departments.
The recommendations will be presented to the Council for final approval, before
becominc effective.
Helper - Dor Catcher
Councilmen Pruett askddth Council to consider hiring a helper for Elmo
Anderson/6f the Police Department. The duties of Mr. Anderson are varied and in
many insta noes he cannot complete a job without assistance. Councilman H. M.
Campbell moved to hire a man,-for• the- remainder of the fiscal year, as assistant
