1950 12 26 CC Minutes333 '1INUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS December 26, 1950 The City Council of the City of Baytown, Texas met in regular session on Tues- day, December 26, 1950 at 7s30 P. m. in the Council Room of the Baytown, City Hall with the following members in attendances R. H. Pruett Mayor protein ' R. B. Bergeron Councilman E. W. Buelow Councilman M. L. Campbell Councilman W. D. Reeves Councilman W. C. Williams Councilman C. D. Middleton City Manager Edna Oliver City Clerk Absents J. A. Ward Mayor George Chandler City Attorney The Mayor pro tem called the meeting to order, and the minutes of the regular meeting of December 12, 1950 were read. Councilman Campbell moved to amend the minutes on the G. L. Reasor drilling permit application to reads "Councilman Williams moved to approve the G. L. Reasor drilling application on the 18 acre Pruett Estate Tract out of the Harvey Whiting Survey." Councilman Reeves second- ed the motion. The roll call vote was as followss Roll Calls Ayes. Mayor pro tem Pruett Nayss None Councilman Bergeron " 3uelow " Campbell " Reeves - " Williams Councilman Campbell asked to amend the minutes on the outside practice of the City Attorney to reads "I£ Attorney Chandler is called into the Service or ceases to be an employee of the city this privilege will not apply to his successor." With these corrections the minutes were approved as read, whereupon the following business was transacted; Fire Truck Bids Fire Truck proposals were received from the following companies; 1. The Seagrave Corporation 2. Texas F. W. D. Company 3. How Fire Apparatus Co. 4. American -La France- Foamite Corporation 5. Mack - International Motor Truck Corp. As advertised, the bids were to be opened on December 26th; but due to the death of the brother, Mayor Ward was absent from the regular meeting and had ask- ed that no ac4on be taken on the bids until he was present. Councilman Reeves moved to table the action of opening the bids, however, the bids should be made a matter of record. Councilman Bergeron seconded the motion. The roll call vote was as followss Roll Call: Ayes: Mayor pro tern Pruett Hayss None Councilman Bergeron " Suelow " Campbell " Reeves " Williams Oat Tree - West Texas Avenue Mayor pro tem Pruett expressed a desire for the Council to reconsider its decisi- on on the distruction of the Oak Tree on West Texas Avenue. Owing to personal senti- mental reasons he asked that the tree oe allowed to stand until nature takes its toll. He will place a curb around the tree and erect blinker lights to prevent any accidents. Action was postponed until the Mayor cound be present. 334 Change - Regular Meeting Nights Councilman Campbell moved to change the regular meeting nights of the Council to the 2nd and 4th Thursday nights of each month, the next regular meeting to be iheld Thursday, January 11th. Councilman Bergeron seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Mayor pro tem Pruett Nays: None Coundilman Bergeron Buelow e Campbell Reeves Williams Miscelleanous Councilman Campbell instructed the City Manager to investigate the possibility of State aid on a traffic light at the intersection of Highway 146 and East Texas Ave. He also asked that estimates on the cost of installation of a light be com- piled for the next regular meeting of the Council. Councilman Reeves asked the Council to consider the feasibility of appointing a Zoning Board of Appeals for the purpose of promoting the health, safety, morals or general welfare of the city as provided in Article XII Section 132 of the Charter of the City of Baytown. Such a Board may authorize variances from ordinance in certain situations, final decision to be made by the City Council. Adjournment Councilman Buelow moved to adjourn.
