1949 12 20 CC Minutes215 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS December 20, 1949 The City Council of the City of Baytown, Texad met in regular session on Tuesday, December 20, 1949 at 700 p.m. in the Council Room of the Baytown City Hall with the following members in attendance: J. A. Ward Mayor R. B. Bergeron Councilman H. I. Davis Councilman C Fahy Godfrey Councilman R. H. Pruett Councilman J. A. Stroud Councilman W. U. Williams Councilman C. Darwin Middleton City Manager - David Donoghue City Attorney Edna Oliver City Clerk The Mayor called the meeting to order, and the minutes of the regular meeting of December 6, 1949 were read and approved, whereupon the following business was trans- acted: Ordinance No. 54 (a) The City Attorney introduced and read Ordinance No. 54(a) which extended and enlarged -the boundary limits of the City of Baytown, Texas and annexed additional adjacent territory. Councilman Bergeron moved to adopt the ordinance as read. Councilman Williams seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Mayor Ward Mayas None Councilman Bergeron it Davis • to Godfrey It Pruett n Stroud o Williams The caption of the ordinance was as follows; ORDINANCE NO. 54(a) AN ORDINANCE CONTAINING CERTAIN FACT FINDINGS OF THE CITY COUNCIL WITH REFERENCE TO ORDINANCE NO. 54 INTRODUCED ON _ THE 42H DAY OF AUGUST, 1949 AND BEING oAN ORDItANCE ENLARG- ING AND FETENDING THE BOUNDARY LIMITS OF THE CITY OF BAY- TOWN, TEXAS, AND ANNEXING ADDITIONAL ADJACENT TERRITORY TO SAID CITY, ALL OF WHICH IS DESCRIBED IN THE ORDINANCE} CONTAINING SAVINGS CIdAUSE AND PROVIDING FOR THE PUBLICA- TION AND PASSAGE OFT HIS ORDINANCE IN THE MANNER PROVIDED IN ARTICLE I, SECTION 9 OF THE CHARTER OF THE CITY OF BAY - TOWN*; PROVIDING FOR THE AMENDMENT OF SAID ORDINANCE ND. 54 WITH RESPECT TO THE TERRITORY TO BE A NNEXED AND FOR THE FINAL PASSAGE OF SAID ORDINANCE IN AMENDED FORM PURSUANT TO SECTION 9, ARTICLE I OF THE CHARTER OF THE CITY OF BAYTOWN Ordinance No. The City Attorney introduced and read an ordinance enlarging and extending the city limits of the City of Baytown. Co uncilman Pruett moved to adopt the ordinance as read. Councilman Bergeron seconded the motion. The roll call vote was as follows: Hall Gall: Ayes: Mayor Ward Nays; Councilman Godfrey Councilman Bergeron it Davis to Pruett B Stroud to Williams The caption of the ordinance was as follows: ORDINANCE NO. 69 AN ORDINANCE ENLARGING AND EXTENDING THE BOUNDARY LIMITS OF THE CITY OF BAYTOWN, TEXAS, AND ANNEXING ADDITIONAL ADJACENT TERRITORY TO SAID CITY, ALL OF CHICH IS DESCRIBED IN THE ORDINANCE; CONTAINING SAVINGS CLAUSE, AND PROVIDING FOR THE PUBLICATION AND PASSAGE OF THIS ORDINANCE IN THE )fANNER PROVIDED IN ARTICLE I, SECTION 9 OF THE CHARTER OF THE CITY OF BAYTOWN. Councilman Davis made a motion that it be made a matter of record that it is not the intention of the City Council in its annexation of a portion of the Humble Oil & Refining property to retard refinery operations but that such operations shall continue with as little as possibl3 interruption.,by the City Government. Councilman Pruett seconded the motion. The roll call vote was as follows: Roll Calls Ayess Mayor Ward Nays: None Councilman Bergeron Davis Godfrey Pruett a Stroud Williams W. E. Ehrhardt - Survey Councilman Pruett moved to authorize the City Manager to pay Mr. W. E. Ehrhardt, Surveyor, $261.00 for his work on the survey of the additional territory included in the annexation ordinance. Councilman Bergeron seconded the motion. The roll call vote was as follows: Roll Calls Ayes: Mayor Ward Nays: None Councilman Bergeron " Davis " Godfrey Pruett " Stroud Williams Bids - Police Cars The bids were opened on the police car and they are taoulated as follows: 1. Thad Felton Nbrd $ 996.00 2. Hemphill's Pontiac 1,000.00 Councilman Godfrey moved to accept the bid submitted by Hemphill Pontiac Company and Councilman Bergeron seconded the motion. The roll call vote was as Follows: Roll Calls Ayes: Mayor Ward Nays: None Councilman Bergeron to Davis Godfrey " Pruett Stroud " Williams Pickup Truck Bids The bids on the pick -up trucks were opened and they are tabulated as follows 1. Buck Turner Chevrolet Chevrolet $ 2,444.00 2. J. B. Hollaway Studebaker 2,543.56 3. Hemphill Pontiac GMC 2,434.42 4. Thad Felton Nord 2,459.00 Councilman Bergeron moved to accept the bid submitted by Hemphill Pontiac Company. Councilman Godfrey seconded the motion. The roll call vote was as follows: Roll Calls Ayess Mayor Ward Nays: None Councilman Bergeron " Davis " Godfrey " Pruett a Stroud 11 Williams rr rl r_ 217 Chassis Garbage Truck Since an error was made in the printing of the advertisement for bids on the garbage truck chassis, Councilman Stroud made a motion to return the bids submitted and readverti ®e. Councilman Pruett seconded the motion. The roll call vote was as follows: Roll Calls Ayes: Mayor Ward Naysl None Councilman Bergeron It Davis it Godfrey It Pruett Stroud " Williams Change Council Meeting Nights Councilman Davie moved to change the meeting nights of the City Council to the first and third Thursday nights of each month. Councilman Stroud seconded the motion. The roll call vote was as follows: Ron Calls Ayess Mayor Ward Nays :.None Councilman Bergeron Davis Godfrey It Stroud It Pruett It Williams Air Compressor Councilman Godfrey moved to purchase the Le Roi Air Compressor. Councilman Bergeron seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Bergeron Nays: Mayor Ward It Godfrey Councilman Davis Pruett Stroud s Williams The Mayor declared the motion failed to carry. Councilman Pruett moved to re- advertise for an Air - Compressor, air or water cooled. Councilman Bergeron seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Mayor Ward Nays: None Councilman Bergeron it Davis it GodfrW It Pruett a Williams Tractor Councilman Pruett moved to postpone action on the purchase of a tractor until further investigation could be made. Councilman Davis seconded the motion. The roll call vote was as foll ows: Roll Call: Ayes: Mayor Ward Nays: None Councilman Bergeron Davis Godfrey Pruett Stroud '!
