1952 02 28 CC Minutes45- MINUTES OF THE REGULAkiMIETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS February 28, 1952 The City Council of the City of Baytown, Texas met in regular session on Thursday, February 28, 1952 at 7:30 p• m. in the council Room of the Baytown City Hall with the following members in attendance: J. A. Ward Mayor # R. B. Bergeron Councilman E. W. Buelow Councilman Milton L. Campbell Councilman R. H. Pruett Councilman W. D. Reeves Councilman C. D. Middleton city Manager George Chandler City Attorney Edna Oliver City. Clerk Absent: H. M. Campbell Councilman The Mayor called the meeting to order and the minutes of the regular meeting of February 14, 1952 and the spacial meeting of February 23, 1952 were read and approved, whereupon the following business was transacted: Check - Housing Authority A check in the amount of $1,149.20 was presented to the Council by representa- tives of the Baytown Housing Authority Board. This check represented a voluntary payment in lieu of city taxes. The Mayor commended the members on the efficient way in which the Board had handled the affairs of the Housing Authority. Strickland - Telephone Rate Increase - Continued Copies of a letter from Robert Strickland, Local Attorney, were handed to each Councilman. In the letter Mr:..Strickland stated that he noted the employment of Mr. Owsley as a rate expert to represent the city in connection with the appli- cation of Southwestern Associated Telephone Company. for a rate increase.. He advised the Council that the Company welcomed such a move and at the earliest possible date, would appreciate being advised the procedure wkiich the council desired to follow in the rate matter so an early settlement could be made. The Mayor informed Mr. Strickland that the Company would be notified when the rate request would be heard publicly. Ordinance - Civil Service The City Attorney introduced and read an ordinance ordering an election to be held in the City of Baytown on the 1st day.of.April, 1952, for the purpose of determining whether the city of Baytown shall adopt or reject civil service for firemen and policemen. Councilman M. L. Campbell moved to adopt the ordinance as read. Councilman Bergeron seconded the motion. The roll call vote was as follows:. Campbell it Pruett W Reeves The caption of the ozdinance follows: ORDINANCE NO. 136 AN ORDINANCE ORDERING AN ELECTION TO BE IMD IN THE CITY OF BAYTOWN ON THE 1ST DAY OF APRIL, 19521FOR THE PURPOSE OF DETERMINING WHETHER THE CITY OF BAYTOWN SHALL ADOPT OR REJECT CIVIL SERVICE FOR FIREMEN AND POLICEMEN AS PROVIDED FOR IN ARTICLE 1269m OF VERNONIS REVISED CIVIL STATUTES, AS AMENDED, PROVIDING FOR ELECTION OFFICERS; DESIGNATING THE PLACES AND MANNER OF HOLDING SAID ELECTION; PRESCRIBING THE HOURS AND PROVIDING FOR THE POSTING AND PUBLICATION OF NOTICE. I �s 457 Prepare Ordinance - Municipal Retirement Plan Councilman Reeves moved to instruct the City Attorney to prepare an ordinance, for presentation at the next regular meeting of the council, to determine if the council desires to participate in the Texas Municipal Bystem's program. Campbell Pruett " Reeves The City Manager was instructed to invite Dean Gorham, Director of the Texas Retirement System, to be present at the next meeting of the Council. The city Controller was instructed to prepare an estimate on the overall cost, to the city government, to participate in such a program. c Councilman Bergeron was excused from the meeting. Bond Election - Ordinance The City Manager read a letter from the State Health Department advising the Council of a complaint received from residents in Britton- Cravens Addition on the sewage disposal polution in that section of the city. The urgent need for major improvements to the water and sewer systems was again discussed. Councilman M. L. Campbell urged the Council to resubmit the water improvements and sewage disposal and collection to the voters of the city at the next regular municipal election on April 1, 1952. The City Attorney was instructed to introduce and read an ordinance calling a special bond election on the 1st day of April, 1952, for approval or rejection of two (2) propositions, namely, Sanitary Sewer Improvements, ";,480,000.00 and Waterworks Improvements, 'M5,000.00. Councilman M. L. Campbell moved to adopt the ordinance as read. Councilman Pruett seconded the motion. Campbell " Pruett Proposal - Well 5pacine The City Council discussed the need of an .ordinance regulating the spacing of oil and gas wells within the city of Baytown. It was agreed to give this careful study, afterwhich, an ordinance will be prepared for presentation and adoption. Drilling. Permit - 0. C. Jackson Councilman Buelow moved to approve the drilling application of 01 C. Jackson on the J. F. Odon, at al lease,Well No. 1. Councilman Reeves seconded the motion. Campbell moved to allcw the Street Lighting Committee, Councilmen „°#nett and Bergeron, to make a survey and submit recommendationf for the locating of the 127 additional street lights due the city as per agreement with the Houstmn Lighting and Power Company on March 90, 1951; Councilman Buelow to be appointed to assist in the survey due to the recent illness of Councilman Bergeron. Campbell " Pruett " Reeves FU A MA: Railroad Crossing Lights The Council instructed the City Manager to contact the representative of the Southern Pacific reilroad regarding the maintenace of the signal lights at all railroad crossings. Also, to request that a flood light be installed over the rail- road crossing on East Fayle near North Main. Water Cooler - Corporation Court Room Councilman Buelow moved to authorise the purchase of an electric water cooler for the Corporation Court Room. Councilman Reeves seconded the motion. Campbell was appointed as a committee of one to make the purchase of the cooler. Solicit Bids - Calculator Councilman Reeves moved to authorize the City Manager to solicit bids on a calculator.
