MINUTES OF THE SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS
March 21, 1949
The City Council of the City of Baytown, Texas, met in special session at
7:90 p.m. in the council room of the Baytown City Hall with the following mem-
bers in attendance:

Absent. Fahy Godfrey Councilman
The Mayor called the meeting to order. He stated that there had been a
difference of opinion for some two years as to whether the City was obligated
to put in the water lines in the Woodlawn Addition. He asked if anyone had
anything `to offer which would settle the dispute.
Mr. B. B. Williams was allowed to state'his arguments of why the City
should put in the water lines in the Woodlawn Addition.
After a lengthy discussion in which all the councilmen took part at various
times, Councilman 11111ams made the motion that the City carry out the agreement
of September 7, 1947, to the extent of the funds on band at that time and let the
City Manager be in charge of conducting an audit to determine the amount of the
funds on hand at that time and that amount should be spent for water lines in the
Woddlawn Addition. However, Mr. B. B. Williams did not approve of this motion
when he learned that asry money spent on water lines since September 7, 1947 would
be deducted from the amount of money which was on hand on that date. After further
discussion by all of the councilmen, Councilman Williams withdrew his motion.
Then Councilman Strickland made the following motion. "That the City Council
instruct the Sewer and Water Departments to install water service to houses erected
in the Woodlawn Addition as they are erected and ready for service but that the
City be not required to go more than 200 feet to serve any one house." Mr. B. B.
Williams objected to the 200 foot restriction clause, so Councilman Strickland
asked that it be deleted from the motion. Then in order that the motion might not
conflict with an Ordinance recently passed by the council and in order that there
would be no question in the future as to the intention of the council, Councilman
Strickland asked that the motion be changed to begin with the phrase "in order to
settle the differences between the City of Baytown and B. B. W1191nmw in the Wood -
lawn Addition." Mr. Middleton suggested that the Sewer Department be deleted from
the motion. Councilman Strickland then restated the motion as follows: "In order
to settle the differences between the City of Baytown and B. B. Williams in the
Woodlawn Addition, the City Council instruct the Water Department to install water
service to houses erected in the Woodlawn Addition as they are erected and ready
for service." Councilman Williams seconded the motion. Discussion followed.
The roll call vote was as follows:

Councilman Williams
Councilman Davis did not wish to vote.
Councilman Williams moved that the meeting adjourn. Councilman Dorris seconded
the motion. The ayes were unanimous, and the Mayor declaredd the meeting adjourned.
