November 15, 1949
The City Council of the City of Baytown, Texas met in regular session on
Tuesday, November 15, 1949 at 7:45 P. m. in the council room of the Baytown City
Hall with the following members in attendance.

The Mayor called the meeting to order and the Minutes of the regular meet-
ing of November 1, 1949 were read and approved, whereupon the following business
was transacteds
Ordinance No. 68 - Sewer Amendment
The City Attorney introduced and read an ordinance amending the Sewer Ex-
tension Ordinance No. 43. Councilman Pruett moved to adopt the ordinance as
read. Councilman Davis seconded the motion. The roll call vote was as follows:

AN ORDINANCE AMENDING "AN ORDINANCE PROVIDING FOR RULES AND
REGULATIONS FOR THE EXTENSION OF SANITARY SEWER MAINS AND
LINES IN THE CITY OF BAYTOWN; CONTAINING A SEVERABILITY
CLAUSE, REPEALING ORDINANCES IN CONFLICT THEREWITH, AND
PROVIDING I RR THE EFFECTIVE DATE THEREOF", BEING ORDINANCE
NO. 43 PASSED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN
ON THE 3RD DAY OF MARCH, 1949; PROVIDING FUR A CHANGE IN
THE TAPPING. FEE CHARGE FROM A FLAT T.VENTY -FIVE ($25.00) .

Ordinance Controlling the Drilline and Ooerations of Oil and Gas Wells
The City Attorney submitted copies of a proposed ordinance controlling the
drilling and operations of oil and gas wells within the city limits. tie recom-
mended that each council member give this careful study and action would be
taken at a later date.

Councilman Bergeron's motion to grant a 50- gallon a month gas allowance to
C. F. Averitt, nightwatchman was seconded by Councilman Pruett. The roll call

Revision of Present Building Ordinance
Councilman Pruett moved to authorize the City Manager and City Attorney to
;appoint a committee to work with them in the revision of the present building
ordinance; to prepare an ordinance making amendments accordingly. Councilman
Davis seconded the motion. The roll call vote was as follows:

R. B. Hemphill - Police Car '
The Council took no action on an offer made by R. B. Hemphill to provide the
police department with a special built Pontiac police car for'$1,000 and the 1947
Ford now in operation. According to the City Charter, competitive bids would have
to be submitted before a purchase, involving this much cash, could be made.
Morris Trifon - Tax Complaint
The Council heard a complaint from Morris Trifon on an excessive tax assess-
ment levied against property owned by his mother, Mrs. Bessie Trifon. This property
is located on West Texas Avenue. A 30% ditch depreciation was allowed by the
Equalization Board in the 1948 assessment year, however, only a 10% depreciation
was allowed in the 1949 assessment year by the same Board. Mrs. Trifon was noti-
fied of the change but, due to illness, no representative appeared to protest the
change. Since the assessment made by the Equalization Board is final, the Council
informed Mr. Trifon that it could not act as a Board of Appeals. This could be
done through the District Court only.
Annexation Ordinance - Final Reading Set '
At the 'suggestion of'Councilman Davis, the City Attorney was instructed:to
prepare two (2) ordinance's for presentation at the next regular meeting of the
Council.
(1) A final draft of the original annexation ordinance, containing amend -
mentsto exclude the Humble Production Departments of Refinery, General Tire and
Rubber Company, Nooster and Lakewood Additions.
(2) A separate ordinance providing for the annexation of 7looster and Lake-
wood Additions.
Due to a recent successful $425,000 bond election, the Council felt that the
Water District Directors should be given time to complete their improvement pro-
gram before the city takes final action on the annexation.
Adjournment
Councilman Davis moved to adjourn. Councilman Pruett seconded the motion.
The ayes were unanimous and the Mayor declared the meeting adjourned.
