1951 01 25 CC Minutes344 MINUTES OF A rMGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS January 25, 1951 The City Council of the City of Baytown, Texas met in regular session on Thursday, January 25, 1951 at 7:30 p, m. in the Council Room of the Baytown City Hg11 with the following members in attendances J. A. Ward Mayor R. B. Bergeron Councilman E. W. Buelow Councilman R. H. Pruett Councilman W. C. Williams Councilman C. Darwin Middleton City Manager George Chandler City Attorney Edna Oliver City Clerk Absent: Milton L. Campbell Councilman W. D. Reeves Councilman The Mayor called the meeting to order, andthe minutes of the regular meeting of January 11, 1951 .and the special meeting of January 22, 1951 were read and approved, whereupon the following business was transacteds Lynchburg - Annexation Messrs. Kelly and Gibson, from the Lynchburg vicinity, asked the Council to give them some consideration if and when it was decided to have, the final reading of the annexation ordinance. This area had recently held a mass meet- ing regarding its annexation with either Baytown or Highlands. The following decisions were made:. 1. To remain unincorporated, if possible. 2. Ballotted to become a part of Baytown or Highlands if the incoropora- tion proved unavoidable and the greatest count preferred Baytown. 3. Asked Council not to rel6ase them until a decision could be reached The Council informed the representatives that it would not make any changes nor take further action at present. Lawndell No. 2 — Preliminary Approval Mr. W. R. Reed, representing the Baytown Developers, Inc., presented a plat of Lawndell No. 2 and asked the Council for preliminary approval at this time. H. S. Berlin, engineer, informed the Council that the plans had been checked and the developers agreed to conform to all city specifications including two (2) bridges, one across 4th street and the other across 7th street. Counci Lman Williams moved to give preliminary approval of the plat. Councilman Bergeron seconded the m.etion. The roll call vote was as follows: Roll Call: Ayes: Mayor Ward Nays: None Councilman Bergeron Buelow Pruett !� Williams Election Ordinance The.City Attorney introduced and read any rd nonce ordering the municipal election to be held on the 3rd day of ,x951, for the purpose of electing three (3) councilmen and a Mayor. Coun ilman Buelow moved to adopt the ordinance as read. Councilman Williams seconded the motion. The roll call vote was as followss Roll Calls Ayes: Mayor Ward Nays: None CounciLpan Bergeron Buelow " Pruett Williams The caption of the ordinance was as follows: J r I� 345 ORDINANCE NO. 108 AN ORDINANCE ORDERING THE MUNICIPAL ELECTION TO BE HELD ON THE 3RD DAY OF APRIL, 1951, FOR THE PURPOSE OF ELECTING THREE(3) COUNCILMEN FROM THE RESPECTIVE DISTRICTS NO. 2, 3, AND 6, AND THE ELECTION OF A MAYOR.FROM THE CITY AT LARGE; PROVIDING FOR ELECTION OFFICERS, DESIGNATING THE PLACES AND MANNER OF HOLDING SAID ELECTION; PRESCRIBING THE HOURS AND PROVIDING FOR THE POST- ING AND PUBLICATION OF NOTICE. _- J. C. Martin — Taxicab Rates J. C. (Tex) Martin, owner and operator of the Red Top Taxi Line in the City of Baytown, petitioned the Council to make a change in the present ordi- nance governing the operation and taxi fares in the City of Baytown as follows: 1. To provide for a minimum charge of twenty —five (L;5) cents for the first mile or fractional part thereof. additional 2. A charge of twenty(20) cents for eachlaile or.the equivalent,gf five (5) cents for each additional one — fourth (}) mile. 3. A charge of ten (10) cents for each additional passenger who rides on the same trip. L. S. Williams, owner and operator of the Safe —way Taxl Linea, told the Council that he was satisfied with the rates as they now stand and he did not want a change. Councilman Buelow moved to investigate the proposed rate change and make a decision at the next meeting. The Mayor declared the motion dead for want of a second. Councilman Pruett questioned the operators regarding a 50 -50 agreement on the first mile fare making it thirty (30) cents and a five (5) cent additional charge for each } mile. Mr. Martin answered with an agreeable "yes°, however, Mr. Williams was reluctant to answer "yes ". Councilman Pruett moved to instruct the City Attorney to prepare an ordinance amending the present ordi- nance on rate charges to read thirty (30) cents for the first mile, five (5) cents for each additional y mile and ten (10) cents for each additional passenger who rides on the same trip. Williams Ordinance No. 109 The City Attorney introduced and read an ordinance providing that no license fee shall be required of any producer or lessee upon the reworking of any oil or gas well within the City of Baytown if the reworking begins within eix (6)months of the original drilling operations. Councilman Buelow moved to adopt the ordinance as read. Councilman Pruett seconded the motion. The roll call vote was as follow;: Roll Call: Ayes: Mayor Ward Nays: None Councilman Bergeron " Buelow Pruett ^ Williams The caption of the ordinance was as follows: ORDINANCE N0. 109 AN ORDINANCE PROVIDING THAT NO LICENSE FEE SHALL BE REQUIRF.iI OF ANY PRODUCER OR LESSEE UPON THE REWORKING OF ANY OIL OR GAS WELL WITHIN THE CITY OF BAYTOWN IF SAID REWORKING BEGINS WITHIN six (6) MONTHS OF THE ORIGINAL DRILLING OPERATIONS AND,PROVIDED FURTHER, THAT A LICENSE FEE HAS BEEN PAID FORTH,; PRIVILIDGE OF SAID ORIGINAL DRILLING DOWTIONS; PROVIDING A REPEALING CLAUSE; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 346 Advertise Bids — City Property Councilman Pruett moved to instruct the City Clerk to advertise for bids on the sale of City owned lot and building now being occupied by Fire Station No. 2 and located at 3309 Minnesota Street.
