CITY COUNCIL OF TIE CITY OF BAYTOWN, TEXAS
July 17, 1951
The City Council of the City of Baytown, Texas, met in regular session on
Tuesday, July 17, 1951 at 7 :30 P. me in the office of the City 1&nager at the Bay-
town City Hall with the following members in attendance:

The Mayor called the meeting to ofder and the minutes of the regular meet-
ing of July 10, 1951 were read. Councilman M. L� Campbell asbed that the words
"City Manager" opposite Clerk -Steno be deleted as the intent of the wage schedule
was to standardize the position regardless of the person for whom the work is
bding done. With this correction the minutes were approved as read, whereupon the
following business was transacted:
Military Leave Ordinance
The City Attorney introduced and read an ordinance granting any city employee
a fifteen day leave of absence once each year if the employee participates in
certain military training programs of the United States. There was a difference
of opinion amonthe councilmen that were present on Section 3 of the proposed ordinance
ion
which sect erred to the compensation of an employee while on leave of absence.
Owing to such differences it was agreed to postpone action on the proposed ordinance -
until a full Council is present.
Low -Boy Trailer Bids
Frank Berry, local contractor, presented the only bid on a low -boy trailer
as advertised on July 10, 1951. The tabulation follows:
One Used Low -Boy Trailer - F.O.B., Baytown, Texas $2,000.00
Councilman Reeves moved to purchase the low -boy trailer from Frank Berry at
the proposed price of $2,000. Councilman Bergeron seconded the motion. The roll
call vote was as follows:

Drilling Applications
Councilman Reeves moved to approve the drilling application of Orrin Tucker
on the Joe I.Irvin Lease, Well No. 1, subject to the arrival of the bond and
insurance. Councilman Bergeron seconded the motion. The rollcall vote was as
follows:

Investment Brokers
The City Manager wasinstructed to notify all interested bonding companies that
the City Council would have a hearing of all proposals regarding the proposed
$2,005,000 bond issue on Friday, July 29, 1951. The meeting will be held in the
Council room of the Baytown City Hall and the time was set for 7:30 p. m.,

Salary Adjustments - Approved
C. W. Grantham, Superintendent of Public Works, submitted a schedule of salary
adjustments, for Council Approval, on certain key men, under his supervision, whose
salaries had not been effected by the salary adjustments as approved on July 10, 1951.
These adjustments, if approved, would effect thesalaries of meter repairmen, truck
drivers and Joe Nelson, transit man of the Engineering Department. CounciLmn*M. L•
Campbell moved that the adjustment on raises, as recommedded by Mr. Grantham, be
accepted as amended. Councilman Reeves seconded the motion. The roll call vote
was as follows:

Weed Ordinance - Enforcement
The enforcement of the weed ordinance was discussed at length. Councilman
M. L. Campbell pointed out that he had received numerous calls from home owners,
thooughout the city, on high weeds and he was in favor of the city filing complaints
against the offenders. Rather than file charges, Supt. Grantham suggested that the
city purchase a tractor and mower suitable for such work and a nominal fee be charged
by the city for each lot or parcel of land that is mowed. If the Courc it should
authorize such action, he would keep a man on duty tall time during the summer
months in order that the lots could be kept clean. ¢ ouncilman M. L. Campbell moved
to advertise for bids on a tractor and mower suitable to do the work needed. Council-
man Reeves seconded the motion. The roll call vote was as follows:

Councilman Reeves moved to adjourn. Councilman M. L. Campbell seconded the
motion. The ayes were unanimous and the Mayor declared the meeting adjourned.
