1951 07 10 CC MinutesMINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTONN, . TEXAS July 10, 1951 The City Council of the City of Baytown, Texas, met in regular session on­ Tuesday, July 10, 1951 at 6;30 p.m. in the Tax Office of the City Hall with the following members in attendance; . Middleton Mayor Councilman Councilman Councilman Councilman Councilman Councilman Acting -City Manager City Attorney City Clerk City Manager Tile Mayor called the meeting to order, and the minutes of the regular meeting of June 28, 1951 and the special meeting of-July 2, 1951 were read. Councilman M. L. Campbell. asked that the minutes of June 28, 1951, regarding the Smoking Ordinance be amended to read; "Councilman 3uelow withdrew his motion and Council- man Reeves moved to table the proposed ordinance, etc." Councilman H. M. Campbell asked that the minutes of July 2, 1951 regarding the proposed street improvements be amended to reads "Recommendations to be included in the proposed $2,005,000.00 Bond Issue." With these corrections the minutes were approved as read and the fol- lowing business was transacted: Fire Department - Proposed Fire Station Charles Pierson, volunteer fireman from Station No. 2, asked the Council to consider the purchase of property on Louisiana and Virginia at the end of Illinois for a proposed Fire Station site,for :'Pest Baytown, rather than the park site in East Baytown. Councilman : Berger6n moved to -ad*erti'se for' bids on property','-for a. fire station site in 'Nest Baytown. Councilman M. L. Campbell seconded the motion. The roll call vote was as follows; Roll Call; Ayes: Mayor Ward Nays; None Councilman Bergeron " Buelow '! M. L. Campbell Pruett !' Reeves !' H. M. Campbell Bloodgood - Out-of -Town Purchases G. R. 3loodgood protested the city purchasing materials from out of town sources when it can be bought within the city limits at the same price and the same quality of materials. The question was discussed at length, afterwhich Councilman Reeves moved that the Mayor be instructed to appoint a Committee to investigate this situation and make a report of it's findings at a later meeting. Councilman Buelow seconded the motion. The roll call vote was as follows; Roll Call: Ayes; Mayor 'Hard Nays; None Councilman Bergeron " Buelow !' M. L. Campbell !' Pruett '.' Reeves it H. U. Campbell Mayor Ward appointed Councilman Pruett as Chairman of the Committee and the remaining Council as members. Salary Adjustments The proposed salary adjustments were presented for consideration. Councilman M. L..Campbell urged the Council to consider the adjustments as an emergency measure and take immediate action on the proposed adjustments, retroactive to July 1, 1951. Campbell Councilman M. L. Campbell moved that the Committee's salary adjustments, as amended, be accepted at this time, retro- active to July 1, 1951, Councilman Buelow seconded the motion. Campbell Advertise - Low -Boy The Council was informed that Dank Berry, Local Contractor, had placed a low- boy trailer, now being used by the city, on the market at a sale price of $2,000.00. The city has been using the trailor, since 1949, to transport heavy equipment from one job to another. The purchase procedure of the Charter sets forth that all con- tracts or purchases involving more than $1,000.00 shall be let to the lowest and best bid by a responsible bidder after there has been an.opportunity for competitive bidding, so., in order to meet with this requirement, Councilman H. M. Campbell - moved to instruct the City Clerk to advertise for bids on a used low -boy trailer.. Councilman Reeves seconded the motion. The roll call vote was as follows: . Drilling Applications Councilman Reeves moved.to approve the drilling application of G. L. Reasor on the Jones, 17e11 No. 4. Councilman Pruett seconded the motion. Councilman Pruett moved.to approve the drilling application of the Hansbro- Potter Company on the L. D. Overstreet, Jell No. 1.. Councilman Bergeron seconded the motion.. Campbell Drilling Ordinance The City Attorney introduced and read an ordinance licensing the drilling of oil and gas wells within the corporate limits of the City of Baytown, with regula- . tions providing penalty. The ordinance was opened for discussion. Section three (3) was amended to include.a requirement for a detailed plat showing location of battery tanks; Part (g) of Section II was amended to read 111200 feet below the surface" and a time limit of 30 days was allowed for the removal of slush pits. With these amendments, Councilman M. L. Campbell moved to adopt the ordinance as amended. Councilman Reeves seconded the motion. Campbell for 212- hours lost time he suffered to be at this meeting of the council. Councilman M. L.Campbell seconded the motion.
