The City Council of the City of Raytown, Texas met in regular session on
Friday, January 25, 1952 at 7:30 P. m/ in the Council Room of the Raytown City "all

The Mayor called the meeting,to order and the minutes of the regular meet-
ing of January 10th and the special meeting of January 22nd were read and approved,
whereupon the following bueiness was transacted:
C. n. Little - Civil Service
E. D. Little, local attorney, presented a petition signed by the cityts
paid firemen, asking the city to place the department under Civil Service. He
urged the council to authorize the calling of such an election. Councilman M. L.
Campbell moved that -the proposition concerning Firemen and Policemen Civil Service
be presented to qualified Voters of the community on the ballot at the next
general city elction•on•April 11 1952. Councilman H. M. Campbell seconded the motion.

Shannon Morris - Trifon Tniury
Shannon Morris, local attorney, appeared before the Council regarding the
injury sustained by Mrs. Bessie Trifon on her real property, abutting the South
side of West Texas Avenue, in the City of Raytown on or about December 15, 1951•
The injury was sustained by Mrs. Trifon when the City of Baytown, through its
officers, agents and /or employees, WITHOUT an easement or right -of -way, or per-
mission from Mrs. Trifon, entered upon her property and digged a drainage ditch
across the same, tendering said property unusable, i thmer, as to the surface thereof,
or as a site for building purposes. The extent o:Vg1gijurY was placed at.A49,900.00/
In discussing the settlement of this claim, Mr. Morris presented a deed.of.easement
of right-of-way which gave a strip of land, 20 feet along the east property line
and 10 feet along the south property line, to operate and maintain as a drainage
ditch, if the construction will begin within a period of six months from the date
of acceptance. The instrument also required the placing of all dirt to be excavated
-from such drainage ditch in a drainage-ditch now existing. Mr. Morris was askRd
to leave a copy of the proposed easement. The council would bivn further thought
and study to the proposal before an attempted settlement is made.

The bids on-the-Police car were opendd and they are tabulated as follows:

Councilman M. L. Campbell moved to purchase the Ford from Thad Felton
at a cost of *41,852.00 / CouncUman Pruett seconded the motion. The roll call

T. L. Bradbury - Building Ordinance violation
Mr. T. L. Bradbury asked council approval to erect a sheet metal garage
on his property facing Fast Sterling Street. The property in question is located
within the fire zone and the residence of Mr. Bradbury's is an apartment house
containing eight (8) apartments. The building code prohibits such a building, Mthin
the fire zone, except for private dwellins with not more than two (2) apartments.
After much discussion, Councilman M. L. Campbell moved to table action on the
request; to instruct the City Attorney to study the building ordinance and make
recommendations, if any, to the Council. Councilman Pruett seconded the motion.

Oil Drilling Ordinance Amendments - Probosed _
Two proposed amendments to the 011 and Gas Well Drilling Ordinance were
discussed at length. Councilman M. L. Campbell moved to instruct the Mayor to
appoint a committee to study the proposed amendments, in relationship to the success -
ful enforcement of such regulations. The committee will make a report on its find-
ings at a later date. Councilman H. M. Campbell seconded the motion. The roll mil
vote was as follows:

The Mayor appointed a committee consisting of Councilmen H. M. Campbell
and Reeves, City Attorney Chandler, City Manager Middleton and Fire Chief Lintelman.
Election ordinance
The City ATTORNEY INTRODUCED AND READ AN ORDINANCE ORDERINg the Municipal
election to be held on the 1st day of April, 1952, for the purpose of electing
three (3) councilmen from districts No. 1, 4 and 5. Councilman N. M. Campbell
moved to adopt the ordinance as read. Councilman Reeves seconded the motion.

Recreational Council
Councilman Reeves moved to reappoint.W..M. Knowles as the City's representative
on the Recreational Council for the year 1952. Councilman H. M. Campbell
seconded the motion. The roll call vote was as follows:

Pavment — Texas Railroad and New Crleans
Councilman M. L. Campbell moved to approve the payment of $88.08 to the
Texas and New Orleans Railroad Company, as cost of removeing Two Hundred Twenty
(2201) feet of railroad tract No. 301, in order to great the City of Raytown an
easement for street purposes, in the extension of West Pearce Avenue/ Councilmam
H. M. Campbellseconded the motion. The roll call vote was as follows:

Resolution — Tidelands
Councilman H. M. Campbell moved to approve a resolution,adopted by the -
HaPPis County Mayors' and Councilmen's Association, which pro$ested the Federal
Government's "grab" of tidelands owned by the state. The resolition will be sent
to all Texas senators and congressmen, state legislators and other Texas cities
urging the adoption of Senate Rill 940 Lor Housew -Pill 4484. Councilman
Reeves seconded the motion. The roll call vote was as follows:
