1951 06 15 CC Minutes, Specialn r r MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THY. CITY OF BAYTO'NN, TERAS June 15, 1951 The City Council of the City of Baytown, Texas, met in special session on Friday, June 15, 1951 at 6 -.o'clock p.m. in the Council Room of the Raytown City Hall with the following members in attendances J. A. ffard Mayor R. B. Bergeron Councilman E. W. Buelow Councilman R. H. Pruett Councilman W. D. Reeves Councilman a H. 61. Campbell Councilman George Chandler City Attorney Edna Oliver City Clerk Absents Milton L. Campbell Councilman C. D. Middleton City Manager The Mayor called the meeting to order. Agreement - Battery Tanks Councilman Bergeron moved to accept the recommendations of the "Rater Committee which, when presented to the representative of C. L. Reasor, had resulted in a settlement of the dispute between the representatives and the council over the oil stora<�e tanks on Travis Street. The recommendations were as follows: 1. Remove four present tanks, 500 - barrel 2. Replace with four smaller tanks, Two (2) 75- barrel and two (2) 250 barrel 3.. Build firswall 2y times capacity of tanks around tanks with a distance of at least 20' from base of fire wall to the base of any tank. Councilman Pruett seconded the motion. Request Resolution Councilman Reeves moved that the Council pass a resolution making it mandatory for all operators to furnish the City Council with data relative to the location of any proposed storage tanks, size and plat before any future drilling applications will be approved by the Council. Campbell Future Procedure - Complaints Oil Companies Councilman Buelow moved that in the future, all complaints will be made to lessee by letter and copies of all correspondence will be retained in the files of the City Manager.. Councilman Reeves seconded the motion. The roll call vote was as follows: Roll Calls Ayess Mayor Ward Nays- None Councilman 3erperon " Buelow Pruett Reeves H. Campbell 392 Resolution The City Attorney introduced and read the following resolutions RESOLUTION A RESOLUTION DIRECTING THAT NO DRILLING PERMIT SHALL BE GRANTED UNLESS AND UNTIL THE APPLICANT SHALL SHOW THE LO- CATION OF ANY AND ALL PROPOSED STORAGE TANKS, SIZE, DATE AND PLAT. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN: "THAT no drilling permit shall be granted unless and until the applicant shall show the location of any and all proposed storage tanks, their size, and all data concerning them, said data to be in printed form.supported by a plat. "THAT all storage tank locations and supporting data must be approved by the City Council before any construction is begun. "THAT said permit shall be granted conditioned upon the applicant signing an agreement to this effect and following the dictates of this agreement and resolution. The roll call vote was as follows: Roll Calls Ayes: Back Pay — Faulk Mayor Ward Nayss None Councilman Bergeron it 3uelow It Pruett It Reeves It H. Campbell Councilman Pruett moved to pay city employee, Clinton Lee Faught, three (3) years back vacation pay. This concession was made by the Council due to the fact that Mr. Faulk was a heavy equipment operator for the city and his vacation had been deferred from time to time at the request of the Supt. of Public Works. Campbell Resolution — Vacation Pay The following resolution was introduced and read by the City Attorney: RESOLUTION A RESOLUTION DIRECTING THE VACATION POLICY FOR THE CITY OF 3AYTOIVN ON AND AFTER JANUARY 1, 1951. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF 3AYTOYIN: "THAT the vacation policy for the City of Saytown on and after January 1, 1951 shall be as follows: "Section 1: THAT no employee shall be entitled to any vacation until he has worked 4r the City a minimum period of one year. ,7 "Section 2s THAT all employees shall be granted one day's vacation per month of employment, holidays falling within vacation time excluded. No more than twelve (12) days vacation time shall ever accumulate except upon the request of the Department Head and City Manager. "Section 3s THAT an employee, upon leaving the service of the city for aror reason shall receive one (1) day's vacation pay for each month's service from the day he ended his last full year.
