1951 10 11 CC MinutesMI. MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS October, 1.1, 1951. The City Council of the City of Baytown, Texas met in regular session on Thursday, October 11, 1951 at 7:30 P. m. in the Council Room of the Baytown City Hall with the following members in attendance: Upon the recommednation of the City Manager, Councilman Buelow moved to appoint Dr. I an Weeks Crossman City Health Officer for the City of Baytown for the next two(2) years; the appointment to be retroactive to October 4, 1951, Council- man H. M. Campbell seconded the motion. The roll call vote was as follows: Roll Call: Apes: Mayor Ward Nays: None Councilman Bergeron It it M. M. I. L. Campbell It Pruett " H. M. Campbell Ordinances - Appropriation - J. J. Radv The City Attorney introduced and read three (3) ordinances approving the preliminary engineering reports on Projects Nos. 41 -P -1044, 41 -P -1045 and 41 -P- 1046, which included Sanitary Sewer Improvements, Storm Sewer Improvements and Waterworks Improvements and authorized the payment of the engineering fees due. Councilman Buelow moved to adopt the ordinances as read. Councilman H. M. Campbell seconded the motion. The roll call vote was as follows: J. A. Ward Mayor R. B. Bergeron Councilman E. W. Reeves Councilman The Mayor called the meeting to order, and the minutes of the regular meet- ing of September 27th and October 3rd were read. Councilman M. L. Campbell asked that the minutes of the regular meeting relating to the signal lights on Lee Drive be amended to read: "Councilmen Ruelow moved to instruct the City Manager to notify the Missouri- Padific and Southern Pacific Railroad Companies, etc." With this correction the minutes were approved as read, and the following busi -- ness was transacted: Bids - Feeding Prisoners The bids on the feeding of.prisoners placed in the dtty jail were opened and they are tabulated as follows: 1. Nu Gulf Cafe Sandwiches .300 Plate Lunch .600 2. Victory Cafe Sandwiches .250 Plate Lunch .500 Councilman Bergeron moved to accept the bid of Frank Kruby, Victory Cafe, for the feeding of prisoners. ORDINANCE NO. 126 AN ORDINANCE APPROVING THE PRELIMINARY ENGINEERING REPORT ON PROJECT NO. 41- P.1045, WATERWORKS IMPROVEMENTS; AUTHORIZING THE ENGINEER TO PROCEED IWTH CONTRACT DRAWINGS AND DOCUMENTS AND AUTHORIZING THE PAYMENT OF THE ENGINEERING FEE DUE TPON APPROVAL OF THE PRELIMINARY ENGINEERING REPORT IN ACCORDANCE WITH CONTRACT BETWEEN THE CITY OF BAYTOWN AND JOE J. RADY DATED JANUARY 22, 1951. ORDINANCE NO. 127 AN ORDINANCE APPROVING THE PRELIMINARY ENGINEERING REPORT ON PROJECT NO. 41 -P -1046, STORN SEWER IMPROVEMENTS; AUTHORIZING THE ENGINEER TO PROCEED WITH THE CONTRACT DRAWINGS AND DOCU- MENTS AND AUTHORIZING THE PAYMENT OF THE ENGINEERING FEE DUE UPON APPROVAL OF THE PRELIMINARY ENGINEERING REPORT IN ACCORDANCE WITH CONTRACT BETWEEN THE CITY OF BAYTOWN AND JOE J. RADY DATED JANUARY P.£, 1951. Leaflets - Improvements Proposed - Bond Issue Councilman H. M. Campbell moved to instruct with city tax statements now being prepared for (10) major projects now included in the proposed cilman H. L. Campbell seconded the motion. The Roll Call: Ayes: Mayor Ward Councilman-Bergeron- . " Buelow " M. L. Campbell " Pruett " H. M. Campbell Traffic Light - Robert E. Lhe School the City Manager to include, mailing, a leaflet outlining ten $2,005,000 Bond Issue. Coun- roll call vote was as follows: Nays: Nora the Councilman M. L. Campbell urged the Council to consider /immediate need of a traffic light at ::Robert E. Lee School in order that the students may be protected while crossing Market Street during peak periods of traffic. Chief of Police McKee recommended k?iptrsh- button traffic light be installed. This type is now being used in Houston on streets where peak pedestrian traffic occurs during certain periods of the day. Councilman M. L. Campbell moved to in- struct the City Manager to purchase and have installed the light and antroller as recommended by the Chief of Police. The purchase price and installation costs to be taken from the Traffic Improvement Fund. Councilman Bergeron seconded the motion. Campbell The City Manager and Chief of Police were instructed to make a detailed study of school pedestrian traffic and make a report on the survey at the nest meeting of the Council. 1� r r 431 Parking Meters - South Baytown The removal of parking meters from certain sections of the business districts was discussed at length. Councilman H. M. Campbell moved to approve the re- moval of heads from all parking meters in So th Baytown for a period of sixty (60) days. Councilman Bergeron seconded the motion. Campbell ^ Pruett Adjournment After some discussion, Councilman Pruett moved to adjourn. Councilman Buelow seconded the motion. The ayes were unanimous and the Mayor declared the meeting adjourned.
