1949 06 02 CC Minutes174 11INUTES OF THE REGUTAR 11EETING OF 'TH.i CITY COUNCIL OF THE CITY OF BAYTOWi, TEXAS June 2, 1949 The City Council of the City of Baytown, Texas, met in regular session on Thursday, June 2, 1949, at 8:00 p.m. in the council room of the.Baytovm City Hall with the following members in attendance: J. A. 'hard Mayor Ruins Bergeron Councilman H. I. Davis Councilman Fahy Godfrey Councilman R. H. Pruett Councilman J. A. Stroud Councilman - if. C. Williams Councilman C. Darwin Kiddleton _ City Planager David Donoghue City Attorney Edna Oliver City Clerk The Mayor called the meeting to order, and the minutes of the regular meeting of Lay 20, 1949, and the Special Meeting of ;:ay 26, 1949, were read and ap- proved, whereupon the following business was transacted: Fat Proofing Discussion The layer introduced lfr. C. R. Coppedge, of the State Health Department, who presented certain statistical facts concerning the .spread of Typhus Fever in the State of Texas prior to the year of 1932. At this time the State started a rat proofing program to exterminate rats, the contributing =actor to the spread of the disease. Sixty (60) counties at present are participating in the D. D. T. custing and rat exter- minating program. An estimated figure of $7,547 has been spent by the State alone, on the rat proofing program, in the City of Baytown. Ninety -one (91) merchants have par- ticipated in the program at present at a total cost of $10,638.55• L:r. �oppedge was questioned at length by Councilmen Bergeron, Pruett and Williams. Their contention was that they were not opposed to a Health program but they were dissatisfied with the de- ratting program, from the standpoint of workmanship and price. Mr. Johnson, representa- tive of the °aytwm Junior Chamber of Ccmjnerce, told he council that tine Jaycees had voted unanimously to promote the program on a three -fold basis, namely, (1) Public Health standpoint, (2) Protection of the ninety -one (91) Merchants who had participated in the program, (3) 3aytoon Jaycees hclieve the pro,:ram .,rill prove a contributing factor in the control of a typhus fever epidemic. At this point, Councilman .7illiams moved to rescind Ordinance I!o, 6. CourIci.lpan Bergeron seconded the motion. Irhycr 'Ward :: uestioned the feasibility or such action on the part of the council without first making a thorough investigation. He assured all that if the procedure now taken was vreeng, it should be corrected by proper supervision and maintenance. Councilman •.illiams and Bergeron a-,reed to withdraw their motion to allow a further check. Councilman Godfrey moved to instruct the City Lhnager to contact the State Health Department and U. S. Public Health Service to send an experienced instructor to our city to check the work and prices charged. Councilman Davis seconded the motion. E3 dliles 2. J. 11. Britt $5,418.65 6,445.73 Councilman Davis moved to accept the bid submitted by Ed Hiles, contractor. Councilman Bergeron seconded the motion. June 2, 1949 Red Top Taxi Increase Request The City Manager informed the council that a petition had been filed with him, as Director of Transportation, by the Red Top Taxi Line asking for five addition- al permits. This would require a public hearing. He asked for the council's wishes in the matter. The hearing was set for the next regular council meeting. Housing Authority Board Members Appointed The appointment by Mayor WarePlof 0. C. Behymer, C. H. Olive and Charles Pierson as members of the Housing Authority Board "c e approved by the council. Prank Braswell - Miilbydale No. 4 Councilman Pruett moved to give tentative approval to Uilbydale No. 4 after the city engineer has check.,the plans and given his approval. Councilman Godfrey seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Mayor ward Nays: None Councilman Bergeron " Davis " Godfrey " Pruett " Stroud " Williams Britton - Cravens Subdivision Addition Councilman Pruett moved to ;:ive tentative approval of the new proposed Britton - Cravens Srbdivioi.on, subject to the approval of the city engineer. Councilman Davis seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Tractor Bids Mayor ward Nays: None Councilman Bergeron " Davis " Godfrey " Pruett " Stroud " Williams The tractor bids were opened and they are tabulated as follows: 1. Hi Way Equipment Company, Inc. - $ 1,685.43 2. Benson Tractor Company - 1,499.64 Councilman Godfrey moved to instruct the Director of Public Works to check the tractors itemized on the bids, or any other tractor not itemized; that he and the City Manager be given authority to purchase the one tractor that met with their appro- val. Councilman Davis seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Carew and Kohltfarber Mayor {Yard Nays: None Councilman Bergeron " Davis " Godfrey " Pruett " Stroud " Williams Messrs. Carew and Kohltfarber, local photographers, appeared before the council with a request for protection against "itineratn photographers." They said that several hundreds of dollars were taken from the Baytown area each year, by these photographers who did not contribute one cent to the support of the city, either by tares, buildin7s or studio locations. Mfr. Carew presented a rough draft of an ordinance for the council's consideration. The council agreed to give study to the proposed ordinance. The City Manager also recommended that the present peddlerls ordinance be amended so that proper protection could be given the local tax payers. Mardock - Mtilbydale #2 Mfr. "Frank MSsdock questioned the council about participating in work to be done on the streets in Milbydale No. 2. He said the G. C. Council had agreed to furnish city labor and equipment when the developers were ready to hard surface the streets and he wanted to know if this was agreeable with the present council. He stated that the June 2, 19119 subdivision was dedicated prior to consolir!ation: The council agreed to crown the streets and get them ready for the construction crew to lay the material. +. idurdock urged the council to have the sewer taps made before the street topping was laid, as the sewer line was in the middle of the streets. This wouLi require approximately thirty—five taps to be made. After some discussion, Councilman Davis moved to have the City lanaser creek the budget and see if the city could do the work at this time. Councilman Berge- ron seconded the motion.
