MINUTES OF THE REGULAR MEETING+ OF THE
CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS
January 11, 1951
The City Council of the City of Baytown, Texas, met in regular session on
Thursday, January 11, 1951 at 700 P. m. in the Council Room of the Baytown City
Hall with the following members in attendances
The Mayor called the meeting to order, and the minutes of the regular meet-
ing of December 26, 1950 and the special meeting of January 5, 1951 were read.
Councilman Campbell asked that the minutes of the special meeting on the Dossey
audit report be amended to read: 'tThe terms provided that a payment of One Thousand
Two Hundred ($1,200.00) Dollars should be made upon presentation of the audit
report as of September 30, 1750. During the audit for the year 1950 -S1 a pay-
ment of Seventy -Five ($75.00) Dollars will be ,paid upon the occasion of each
monthly examination except for the months of Marchl951 and September 1951. Ebr
these two specified months payment of One Hundred Twenty -Five ($125.00) Dollars
will be paid upon the presentation of the required audits." With this correction
the minutes were approved, whereupon the following business was transacted:
G. L. Reeser - Duke Estate Well
Ervin Flowers, Local Representative for G. L. Nasser, asked permission from
the Council to rework the Troxell Well No. 1 on the Duke- Troxell 19.9 acre tract
that was formerly under the lease of the J. D. }seed Company of Houston. The Reed
Company had drilled a well but later abandoned the site. Councilman Reeves moved
to grant permission to Reeser to rework the well at no additional cost„ provided
the same casing is used. A bond must be filed with the city also. Councilman
Bergeron seconded the motion. The roll call vote was as followst

Curry - Parkway Cafe
The Council beard a ::complpint_by Mr. J. E. Curry on the excessive noise and
disturbances existing at the Parkway Cafe, Too, the patrons park their cars on
the sidewalk making it impossible for pedestrians to pass without walking out into
the street. The Mayor asked Mr. Curry to give the City Manager and Police De-
partment 30 -days trial time limit to corredt the situation. The City Attorney
was instructed to check the liquor statutes relative to the passing of a zoning
ordinance dealing with similiar situations.
Resolution - Delinquent Tax
The City Attorney introduced and read the following resolution:

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTG N:
"Section 1: THAT the tax assessor and collector of the City of Baytown be
and hereby is directed to utilize all laws applicable to taxation in an endeavor
to collect delinquent taxes owing to the City of Baytown.
"Section 2s THAT all delinquent taxes shall be collected on a fair and
impartial basis.
"Section 3s THAT the tax assessor and collector is hereby directed to refer
to the attention of the City Attorney all taxes remaining delinquent after he,
the tax assessor and collector, has used all means of collection to no avail so
the City Attorney may sue for said taxes.
"INTRODUCED, READ and PASSED by the affirmative vote of a majority of the
members of the City Council of the City of Baytown this -11th day of January, 1951.

Councilman Bergeron moved to adopt the resolution as read. Councilman

Traffic Light - Highway 146 - Baytown Jr. High School
The installation of a traffic light atthe intersection of Highway 146 and
East Texas Avenue was discussed. The City Manager informed the Council that
the estimated cost of the light and the installation would be approximately
$1,000.00. Councilman C,�mpbell moved to transfer the two-way traffic light at
the Baytown Junior High School and place on Highway 146-after permission has been
obtained from the School Board; Replace traffic light at schbbl with new one
which will be suitable for the location. Councilman Pruett seconded the motion.

City Manager Middleton asked permi, si6n from the Council to have lights in-
stalled around the waterwells and surface storage tanks pending the possibility
of sabotage during the war crisis. The cost would be approximatelY4342.00,
labor and materials included. Councilman Buelow moved to instruct the'City
Manager to proceed with the installation of the lights. Councilman Bergeron sc:c

Pruett Estate Subdivision — Final Approval
Councilman Cmpbell moved to give final approval on the Pruett Estate No.
2 Subdivision Plat. Councilman Beeves seconded the motion. l :he rollrall vote

Eddy Refining Company — Joe Armata Well Permit
Councilman Reeves moved to approve the Eddy Refining Company application on
the Joe Armata Lease, Well No. 1. Councilman Williams seconded the motion. The
roll call vote was as follows:

City Employees' Vacation Pay _
The policy now being used by the City on Employees's vacation pay was discussed.
At present each employee must work for the city one (1) year before he or she is
eligible for a paid vacation, however, if an employee quits working for the city
• prior to a year's service he ob she BBrfeits his or her accumulated vacation time.
Councilman Reeves moved that after an employee has worked one year for the City
he has accumulated twelve (12) working days for vacation purposes =gat the rate of
one (1) day per month regardless of whether he or she quits, dies or is discharged.
In case of death the beneficiary of the employee will receive the amount due.
An employee will be able to draw his or her vacation at any time after one year's
service on the basis of the above conditions but at no time shall he or she be
able to draw more than twelve (12) working days'credit at one time upon leaving
the service of the city. This amendment�,to be retroactive to January 1, 1951.
