MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS
October 25, 1951
The City Council of the City of Baytown, Texas met in regular session on
Thursday, October 25, 1951 at .7:30 p. m. in the Council Room of the Baytown
City Hall with the following members in attendance:

The Mayor called the meeting to order, and the minutes of the regular
meeting of October 11, 1951 were read and approved, whereupon the following
business was transacted:
Special Bond Election Ordinanc^
The City Attorney introduced and read an ordinance calling a special
bond election for the 20th day of November, 1951. There shall be submitted to
the duly qualified resident voters of the city, who own taxable property with-
in the city, four propositions for approval or rejection; namely; Sanitary
Sewer System Improvements, $4801000.00 - 'Waterworks Improvements, S 525,000900
Storm Server Improvements, $500,000.00 and Street Imrpovements, $500,000.00.
Councilman K. L. Campbell moved that, subject to final approval by the City
Attorney, the ordinance be adopted as read. Councilman Buelow seconded the
motion. The roll call vote was as follows:

Drilling Permit
Councilman Pruett moved to a pprove the Allen A. Barton drilling appli-
cation on the Ancelot -Toups Lease, Well No. 1. Councilman Bergeron seconded
the motion. The roll call vote was as follows:

The truck bids were opened and they are tabulated as follows:

Coup: ilman Y. L.CampLell moved to consider purchase of trucks in the
four (4) different units as set forth in the specifications. Councilman
Buelow seconded the motion. The rollcall vote was as follows:

Councilman M. L.Cacpbell moved to purchase the three (3) Dodge 2 ton,
2 speed axle truck chassis from the Gulf Coast Motors for $ 6,415.59. Coun-
cilman Bergeron seconded the motion. After some discussion on the feasibility
of such a purchase, due to the fact that the city had had no previous experience
with Dodge trucks, Councilman Campbell moved to #01eend his motion, with the
consent of big second, to purchase two (2) 2 ton, 2 speed axle truck chassis
from the Gulf Coast Motors at a cost of $4,277.06. The roll call vote was as
follows:

truck chassis from Higginbotham Motor Company. for $2,261.94. Councilman Bergeron

Councilman M. L. Campbell moved to purchase the GMC 3/4 ton standard
cab pick -up from Higginbotham Motor Company for $1,541.27. Councilman Pruett

Councilman Pruett moved to purchase the Dodge 1/2 ton pick -up from Gulf
Coast.Motor Company for 81,372.00. Councilman Buelow seconded the motion.

Owing to the fact that no bid was submitted on Ube 4dvertigemient::for
a Holmes Loader, Councilman Buelow moved to authorize the City tanager to make
personal contacts for a bid on a Loader. Councilman M. L. Campbell seconded
the motion. The roll call vote was as follows:

Traffic Problems.
The Chief. of Police made a report to the Council on the recent study
given to school pedestrian traffic. One of the more serious situations now
exists at the Baytown Junior High School and it was suggested that a Committee
be appointed to meet with the School Board on behalf of the student pedestrian
problem now existing throughout the entire city. The tayor appointed a Committee
composed of Councilmen N. L. Canpbell, R. H. Pruett, E. W. Buelow, City Ranger
Middleton and Chief of Police McKee.
The City Yanager was instructed to have a survey made and an estimate
prepared on the overall cost of opening Gulf Street from South Whiting to intersect
with Robert E. Lee Drive.
Proposed Fire Station -;Nest Baytown _
Councilman Bergeron submitted a detailed plan on a proposed one -story
fire station for nest Baytown. The proposed building was 72' x 72' and in-
cluded kitchen, dormitory, locker, chief-Is office, rest rooms and adequate
srora a space for the fire trucks. After some discussion, Councilman M. L.
Campbell moved to refer the plans back-to-the original committee and comparable
estimates, on a one -story and two -story building, with approximately the same
floow space, be pre ared for presentation to the Council at its regular meet-
ing on the fourth (Eth) Thursday of November. Councilman Buelow seconded the
motion. The roll call vote was as follows:
