September 13, 1951
The City.Council of the City of Baytown, Texas, met in regular session on
Thursday, September 13, 1951, at 7:30 p.m. in the Council Room of the Baytown City
Hall with the following members in attendance:

The Mayor called the meeting to order, and the minutes of the regular
meeting of August 23, 1951, together with those of the special meetings of August
27, 1951 and August 30, 1951, were read and approved; whereupon the following
business was transacted:
Report of Equalization Board
Mr. Steele McDonald made a report for the Equalization Board. Mr. George
Chandler read a resolution of members of the Equalization Board. Councilman
Bergeron,moved to accept the report of the Equalization Board. Councilman Reeves
seconded the motion.. The roll call vote gas as follows:

Drainage of area of James and 5th Streets ,
Mr. J. T. Atkins came before the Council calling attention to the flooded
condition during rainy weather of the area located at James and 5th Streets, and
requesting action to relieve the condition. He was answered by Mayor Ward who
promised some immediate relief, and the assurance that installation of a storm
sewer in that locality was planned.
Automobile Insurance
Mr. David Arnett appeared before the Council to remind it that present
policies will expire on September 27, 1951. Councilman Reeves made a motion to
renew the insurance; and the motion was seconded by Councilman M. L. Campbell.

After discussion, Councilman Reeves moved to instruct the insurance agent
to increase insurance on all care to $50,000 and $100,000 liability. This motion
was seconded by Councilman H. M. Campbell. The roll call vote was as follows:

Remodeling of City Jail
Mr. W. H. Reber, Jr. reported on the progress made in the remodeling
project of the City Jail; and also asked that the firm of Reber and Perkins be
considered in the building of the new fire station.
Drilling Application - Kraftex
Councilman E. W. Buelow moved to approve the drilling application of
Livingston Drilling and Well Service, Inc. on the Rosie.A..Kilgore Lease,
Well No. 1. Councilman M. L. Campbell seconded the motion. The roll call
vote was as follows:

Petition requesting sidewalks on E. James Street
City Manager Middleton read a petition'from residents in the vicinity of
Seventh and East James Streets requesting sidewalk on property -close to Ashbel
Smith Elementary School. Mr. C. W. Grantham was appointed to:look into this
condition.
Transfer of Funds Ordinance
The City Attorney introduced and read an ordinance authorizing the City
Manager to transfer certain sums of money from one classification to another.
After an explanation of the ordinance by Mr. Gordon Lewis and Mr.-George Chandler,
Councilman M. L. Campbell moved to adopt the ordinance. Councilman Bergeron
seconded the motion: The Roll Call vote was as follows:

Notice of Budget Appropriation Hearing
City Attorney Chandler read a Notice of Budget Appropriation Hearing to
be-held at the City Hall on September 19, 1951•
Remodeling of Council Room
A motion to have City Manager Middleton obtain an estimate on the project
of remodeling the Council Room at the City Hall was made by Councilman Buelow.

Furniture for new Council Room
Councilman M. L. Campbell suggested th- purchase of a nevi
table. Mayor Ward appointed the following camaittee to investigate furnishings
for the new Council Room: Councilmen M. L. Campbell, R. Bergeron, and li. D. Reeves.
Mayors and Councilmen Association
Councilmen Buelow and Bergeron reported on the meeting to be held on Sept-
=bar 20, 1951, of the Mayors and Councilmen Association. Councilman H. M. Campbell
moved that the Association be entertained at the San Jacinto inn. The motion was
seconded by Councilman Reeves. The roll call vote was as follows:

Drilling Application - Foretich
Mr. J. C. Foretich appeared before the Council with an application for a
drilling permit, and was given the assurance that he could apply at a later date,
since he was not sure of his operation and there is no provision for refunds.
Lights - Houston Power 3 Light Company
City Manager Middleton explained that credit for 27 lights must be accepted
in lieu of the actual lights no as to keep alive the order which the City has placed
wit: tLe Houston Power � Light Company. Councilman l;ilton Campbell suggested invit-
ing }.:r. Swain to meet ddth the Council.
*Councilmau Reeves excused and left the meeting.
Repairs to Old Tractor
City Manager Middleton reported that $1,000 would be required to put an
old tractor belonging to the City in working order. Councilman Reeves moved to
spend $1,000 to repair the old tractor used at the draping grounds. Councilman
Bergeron seconded the motion. The roll Call vote was as follows:

parking meters be moved or made
inoperative in the district of the City which he
represents; and Councilman Bergeron
made the same request as
a representative of his
district. After discussion by the
Council, it was decided
to investigate conditions
and bring back information and
suggestions to the next
regular meeting of the Council.
