MINUTES OF THE SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS
February 9, 1949
The city council of the city of Baytown, Texas met in special session at
4:40 p.m. in the office of the city manager at the Baytown city hall with the follow-
ing members in attendances

The mayor called the meeting to order.
Special Hearing - Telephone states
The city attorney introduced and read a resolution calling for a public hear-
ing on the telephone rate increases and setting the date for such hearing, Council-
man Strickland moved to adopt the resolution as read. Councilman Stroud seconded the
motion. The roll call vote was as follows:

A RESOLUTION CALLING FOE A PUBLIC HEARING ON REQUESTED
INCREASE MN BUSINESS AND RESIDENTIAL TELEPHONE RATES OF
THE SOUTHWESTERN ASSOCIALTED TELEPHONE COMPANY TO Bls HELD
ON FEBRUARY 18, 1949, IN THE CITY OF BAYTOWN
"WHEREAS, on the 20th day of January 19492 the Southwestern Associated
Telephone Company, through its duly authorised representative, petitioned the City
Council of the City of Baytown for an increase in the business and residential tele-
phone rates in the City of Baytown as follows:
"Business Lines. Individual, $5.00 to $7.501 and two -party lines,
$3.75 to $5.75
"Residential Lines: Individual, $3.25 to $3.65; two —party lines,
$2.75 to $3.15; and four —party lines, $2.65; and
°WHEREAS, by Section 125 of Article XI of the Charter of the City of Baytown
and by virtue of Section 12 of Article 1175 of the Revised Civil Statutes of the
State of Texas, the City Council has full power, after due notice and hearing, to
regulate by ordinance the rates of every public utility operating in the City of
Baytown; and
"WDMREAS, it is deemed necessary to call for a public hearing on the requested
increase in telephone rates in order to ascertain all facts necessary for a proper
understanding of what is or should be a reasonable rate for business and residential
telephone service in the City of Baytown;
"NOW, THEREFORE, BE IT RESOLVED:
"Section 1: THAT a public hearing be held at the City hall in theCity of
Baytown &i_7 i3.0 p.m. Friday, Februaryl8, 1949, to determine whether or not the City
Council shall grant the increase in the telephone rates as petitioned by the South-
western Associated Telephone Company, and that at such hearing all persons desiring
to appear for or against the said increase in rates shall have the opportunity to
be heard.

ttSection 2t THAT the City Clerk is hereby directed to publish a notice of
this hearing to be held at the above time and place for three (3) days prior to the
date of such hearing in the official newspaper of the City of Baytown; that she is
further hereby directed to mail a written notice of such hearing to the local manager
of Southwestern Associated Telephone Company.

Accepting Warren Electric Bid
The city manager asked the council to take action on the Traffic Lights
Bid that was tabled at the last meeting. He explained that the cost of the matbrial
had made an increase of appromimately $320.00 on the total amount submitted in the
bid. If this bid should be withdrawn we would have to pay the additional price as
this was the only bid submitted. Councilman Strickland moved to accept the
Warren Electric bid. Councilman Godfrey seconded the motion. The roll call vote
wds as follows:

Councilman Strickland moved the meeting adjourn. Councilman Godfrey
seconded the motion. The ayes were unanimous and the mayor declared the meeting
adjourned.
