April 9, 1952
.'The City - Council of the City of Baytown, 'Texas, met in special session on
Wednesday, April 9, 1952 at 7:30 r. m. in the Council Room of the beytown City hall
with Ahe following members in attendance:

The Mayor called the meeting to cyder and the minutes of the reJular meeting
of April 3, 1952 were read and approved, .whereupon the followinC business was transacted:

WHEREAS, pursuant to Section 96, Article iY of the Charter of the City
of Baytown, the city council of said city at a special meeting held on this the
9th day of April, 1952 proceeded as required by law to canvass the returns of the
regular municipal election held in the City of Baytown on the 1st day of Argil,
1952 for the purpose of electing three (3) councilmen from the respective districts
Nos. 1, 4 and 5, said election having been held under and pursuant to the rrovisions of
the charter of said city and an ordinance duly passed on the 25th day of January,
1952 calling said election, and
WIMEAS, said election haveing been duly and regularly had and held as called
in said ordinance and according to law and the returns thereof raving been duly
made and 'he election judges laving certified the results of said election as
hereinafter - set out and the city council. :saving duly and regular 2y canvassed the
returns of said election and finding that the total votes cast at said election
were as follows, to-wit:

of Baytown, the city council of said city at a special meeting held on this the

and WHEREAS, the city council of the City of Baytown finds the election
returns as set out above to be accurate and correct and no elecion protest or
contest having been filed with said council or instituted in connection with said
election.
NOW, TiEREFORE, BE IT RESOLVED by HIT, CITY COUNCIL OF Tiff CITY OF BAYTGIN:
Section 1: THAT W. E. Lawless reveided.a majority of the votes cast at
said election for the office of councilman from District No. 1 and accordingly
the said W. E. Lawless is hereby declared elected to the office of councilman
from District No. 1 of the City of Baytown.
Section 2: THAT M. L. Campbell received a {iajority of the votes cast at
said election for the office of councilman from District No. 4 and accordingly
the said M. L. Campbell is hereby declared elected to the office of cancilman

rom District No. 4 of the City of Baytown.
Section j: THAT as shown above no candidate received a majority of the votes
cast at said election for the office of councilman from District No. 5 and accordingly
it is necessary that a run-off election be held to elect a councilman from said
District No. 5 and it aFpearing that Willie Dearman Reevesand Walter H. Bouvier
are the mamas of the two candidates receiving the highest number of votes at
said election for the office of councilman from that district, it is therefore
ordered that a special run -off election he meld for the purpose of electing one
of these candidates to said office.
Section 4: THAT the City Council of theCity of Baytown further finds tat
the notice of said election was duly and properly given as required by law and as
provided in the ordinance calling said election and that said election was duly
and regularly held and the returns thereof duly and regularly made by the proper
officials of said election, and in all things according to law.
INTRODUCED, READ and PASSED by the affirmative vote of a tajority of the
members of the City Council of the City of Baytown on'this the 9th day of April,
1952.

The City Attorney introduced and read an ordinance canvassing returns and
declaring the results of special bond election held in the City of Baytown, Texas
on April 1, 1952. Councilman. Bergeron moved to adopt the ordinance as read. Council-
man Reeves seconded the motion. The roll call vote was as follows:

W. F. Biller, spokesman for the Citizens Coacuttee, requested another bond
election be called at the date set for the run -off election for the councilman
from District No. 5. In presenting his petition for AY such an election, he stated
that it was rumored that some had vot4d at the. bond election on April 1st, who
were not property owners and he urged that the two (2) proposals be resubmitted
to the qualified voters and a complete city tax roll be placed in the hands of
eahe Presiding Judge at the several nrecinct boxes. This would nrovent a recurrence
of such an error if such had been the case at the April 1st election.
Election - Councilman District No. 5
The City Attorney introduced and read an ordinance ordering a special
election to be held on the 26th day of April, 1952. for the purpose of electing
one (1) councilman from district No. 5. Councilman 14. L. Campbell moved to
adopt the ordinance as read. Councilman Bergeron seconded the motion. The roll
call vote was as follows:

Special Bond Election
After some discussion or, the feasibility of resubmitting the proposed
Waterworks and Sanitary Sewer Improvements to the qualified voters again on
April 26, 1952, City Attorney Chandler was instructed to react an ordinance setting
a bond election . "or the date of April 26, 1952. Councilman Buelow moved to
adopt the ordinance as read. Councilman N. L. Campbell seconded the motion.

Rest Rows - Roseland Park
Action on the request for four (4) additional restrooms for Roseland Park
was nostooned until some future date.
Reroute Trucks - Ordinance
Councilman buclow moved to instruct the City Attorney to prepare an ordinance
rerouting concrete, gravel and oil field equipment trucks over the Petroleum
Route, which route is now in _force within the city limits. The ordinance will
be presented for consideration at the next regular meeting of the council. Council-
man Bergeron seconded the moiion. The roll calll vote was as follows:

Griffin Street Ooenine
Stint. of Public Works Grantham presented an estimate on the cost of extending
Griffin Street to Stimpson Street. The estimate, which included materials only,
was ?F52.70 plus cost of labor and equipment. Councilman Pruett moved to authorize
the expenditure for the opening of Griffin Street.. Councilman buelow seconded the
motion. The roll call vote was as follows:

Councilman. " r:ed the Eayor that the Fire Station, Committee was ready
to submit plans and specifications on the proposed building for Station I:o. 2.
In order to avoid delay on the erection of the building, should the plans be
approved, Councilman Bergeron moved to authorize the nurchaae of sufficient pipe
to Provide adequate drainage of the ditch frosting on the proposed fire station site.

Ins.irnia - Police Cars
The Chief of Police was instructed to have the City of bayt,cwn insignia
placed on all police cars immediately.
Haves - Telephone Service - dill Terrace
A group of residents from Hill Terrace Addition asked the Council's advise
and assistance in obtaining telephone service in this section of the city. The
one street emitted was Patsy and most of the residents are business men add doctors
who urgently need telephone service in their homes. The Telephone Company had promised
telephone service within three (3) months, however, the time limit has expired and
no telephones have been installed. 'i% W. }iunt, District Manager for the Telephone
Company, had informed their that a new cable would have to be installed before service
could be extended unto them and such a cable extension could not be made until the
Company could obtain more revenue. Mr. Strickland, Local Attorney retained by the
Telephone Company In it's rate increase request, explained that it would be impossible
for the Company to make the extension at this time since it was not. making a reasonable
rate of income frem'the Present, investment. After much discussion Councilman
Bergeron moved to instruct the City b'ansger to write the dome Office of the South -
western Associated Telephone Company and request that telephone service be. extended
to this section of the city, and if not, state the reasons why such installation
cannot be made and when the residents may be confidently sure of getting such service.

Jack Hammon - Car Rerlacement
Jack Hammon asked the council to renlace his 1939 Buick which was wrecked as a
result of an accident on the night of aebruary 23rd, pie explained that, during a
heavy rain, his car fell into a hole at the corner of 5th And East Jack and mechanics
had informed him that the car could not be repaired because the front end had been
knocked back, the drive shaft bent and the transmission case dented. The hole was
caused by a drainage pipe -which lacked 18 inches of meeting the curb. The City-
Attorney questioned Mr. Hannon, a_eterwhich, he advised the Council to let the case be
taken to court. The Council agreed to follow the advise of the City Attorney.

Councilman Buelow administered the oath of office to Councilmen W. E, lawless
and ;Tilton L. Campbell for the two (2) ensuing years as elected councilmen from
Districts Nos. 1 and 4 respectively.

Councilman Pruett moved that the meeting adjourn. Councilman BLrgeron
seconded the motion. The ayes were unanimous and the,--Mayor declared the meeting
adjourned.
