1951 01 05 CC Minutes, Special335 MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS January 5, 1951 The City Council of the City of Baytown, Texas met in special session on Friday, January 5, 1951 at 7 :30 P, m. in the Council Room of the Baytown City Hall with 'the following members in attendance; Roll Calls Awes; Mayor Ward Nays. 'Nilliams Ordinance NO. 101 In order to purchase 2000 feet of 2j inch fire hose at an approximate price of $1.68 per foot, 600 feet of 12 inch hose at $1.15 per foot and the fire truck the City Manager introduced and read an ordinance transferring $193500 Dollars from budget classification 101 -Y to 202 -Z 4. Councilman Campbell moved to adopt the ordi- nance as read. Councilman Pruett seconded the motion. Schools Mr. Keene asked that the city furnish the means to purchase a high & low frequency radio for his use as a Civilian Defense Director. Also funds would be needed to pay current bills. In order to make the donation an ordinance was read authorizing the city manager to transfer $1,500 from the Contingent Fund to account 102 G-8. Councilman Bergeron seeeeded -the moved to adopt the ordinance as read. Councilman Pruett seconded the motion. Williams The caption of the ordinance was as follows; ORDINANCE 102 AN ORDINANCE AUTHORIZING THE CITY MANAGER OF THE CITY OF 3AYTO1T.J TO TRANSFER ONE THOUSA0,FIVE HUNDRED ($1,500.00) DOLLARS FROM THE GDIITINGE14T YUND TO CLASSIFICATION ONE HUNDRED AND TWO G -EIGHT (120 -G 8) _ Radio Communication Equipment Mr. D. D. Jones, City Chief Radio Operator, outlined his recommendations for equipment needed to replace present obsolete equipment being used by the City, and providing additional units for normal use. The recommendations were as follows; Three (3) units fire department Two (2) units public works One (1) unit for administration Seven (7) for police department The police department units covers the base equipment with a total cost of all units $7,8511.00. The estimated additional equipment needed would be approximately $2,758.50 making a total grand total of $10,612.50. The City Manager was instructed to advertise for bids; each unit to be considered as a separate bid. Dossey - Audit Report T. E. Dossey, Jr., Auditor, presented his audit of the city's records for the fiscal year ending September 30, 1950. Upon the acceptance of the audit report, Councilman Pruett moved to pay the statement of $88.93 for extras incurred under the audit contract. Councilman Bergeron seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Mayor 'Ward Nays: None Councilman Bergeron " Buelow a Campbell Pruett Williams The council discussed the contract covering the audit reports. The period covered by the verbal contract would cover audit reports for the period from October 11 1949, through September 30, 1951, with a compensation fee of Two Thousand Two Hundred ($2,200.00) Dollars. The terms provided that a payment of One Thousand Two Hundred ($1,200.00) Dollars should be made upon presentation of the audit report as of September 30, 1950, the remaining amount to be paid in monthly payments of $75.00 each for ten (10) months and the remaining two (2) payments should be made in the amount of One Hundred Twenty -Five ($325.00) Dollars. Councilman Pruett moved to 9 I 337 pay Mr. Dossey $1,200.00 for the past fiscal year's audit and retain his services for the next fiscal year at a fee of $1,000.00. Councilman Campbell seconded the motion. The roil call vote was as follows: Roll Calls Ayess Mayor 'Ward Nayss Councilman Williams Councilman Bergeron " Buelow " Campbell ' Pruett Ordinance No. 103 In order for the city to make payment op a shipment of pipe which had been previously authorized by the Council, the City Manager introduced and read an ordinance providing for a transfer of thirty -three thousand, eight hundred ($33,800.00) dollars from the water fund to the transmission and distribution account no. 1002 -Z 9. Councilman Campbell moved to adopt the ordinance as read. Councilman Bergeron seconded the motion. The roll call vote was as follows: Roll Call: Ayess.Mayor Ward Nays: None Councilman Bergeron " Buelow Campbell Pruett " Williams The caption of the ordinance was as follows: ORDINANCE NO. 103 AN ORDINANCE AUTHORIZING THE CITY MANAGER OF THE CITY OF BAYTOWN TO TRANSFER THIRTY- -THREE THOUSAND, HICHT HUNDRED ($33,dOU.00) DOLLARS FROM THE WATER FUND TO CLASSIFICATION ONE THOUSAND AND TWO 'Z -NINE (1UO2 Z -9) Signal Light - Railroad Crossing Upon the recommendation of the City Manager, Councilman Buelow moved to instruct the City Manager to notify the Southern Pacific Railroaa and the Missouri- Pacific Railroad that electric signal flasher type lights be placed at the railroad crossings of the Southern Pacific Railroad and Airhart Drive, the Missouri- Pacific Railroad and Airhart Drive, and the Southern Pacific and Market Street. In addition to the flasher signal lights, these crossings are to be well lighted with flood lights. At the railroad crossing of Southern Pacific Railroad and Pruett street two re- flector type cross arms must be installed and the crossing be flood lighted. At all other crossings of both Missouri Pacific and Southern Pacific, it is recommended that two cross arms of the reflector type be installed. Councilman Pruett seconded the motion. The roll call vote was as follows: Roll Call= :Ayes: Mayor Ward Nays: None Councilman 3ergeron Buelow " Campbell " Pruett " Williams Rescind Action Oak Tree Councilman Bergeron moved to rescind the action of the Council relative to cutting down the Oak Tree on West Texas Avenue. Councilman Pruett seconded the motion. The roll call vote was as follows: Roll Calls Ayes: Mayor Ward Nays: Councilman sAtelow Councilman Bergeron " Campbell It Pruett s Williams Concrete Mixer - Texas City Since the Council hss agreed that the City will do all things possible to eliminate excess cost in the proposed improvements for the Cit:- of Baytown, a Committee composed of Mayor Ward, City Manager Middleton and Director of Public Works Grantham will investigate the possibility of buying a 1 -yard c-,nerete mixer, 2 large hoppers, 2 small hoppers, buckets, etc from Texas City at a total cost of $4,500.00. DE313 7*1 MOI Resolution - Delinquent Tax The City Manager introduced and read a resolution directing the Tax Assessor and Collector to institute a vigorous campaign to collect all delinquent taxes owing the city of Baytown. Councilman Campbell protested the use of the word "vigorous" as being vague and no two interpretations of the word would be alike. - Councilman Pruett suggested that the delinquent tax roll be published in the local paper as a means of collecting, delinquent taxes. Final action of this problem will be taken at a later meeting. Adjournment Councilman Pruett moved to adjourn. Councilman Bergeron seconded the motion.
