1952 02 23 CC Minutes, Specialn MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF .TBEr,==VFFRAYTC N February 23, 1952 455 The City Council of the City of Baytown, Texas met in special session on Saturday, February, 23, 1952 at 7:30 a. m. n the office.of the City Manager in the City Hall with the following members in attendance: J. A. Ward R. H. Pruett W. D. Reeves H. M. Campbell C. D. Middleton George Chandler Edna Oliver Absent: R. B. Bergeron E. W. Buelow M. L. Campbell The Mayor called the meetin to drder. He stated that for the purpose of deciding on the feasibility of hiring a advise the Council in the telephone rate increase hearing. PROPOSALS AS SUBMITTED BY Clinton Owsley, Bate Consultant were as follows: Mayor Councilman Councilman Councilman City Manager City Attorney City Clerk Councilman Councilmn Councilman the meeting was called utility rate consultant to He- present two (2) of Houston. The proposals 1. "If your City Controller and his staff do the audit work under my supervisim., the fee would be $600.00 plus actual out -df- pocket travel and other expenses. Under this arrangement, I would direct the handling of the case and assist you at the public heating as to procedure and the examination of the company's witnesses and then at the conslusion of the hearing be in z position to recommend a rate. 2. "As an alternate proposal, I--can do all of the work with ny staff and aasist at the hearing as outlined above... Under this arrangement, the fee would be $100.00 per day plus travel expenses or a flat fee of $2,500.00 for the whole job." Councilman Reeves moved to accept agreement One (1)7 fee of $600.00 plus traveling expenses, and an understanding that the city will furnish staff to do the audit work under the supervision of Mr. Owsley. Councilman Pruett seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Mayor Ward Nays: None Councilman Pruett " Reeves " H. M. Campbell Councilman Reeves moved to adjourn.
