1951 05 18 CC Minutes, Special377 11INUTE9 OF A FPECIAL MEETING OF THE CIr" COUNCIL OF TEE CITY OF BAYrOWN, TEXAS May 1", 1951 The City Council of the City of Baytown, Texas met in special session on Iriday, May P., 1551 at 7:30 p.m. in the Council Room of the Baytown City Hall with the follow- ing Members in attendance: C. D. Middleton City Manager George Chandler City Attorney Edna Oliver City Clerk Absent: R. 1:. Pruett Councilman The Mayor called the meeting to order. Concession Bids. Bids on the concession stand at Rosaland Park were opened. Councilman Milton L. Campbell moved to accept the bid of E. V. Baccus on the terms recorded in the bid, monthly rent of w65.00 and 10% of the monthly gross sales from the concession stand, this to be paid on monthly basis. Councilman Bergeron seconded the motion. The roll call vote was as follows: Poll Call: Aye Mayor Ward Nays: None Councilman Bergeron nuelow F " l':. L. Campbell " 'i. D. Reeves " H. 1. Campbell Drilling Applications - H. A. Potter and M. G. Hansbro The drilling application of 11. A. Potter and M. G. Hansbro on the Ed Lehr et ux Lease was discusaid at length due to the fact that the application stated a distance of three (3) feet from the nearest street. In order to set up a rig at this point the city's right -of -way would have to be used and this would make the city liable should an accident occur during the time of such operations. Councilman h. M. Campbell moved to refuse the permit as it han been offered and Councilman Bergeron seconded the motion. Irwin Flowers, attorney, asked the Council to give tentative approval of the application and he would contact Mr. Lehr on the following day and obtain permission to place the rig on the back of lot. Councilmen H. Campbell and Bergeron withdrew the first motion and second, afterwhich, Councilman E. Campbell moved that the permit be given provided no portion of the rig ssts on the city's right -of -way. Councilman Bergeron seconded the motion. Campbell Jilcox Investment Company - Bessie Trifon No. 2 Councilman H. M. Campbell moved to approve the application of the Wilcox Invest- ment Company on the Bessie Trifon Lease, Well No. 2. Campbell Request -_Surface Casing Cementing No action was taken on the request of Harold Alexander, oil operator, to change the surface casing cementing of oil wells from 800 feet to 600 feet. This footage requirement was included in the original oil drilling.ordinance in order to protect the city's water sands. The request was tabled for further study. Louis Pauls - Municipal Bonds Louis Pauls,•- broker` gave a detailed report on law in the sale of municipal bonds. He.stated that edness is only 3% of the assessed valuation which is size. Compensation - Councilmen the necessary steps required by the city's present bonded indebt- considered low for a city of this The Mayor pointed out the necessity of an all -day meeting of the Council with the engineer, H. S. Berlin. He stated that the proposed improvements, included in the band issue, should be reviewed by the Council in order to determine if any project has­been overlooked. Due to the fact that it was impossible for all to meet without loss of time, Councilman Buelow moved that the Mayor and Councilmen meet on Monday, May 21 at 7:30 a.m. and the m =ayor and eacL Councilman to receive their wages or a maximum of $20.00 for their day's service to the city.
