MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF BAYTOWN, TEVIS
August 18, 1949
The city council of the city of Baytown, Texas met in regular session on
Thursday, August 18, 1949 at 7:45 P. M. in the council room of the Baytown city hall

The mayor called the meeting to order, and the minutes of the regular meeting
of August 4, 1949 were read and approved, whereupon the following business was trans-
acted:
Rat Control
The mayor asked the council members to come to some definite decision at this
time on the present rat - proofing program. He expressed a desire to continue the program,
under the direct supervision of the city. Councilman Williams contended that he was not
in favor of the city assuming the responsibility of a program unless it would prove
to be self- sustaining. Without further discussion, Councilman Williams moved to rescind
Ordinance No. 6 of the City of Baytown. Councilman Bergeron seconded the motion.
The roll call vote was as follows:

The mayor declared the vote carried and the present ordinance rescinded.
* Councilman Pruett asked permission to withdraw his vote as he had mis-
understood the original motion. He stated that he thought Councilman Williams had
moved to "modify" the present ordinance rather than "rescind" it and he did not wish
to cast a vote. This left the vote a "tie ". The city attorney told the council
members that, before giving his opinion on such a vote, he would have to consult
Roberts' Rules of Order, the final authority on parliamentary procedure. His find-
ings would be reported later.
City Health Clinic
Dr. Wm H. Bridges, Representative of the City Health League, asked that a
contribution of $6,000 be made, by the city, to the Health Clinic for the 1949 -50
fiscal year. In the 1948 -49 fiscal year, appropriations were made to the Health League
by the city, county and community chest, however, the county officials had notified
the League that no contributions would be made out of the county funds, for the
next fiscal year, unless they were matched by thb city. The cityls contribution
for the past year was $2,500, but, due to the cost increase on drugs and other neces-
sary supplies, Dr. Bridges urged that this amount be increased if possible. He was
told that an appropriation would be made but the budget would have to be thoroughly
checked before an amount could be designated.
Bob Van Deventer - aritton Cravens Subdivision
The council would take no action on the request of Bab Van Deventer, Mana-
ger of Britton - Cravens Lumber Company, for signatures of council members on the final
plat map of Britton -Cravens Subdivision At 3, in order to complete the legal work for
F. H. A. approval. He contended that the subdivision was 90% complete and the city
could refuse to mane all final connections until completed. The mayor told Mr. Van
Deventer that this would be setting forth a precedent for suture developers if such
was granted and, too, such action would conflict withthe present city subdivision
ordinance. After some discussion on the subdivision ordinance, Councilman Davis moved
to instruct the mayor to appoint a committee to work with the city attorney on the
revision of the present subdivision ordinance, to bring it up to date and remove all
parts that conflict with the present city charter. Councilman Godfrey seconded the
motion. The roll call vote was as follows:

Extension Ordinance Protest

Nays: None
Messrs. Wood and Denman, of the Home Lumber Company, appeared to protest the
recent fire extension ordiance on East Texas Avenue to Highway 146. They had intended
building a lumber company on their property in the block adjoining Highway 146 at some
laterrdate. Since the fire zone had been extended to include their property, this would
be impossible as no lumber company could be made fire proof. Too, the masonry walls,
required in the ordinance, would involve too much expense for lumber sheds, etc. The
mayor told them that nothing could be done Sts this time toward emending the ordinance,
as the council had extended the fire zone to include East Texas Avenue, at the request of
several property owners, however, bbis matter would be considered by the council members
at a later date.
Concession - Swimming Pool
Councilman Pruett moved to give Gene Hazelwood prior rights on the concession
at the swimming pool for the year 1950. Councilman Bergeron seconded the motion. The
roll call vote was as follows:

Public Hearing - Budget
The council set the might of September 1, 1949 for public hearing on the pro -
posed 1949 -50 budget.
Bennett 011 Company Request
The Bennett Oil Company was given permission to level off and take dirt from
Property owned by the city, provided no future injurious effects would be suffered by the
city from the excavating.
Garbage Extension Ordinance Amendment
The city attorney was instructed to prepare an ordinanceamending the present
garbage fee collection ordinance and extending it an additional year. This amendment
to be presented at the next regular council meeting.
Garbage Pickup - Alleys
Councilman Williams moved to resume garbage pickup from certain alleys as they
are made available. Councilman Godfrey seconded the motion. The roll call vote was as
follows:

Councilman Bergeron moved to adjourn. Councilman Pruett seconded the moti6h.
The ayes were unanimous and the mayor declared the meeting adjourned.
