1951 01 22 CC Minutes, Special342 LdNUTES OF A SPECIAL hiEMINU OF THE CITY COUNCIL OF THE CITY OF BAYT(oN, TEXAS January 22, 1951 The City Council of the City of Baytown, Tess met in special session on Monday, January 22, 1951 at 7130 pe m. in the Tax Office of the Baytown City Hall with the following members in attendances J. A. 'Ward R. B. Bergeron E. W. Buelow # Milton L. Campbell R. H. Pruett W. C. Williams C. Darwin Middleton George Chandler Edna Oliver Absent: W. D. Reeves The Mayor called the meeting to order. G. L. Reaosor - N. L. Rig,;s Permit Mayor Councilman Councilman Councilman Councilman Councilman City Manager City Attorney City Clerk Councilman Councilman Bergeron moved to give approval of the G. L. heasor drilling; application on the N. L. Riggs Lease, Well No. 1, pending arrival of the re- quired bond. Councilman Buelow seconded the motion. The roll call vote was as follows Roll Calls Ayess Mayor Ward Nays: None Councilman Bergeron u Buelow It Pruett to Williams Alexander - Skidding Oil Derrick Harold Alexander, field superintendent for the G. L. Reasor drilling crews, asked rmission from the Council to skid a portable oil well derrick approximately two (2rblocks on city streets. The derrick was being moved without permission and City Manager Middleton had stopped themoving earlier in the day. Supt. of Public Works Grantham refused to give permission to use skids as the city has an ordinance forbidding the moving of any object over the streets unless mounted on pneumatic tires. The derrick was now halted in the middle of Amelia Street until some decision could be reached by the Council. Tt was agreed that the derrick must be moved from iahe middle of the street, yet, the Council was not in favor of approving a direct violation of a city ordinance. Councilman Buelow asked if the Council wasn't setting a bad precedent if it went on record as allowing such a movement in direct violation of the city ordinance. After much discussion Mayor Ward said the Council would leave the decision of the case in the hands of the City Manager, Superintendent of Public Works and Pure Chief. Mr. Middleton -said he would file charges against Alexander in order that the City might be protected. * Councilman Campbell arrives at the meeting. Agreement - Community Facilitie3 Service The City Attorney introduced and read three ,(3) ordinances accepting the agreem6nts with the Community Service for an advance for planning on storm sewer improvements, sanitary sewer improvements and waterworks improvements tithin the City of Baytown. Councilman Campbell moved to adopt the ordinances as read. Councilman tuelow seconded the motion. Ordinance No. 107 - Contract with Joseph J. Rady ' The City Attorney introduced and read an ordinance authorizing the Mayor of the City of Baytown to execute a Rontract with Joseph J. Rady, Consulting Engineer, on behalf of the City of Baytow n in connection with planning work on the sanitary sewer, waterwo nks and storm sewer improvements. .Councilman Buelow moved to adopt the ordinance as read. RADY, CONSULTINU ENGINEER, AN INDIVIDUAL, WHOSE BUSINESS ADDRESS IS IN TdE CITY OF FLIRT WORTH, TARRANT, COUNTY, TEXAS, FOR AND ON BEHALF OF THE CITY OF BAYTOWN IN CONNECTION WITH PLANNING WORK, ALL OF WHICH IS MARE FULLY NET FORTH IN SAID CONTRACT, A COPY OF W11ICH IS AT'iACHED HERETO AND MADE A PART HEREOF.
