is© MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS July 7, 1949 The city council of the city of Baytown, Texas met in regular session on Thurs- day, July 7, 1949 at 7:45 p.m. in the council room of the Baytown city hall with the following members in attendance: J. A. Ward Mayor Rufus Bergeron Councilman H. I. Davis Councilman Baby Godfrey Councilman R. H. Pruett Councilman W. C. Williams Councilman A. V. Barber Acting City Manager David Donoghue City Attorney Edna Oliver City Clerk Absent: J. A. Stroud Councilman C. Darwin Middleton City Manager The mayor called the meeting to order, and the minutes of the regular meet- ing of June 16, 1949 and the special meeting of June 30, 1949 were read and approved, whereupon the following business was transacted: Purchase Water Meters . Acting City Manager Barber presented two (2) bids on three hundred (300) water meters. They are tabulated as follows: 1. Gaber and Company $17.41 each - Meter and fittings with no carrying charge 2. Rohm Company $17.30 each - Meter and fittings with six (6$) per cent carrying charge i Councilman Godfrey moved to instruct the acting city manager to buy the water meters at the cheapest pricecpossible. Councilman Pruett seconded the motion. The roll call vote was as follows: Roll Cajj: Ayes: Mayor Ward Nays: None Councilman Bergeron " Davis " Godfrey . " Pruett " Williams Sewer Line - Cedar Bavou and Knowlton Roads A petition was presented to the council from residents on Cedar Bayou and Knowl- ton Roads asking for installation of sewage facilities in that section of the city. Heretofore the drainage lines had opened into the county drainage ditch along the Cedar Bayou Road but recently the county had notified all residents to move t)e drain- age lines with thirty (30) days. The council informed the croup that nothing could be done until the next fiscal year's budget was compiled, however, the city manager was instructed to notify the county of the city's intention to install sewage lines and ask that court action, against the residents, be deferred until the in- stallation is completed. Texas Highway Department Form Agreement - Bridge 1 t ' The council approved an agreement with the Texas Highway Department on the proposed bridge which is to be built across Goose Creek Scream on the Baytown Tunnel Highway. Street Sweeper Councilman Godfrey opened discussion on the need of a street sweeper. Since the price of a sweeper had been inculded in the 1948 -49 budget, he urged definite action immediately. Councilman Davis voiced his approval also. Two competing representatives were present to discuss their machines with the council, after - which, Councilman Godfrey moved to advertise for bids and buy a street sweeper. Councilman Davis seconded the motion. The roll call vote was as follows: July 7, 1949 181 Roll Call: Ayes: Mayor Ward Nays: Councilman Williams Councilman Bergeron 11 Davis to Godfrey it Pruett Sanitation Problems Action was deferred on the sanitation problems in the slum area of the city until the next regular council meeting. It was requested that the City Sanitarian, r Cdis Muennink, be present for the meeting. - fFogging Machine The mayor asked the council its wishes relative to buying the fogging machine which the city had been using in the clean -up drive. Funds were not available at .. this time to buy the machine, however, the council expressed a willingness to pur- chase a machine as soon as possible. Miscellaneous Councilman Williams asked the council to consider the suggestion of picking up gabbage from the alleys in all sections of the city where possible. In many in- stances the alleys will have to be shelled and made passable. It was suggested that a survey be made by the superintendedt of public works and a report be given at a later meeting. Councilman Pruett moved that the meeting adjourn. Councilman Davis seconded the motion. The ayes were unanimous and the mayor dedlared the meeting adjourned. r'a.
