1951 03 22 CC Minutesr I MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY Of BAYTOWN, TEXAS March 22, 1951 The City Council of the City of Baytown, Texas met in regular session on Thursday, March 22, 1951 at 7:30 po m, in the Council Room of the Baytown City Hall with the following members in attendance: J. A. Ward Mayor R. B. Bergeron Councilman E. W. Buelew Councilman Milton L. Campbell Councilman R. H. Pruett Councilman W. D. + teeves Councilman W. C. Williams Councilman C. Darwin Middleton City Manager George Chandler City Attorney Edna Oliver City Clerk The Mayor called the meeting to order, and the minutes of the regular meet- ing of March 8, 1951 were read andepproved, whereupon the following business was transacted$ Student Council Mayor Ward acknowledged the presence of the Student Council from the Robert E. Lee High School. Student Mayor Bubba Ward was asked to introduce the Student Council to the City Council. Student City Manager Lola Kathern Palmer introduced the Student Department Heags also. The meeting was then opened for discussion on any suggested improvements the student council may recommend. Student Mayor Ward asked that the Council consider the purchase and installation of street markers on all city streets. The estimate listed a total of 678 intersections, however, some markers had been installed. Councilman Bergeron moved to instruct the City Manager to advertise for bids on the street markers. Councilman Campbell seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Mayor Ward Nays: None - Councilman Bergeron It Buelow It Campbell It Pruett " Reeves ^ Willi =a Ordinances 110 -111 -112 The City Attorney introduced and read appropriation ordinances authorizing the City Manager to transfer $500 from the Contingent Fund to Classification 103 - Z-1 for Corporation Court equipment, $900 from the Contingent Fund to Classification 105 -Z -1 for new equipment in Water and Tax Offices, $9,000 from Classification 101 -Y to Classification 201 -Z -11 for purchase of Police Radlo'Equipment. Council- man Campbell moved to adopt the ordinances as read. Councilman Buelow seconded the motion. Campbell It Pruett " Reeves It Williams The caption of the ordinances follows: ORDINANCE NO. 110 AN ORDINANCE AUTHORIZING THE CITY MANAGER OF'THE CITY OF BAYTOWN TO TRANSF4ek FIVE HUNDRFi) ($500.00) DOLLARS FROM THE CONTINGENT FUND TO CLASSIFICATION ONE HUNDRED AND THREE-Z -ONE (103 -Z -1) ORDINANCE NO. 111 AN ORDI1,1ANCE AUTHORIZING THE CITY MANAGER OF THE CITY OF BAYTOWN TO TRANSFER NINE HUNDRED ($900.00) DOLLARS FROM THE CONTINGENT FUND TO CLASS IFICATIDN ONE HUNDRED AND FIVE-Z-1 (1054-1) ORDINANCE N0. 112 AN ORDINANCE AUTHORIZING THE CITY MANAGER OF THE CITY OF BAYTOWN TO TRANSFER NONE THOUSAND ($9,000.00) DOLLARS FROM CLASSIFICATION 101-Y TO CLAS-�IKCATION TWO HUNDRED AND ONE -Z -11 (201 -Z -11) Radio Equipment - Emergency Truck The City Attorney introduced and read an ordinance authorizing the City Manager to transfer $560.06 from the Contingent Fund to Classification 101 -G -1 in order that radio equipment could be purchased for the Emergency Corp Truck. Councilman Bergeron moved to adopt the ordinance as read. Councilman Buelow seconded the motion. Williams The caption of the ordinance follows: ORDINANCE NO. 113 AN ORDINANCE AUTHORIZING THE CITY MANAGER OFM CITY OF BAYTOTIN TO TRANSFER FIVE HUNDRED SIXTY ($560) DOLLARS FROM THr; CONTINGENT TO CIASoIFTCATION ONE HUNDRED ONE -0-1 (101 -G-1) 7 Lift Staion Pump Bids - Wynnewood Bids onthe lift pumps in Wynnewood were opened and they are tabulated as follows: 1. Southern Engine and Ihmap Company - Fairbanks Morse Figure 5412K,with starter, float and control $ 1,576.00 2. N. M. Dannebaum Company - Duples Type nco Flush -4leen Pump with shaftings, fittings, mechanical alternator, bypass and suction fittings, overflow box, switbhes, gauges and set of tools, complete $ 39445.00 After eareful discussion Councilman Williams moved to purchase the Chicago Pumps from the Dannebaum Company at a price of $3,475.00. Williams Butane Ordinance - Proposed Copies of a proposed Butane Ordinance were submitted to the Council for study. Subdivision Ordinance Amendment The City Attorney introduced and read an ordinance amending the present subdivision ordinance. The ordinance was discussed at length and some amendments were made, afterwhich, Councilman Bergeron moved to adopt the ordinance as read. Councilman Buelow seconded the motion. Williams The caption of the ordinance follows: ORDINANCE NO. 114 AN ORDINANCE PROMULGATING GENERAL RULES AND REGULATIONS GOVERNING THE PLATTING AND SUBDIVIDING OF LAND WITHIN THE CORPORATE LIMITS OFTHE CITY OF BAYTOWN, TRUM, AND WITH- IN FIVE (5) MILES THEREOF, WITH REGARD TO RULES AND HE- QUIREMENTS FOR APPROVAL OF THE INITIAL PLAT, FOR SUBDIVISION NAME AND STREET NAMES, FOR LOT SIZES, FOR STREET IMPROVEMENTS, ALLEYS OR EASEMENTS: WATER AND SEWER UTILITY MAIN SERVICE LINES THEREIN, ALL OF SAID RULES AND REGULATIONS ARE FOR THE PURPOSE OF ROMOTING THE HEALTH, SAFETY, MORAL AND GENERAL WELFARE OF THE COMMUNITY, AND THE SAFE: ORDERLY AND HEALTHFUL DEVELOPMENT OF SAID COMMUNITY; CONTAINING A SAVINGS CLAUSE; PRESCRIBING A MAXIMUM PENALTY OF TWO HUNDRED ($200.00) DOLLARS; AND PROVIDING FOR TM PUBLICATION AND THE EFFECTIVE DATE THEREOF. Sewer Line - Travis Street H. S. Berlin, engineer, presented an estimate of $3:700 for the installation of a sewer line along the southwest aide of Travis Street. Councilman Bergeron moved to approve the installation of the sewer line. Councilman Williams seconded the motion. Reeser - Goose Creek Independent School District No. 4 Councilmen Pruett moved toapprove the drilling application of G. L. Reeser on the Goose Creek Independent School property, Well No. 4. Councilman Reeves seconded the motion. Jones, requesting a Texas Flag, about three feet squate.for some members of the FYrst Marine Division in Korea. The Council instructed the City Manager to purchase the flag and send air mail to PF6 Jones. Adjouanment Councilman Campbell moved to adjourn. Councilman Reeves seconded the motion.
