March 17, 1949
The city council of the City of Baytown, Texas met in regular session at 7845
p.m. in the council room of the Baytown city hall with the following members in
attendances

The mayor called the meeting to order, and the minutes of the regular meeting
of March 3, 1949, were read and approved, whereupon the following business was
transacteds
Fire Zone Ordinance - Extension
The mayor informed the council that the city attorney, at its request, had pre-
pared an ordinance amending the present fire zone ordinance and creating.a #2 fire
zone requiring 8" masonry walls. He asked if the council was ready for action or
discussion. After a lengthy general discussion the City Manager was instructed to
read the ordinance. Councilman Williams moved that the proposed ordinance be amended
to exclude East Texas Avenue and the remaining portion of the ordinance be adopted
as read. Councilman Dorris seconded the motion. The roll call vote was as follows:

Councilman Williams moved to adopt the proposed ordinance as read, without the

AN ORDINANCE A ING SECTION 2 OF AN CRDINANCE
ENTITLED "AN ORDINANCE AMENDING SECTION 15 OF
AN CRDINANCE ENTITLED, TAN ORDINANCE OF THE CITY
OF PELLY, TEXAS, ESTABLISHING A ZONE PLAN DIVIDING
THE CITY INTO DISTRICTS FOR THE PURPOSE OF REGUTA-
TING THE LOCATION OF TRADE AND BUILDINGS AND STRUC-
TURES, DESIGNS FOR DWELLINGS, APARTMENT HOUSES AND
OTHER SPECIFIED PURPOSES; REGULATING THE HEIGHT AND
BULK OF BUILDINGS AND STRUCTURES, AND THE ALIGNMENT
THEREOF ON STREET FRONTAGES; REGUTATING THE AREAS AND
DIMENSIONS OF YARDS, COURTS, AND OPEN SPACES SURROUND-

Telephone Company Rate Action
R. F. Red and W. W. Hunt, representatives of the Southwestern Associated Tele-
phone Company, again appeared before the council regarding the proposed rate increase
that had been denied at a meeting several weeks prior. They urged the council to
reconsider its former action as the telephone company was in need of the proposed

increase to continue operating. Councilman Williams expressed his willingness to
compromise on the rates by granting the entire proposed rate on business telephones,
and a 50% increase on resident phones at present, the full proposed rate to be granted
if and when the dial system is installed. Councilman Strickland contended that this
was no way to arrive at a rate. After considerable discussion, Councilman Williams
moved to grant the full proposed rate on business phones; 50% of the proposed increase
on residences and service charge rates, at present; fall proposed rates to be granted
if and when the dial system is installed. Councilman Davis seconded the motion. The
roll call vote was as follows:

Mayor Cleveland declared the motion failed to carry.
Councilman Davis moved to grant a fifty per cent (50 %) increase across the
board on the proposed rates, full rates to be granted when the dial system is installed.
Councilman Strickland seconded the motion. The roll call vote was as follows

Bids on Traffic Lights
The City Manager opened the traffic light bids and they are tabulated as follows:
Gulf Coast Electric Company - Installation of signals and
controller on Main Street and Market Street $6,250.00
Pfeiffer Electric Company - Installation of signals and
controller on Main Street and Market Street $5,350.00
Upon the recommendation of the City Manager, Councilman Strickland moved to reject
all bids. Councilman Davis seconded the motion. The roll call vote was as follows:

Flood Control District
The City Manager read a letter from the Harris County Flood Control District ask-
ing for a resolution or motion from the City Council in regards to support from the
City on the flood control program in this area. The City Manager explained that the
work had been held up in this section of the county because some property owners would
not grant easements across their property. Councilman Strickland moved to instruct
the City Attorney to prepare a resolution accordingly. Councilman Dorris seconded the
motion. The roll call was as follows:

Advertise Bids on Water Well Repairs
Councilman Strickland moved to instruct the City Manager to proceed with the ad-
vertising for bids on the proposed improvements to be made on the city water wells.
Councilman Davie seconded the motion. The roll call vote was as follows:

Street Sweeper
The City Manager was instructed to advertise for bids on a street sweeper.
Wacellaneous Business
The council agreed to participate in the paving of the one hundred block of
North Gaillard by removing the present shell to the subgrade and adding an
additional $200.00 for material.
Councilman Davis moved to adjourn. Councilman Dorris seconded the motion.
The ayes were unanimous and the Mayor declared the meeting adjourned.
