1949 08 04 CC MinutesIm MINUTES OF THE REGULAR MELTING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS August 4, 1949 The city council of the city of Baytown, Texas met in regular session on Thursday, August 4, 1949 at 7:45 Pe m* in the council room of the Baytown city hall with the following members in attendance: J. A. Ward 'Mayor Rufust3ergeron Councilman H. I. Davis Councilman Fahy Godfrey Councilman R. H. Pruett Councilman W. C. Williams Councilman C. Darwin Middleton City Manager David Donoghue City Attorney Edna Oliver City Clerk Absent: J. A. Stroud Councilman The mayor called the meeting to order, and the minutes of the regular meeting of July 219 1949 were read and approved, whereupon the following business was transacted: Park Site - Britton Cravens Addition No action was taken, at the present time, on the proposal presented by W. 0. Webber and W. L. Beckman, Jr for a new park in Baytown's Britton - Cravens Subdivision. The council agreed that it was in no position to make further commit- ments at this time. Rat Control The mayor informed the council that he had received a letter from Dr. George Cox, of the State Health Department, who expressed a desire to turn the rat - proofing program over to the city for future supervision and enforcement. The state would be willing to assist the city in any problem that would arise, how- ever, this would be done only at the request of the city officials. No action was taken at this time but the mayor ask that the councilmen give this thought and a vote would be taken when all the council members were present. Fire Zone Extension Ordinance The city attorney introduced and read an ordinance emending an ordinance of the City of Pelly, Texas, establishing a zone plan dividing the city into dis- tricts for the purpose of regulating the location of trade and buildings and structures. Councilman Davis moved to adopt the ordinance as read. Councilman Pruett seconded the motion. I August 4, 1949 Donation Request for San Jacinto Memorial Hospital 187 Messrs. Gordon Fanned and Joe Reid, representatives of the San Jacinto Memorial Hospital, urged the council to include funds in the 1949 -50 budget for charity cases which are bought to the hospital for observation and treatment. The Jefferson Davis Hospital of Houston had refused to take the cases in our district and no provision has bern made in the present hospital budget to care for such unfor- tunates. The hospital had rendered service to than when it was needed, however, no appropriation had been made to the hospital by the commissioner's court. The coun- cil members assured the representatives that this item would be considered in the compiling of the budget. Annexation of Additional Territory I Mr. Pruett presented a map outlining the proposed extension of the oounda- ries of the city which additional area was described generally, in Ordinance No. 54, as being bounded on the east by the present city limits, north by Goose Croek Stream and the County Road known as Baker load, on the west by market Street Road, Burnett Bay, and Crystal Bay and on the south by the town of Wooster, Scott Bay, a line run- ning parallel to and 2500 feet from the Houston Ship Channel and the north shore of Black Duck Bay. After an explanation of the territory to be taken in by the ordinance, Councilman Pruett asked if there were any questions. Mr. Gordon Fanned, plants manager, of the Humble Oil and Refining Company, who happened to be present on another matter, made comments on the proposed annexa- tion. He stated that he was speaking as a resident of the annexed territory and not as a representative of the company in raising objections to the action of the council. He said that, in his opinion, the city's step was premature and unwise. Mayor Ward indicated that he was opposed to the annexation because it was done without the consent of the people and that in view of this personal objection he would have to vote against the ordinance. .Following further discussion of the pro- posed action by the members of the council and others present at the meeting, Coun- cilman Pruett moved to extend the present city boundaries according to the proposed ordinance. CouncilmanDavis seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Bergeron Nays: Mayor Ward Davis Councilman Godfrey +r e Pruett 1Tj s Williams 1 As a predicate to his voting Nay on the above motion, Councilman Godfrey stated that he was not yet ready to approve the ordinance and thought thatthe coun- cil should give the matter further study. Councilman Pruett promptly challenged Councilman Godfrey's statement by saying th -,t the proposed annexation had been thoroughly discussed at a recent informal meeting of the council in the office of Councilman Godfrey and that the latter had emphatically.expressed his approval of the annexation move. The City Attorney, Mr. David Donoghpe, was instructed to read Ordinance No. 54 following which Councilman Pruett moved to adopt the ordinance as read. Coun- cilman Davis seconded the motion. Miscellaneous The mayor urged the councilmembers to make every effort to attend the Mayor and Councilmen's monthly meetings. Councilman Bergeron moved that the meeting adjourn.
