MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS
May 2o, 1949
The city council of the City of Baytown, 'Texas met in regular session on Fri-
day May 20, 1949 at 7:30 p.m. in the council room of the Baytown city hall with the
following members in attendances

The mayor called the meeting to order, and the minutes of the regular meet-
ing of May 5, 1949 and the Special meeting of MAy 112 1949 were read andapproved,
whereupon the following business was transacted:
Equalisation Board
Upon the recommendation of the city manager, Councilman Pruett moved to ap-
point E.W. Buelow, C. H. Miller and Steele McDonald to serveon the equalization
board. Councilman Davis seconded the motion. The roll call vote was as follows

Ordinance No. 49
The city attorney introduced and read an ordinance appointing a board of
equalization to serve forthe year 1949. Councilman Stroud moved to adopt the or-
dinance as read. Councilman Bergeron seconded the motion. The roll call vote was
as follows:

ORDINANCE N0. 49
AN ORDINANCE APPOINTING A BOARD OF F7.JUALIZATION TO SERVE
FOR THE YEAR 1949; FIXING THE TIME OF THE FIRST MEETING
OF SAID BOARD AND AUTHORIZING SAID BOARD TO EXERCISE THE
POWERS AND FULFILL THE DUTIES CONFERRED UPON IT BY THE
CHARTER OF THE CITY OF BAYTOWN.
Taxi Cab Hearing
The city attorney read a letter from Morrie and Flowers, Attorneys, re-
presentatives of the Rafe Way Taxi Cab Company, asking for permission to operate
the taxi cabs of the White Line Taxi Company which had been bought by the Safe
Way Line. Mr. Flowers explained that he did not know the partnership of Sherman
and Williams had been dissolved at the time of the writing, and he had asked this
permission thinking in terms of a partnership business. According to the taxicab
ord3r:ance a hearing would have to be held and proof presented before the transfer
could be approved. After some discussion the mayor set the hearing for Thursday,
May 26, 1949.

Anti -Noise Ordinance
Copies of an anti -noise ordinance and an ordinance regulating sound trucks
were presented to the councilmen for their consideration and study. No action was
taken.
Light Weight Tractor
The council discussed the need of light weight tractor for general use in the
city. Councilman Pruett moved to instruct the city manager to investigate the prices
of a light weight tractor and present the information at the next regular meeting of
the council. Councilman Godfrey seconded the motion. The roll call vote was
as follows:

Donation - Harris County Library
Councilman Bergeron moved to grant the request of the Harris County Public
Library for an additional increase of $125.00 in this year's donation. Councilman
Godfrey seconded the motion. The roll call vote was as follows:

Ditch - Lutheran Church
Some discussion was given the drainage ditch on the Lutheran Church property.
Councilman Godfrey told the council that he had been approached by several members
of the church relative to placing pipe in the ditch to allow drainage, and cover the
pipe so that an addition can be made to the church. Councilman Godfrey moved to ad-
vise the city manager to have an estimate made on the coat of construction and in-
clude this amount in the next fiscal year's budget. Councilman Davis seconded the
motion. The roll call vote was as follows:

Rat Control O,.dinance
At this point Councilman Williams opened the discussion on the rat proofing
program. He contended that he would be in favor of the ordinance if it had exter-
minated the rats, but there was no such thing as 'Oratproofing" any building. If
a building was enclosed in concrete as the ordinance outlined, termites would des-
troy a building in a few years, as no air could circulate under the building. At
this point Councilman Williams moved to rescind ordinance No. 6 passed by the City
Council of theCity of Baytown on Feb. 9, 1948. Councilman Bergeron seconded the
motion. Mayor Ward questioned the advisability of any such action on the part of
the council without further investigation. He asked Councilmen Williams and Bergeron
to withdraw their motion and second at this time, and an investigation be made by
the councilmen before action be taken on rescinding the ordinance. The motion was
thereupon withdrawn and notfurther action was taken.
Councilman Pruett moved that the meeting adjourn. Councilman Davis seconded
the motion. The ayes were unanimous and the mayor declared the meeting adjourned.
