MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS
November 8, 1951
The City Council of the City of Baytown, Texas met in regular session on
Thursday, November 8, 1951 at 7:30 p. m, in the Council Room of the Baytown City
Hall with the following members in attendance:

The Mayor called the meeting to order, and the minutes of the regular meet-
ing of October 25, 1951 were read and approved, whereupon the following business
was transacted:
Purchase Authorized - Water Mains, Fire Hydrants and Meters
Finance Director A. V. Barber presented price quotations, as received, on
standard fire hydrants, 2" water main and water meters. Prices, as quoted, were
somewhat higher than those received the previous year, due to the shortage of
materials and higher labor costs. Only one company, the Municipal Supply Company,
made a price quotation on fire hydrants. This listed a Mueller hydrant,with
hose nozzles, at $144.45 each. Councilman Pruett moved to authorize the purchase
of twenty -five (25) Mueller fire.hydrants from Municipal Supply Company at a
cost of $144.45 each. Councilman H. M. Campbell seconded the motion., The roll
call vote was as follows:

The quotations received on water meters were as follows- 500 t o 1,000
meters:
1. Gaber Company Watch Dog Water Meters Less Couplings $20.00 as
2. Rockwell Manuf.Co Tropic Water Meters Less Couplings $19.80 as
3. Municipal Supply Wateh Dog Water Meters Less Couplings $19.00 as
Councilman M. L. Campbell moved to authorize the purchase of 1,000 Watch Dog
water meters from Municipal Supply Company at $19.00 ea; Meters to be purchased
as needed. Councilman Bergeron seconded the motion. The roll call vote was as

The quotations received on 2" water main were as follows:
1. United States Pipe and Foundry Company - 10,000 feet 2" Mechanical
Joint Cast Iron Pipe - 12 foot lengths- shipment approximately
thirty (30) to fmrty-fYve 045; -k days - $•57j per ft.

2. McWane Cast Iron Pipe Company - 10,000 ft. 2" all screwed joint
Cast Iron Pipe - 18 foot lenghts - shipment made in approximately
10 months - $.5224 per ft.
As a safety measure against possible material shortages in the near future,
Councilman M. L. Campbell moved to authorize the purchase of 10,m00 feet of 2"
water main from the U. S. Pipe and Foundry Company at X6.572 per ft, shipment
to be made in 30 to 45 days; 10,000 feet of 2" water main from McWane Company
at a cost of $.5224 per "foot, shipment to be made in approximately 10 months.

Mr. Barber was instructed to get quotations on.six (6) and eight (8)
inch water pipe.
Regular Meeting - Council
Councilman Buelow moved to postpone:the._next. regular meeting,._of._#, e;Qguncil

Ordinance - Changing Street Names
An ordinance was introduced and read changing the names of two streets
within the City of Baytown so as to provide for greater street uniformity.
Councilman Buelow moved to adopt the ordinance as read. Councilman M. L.
Campbell seconed the motion. The roll call vote was as follows:

THE EFFECTIVE DATE THEREOF.
Electric Typewriter
Councilman Buelow moved to authorize the City Manager to purchase an
electric typewriter for the City Clerk. Cbtncilman Pruett seconed the motion.

H. S. Berlin
H. S. Berlin, engineer, informed the Council that the estimates would be
completed, for the next regular meeting,on the overall cost of opening West
Gulf Avenue to Robert E. Lee Drive. The estimate would include excavating, curb
and gutter, base and topping. He also asked the the City Manager be authorized
to sign applications requesting priority on all critical materials required for
the projects included in the proposed bond issues; namely, Sanitary Sewer, Storm
Sewer, Water Works Improvements and Street Improvements. Councilman Buelow moved
to authorize the City Manzger to sign a�pjications requesting priority on all
critical materials required for the projects included in the proposed Bond
Issues. Councilman Pruett seconded the motion. The roll call vote was as follows:

Miscelleancus Items
Councilman H. M. Campbell moved to authorize the expenditure of $1,146.68,
for material and labor costs, in the installation of 254' of 30" arch corrugated
iron pipe from the catch'ba'sin on Lee Drive, down the south side of Riggs Street,
to cross Ash Street. This installation was necessary for drainage pdrposes.
Councilman Bergeron seconded the motion. The roll call vote was as follows:

The Council deferred action on the installation of 5401 of 4" water line, off
Danubina Street, to serve two (2) houses. The estimate on the cost of installa.
tion was $470.50. Since the proposed line would cross private property, Mr.
Grantham was instructed to contact the property owner and ask for an easement
across the property. Also, ask and see if he will agree to participate in the
installation costs if the city furnishes, both labor and materials.

The ayes were unanimous and the Mayor declared the meeting adjourned.
