MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS
November 28, 1950
The City Council of the City of Baytown, Texas, met in regular session on
Tuesday, November 28, 1950, at 7330 P. m. in the Council lbom of the Baytown City
Bell with the following members in attendance3

The Mayor called the meeting to order and the minutes of the regular meeting
of November 14, 1950, and the special meetings of November 16th And 23, 1950, were
read. Councilman Campbell asked that the minutes. of the regular meeting of November
14, be amended to read: "Councilman Campbell favored some type of qualifications
to prove an applicant's eligibility, etc," With this correction the minutes were
approved, and the following business was transacted:
Installation - Stop Signs
Councilman Campbell moved to instruct the Chief of Police to install stop
signs at the intersection of Felton and West Texas and Hemphill Street and West Texas
avenue. Councilman Reeves seconded the motion. The roll call vote was as follows:

Proceed jnstallation Negotiations - Traffic -Walk Lights
The Council instructed the,City Manager to proceed with negotiations relative
to rgaterial cost of a traffic and walk light on West Texas Avenue. Installation::
bids would be considered at a later date.
S. D. Ellisor - Drainage
The Council heard the complaint of S. D. Ellisor on a drqinage problem near
his home on Newman A�venue. Mr. Grantham was instructed to check the situation and
give relief in possible.
The City Manager was instructed to check with Mr. Jenson, of the Harris County
Blood Control, on the progress being made by the County on the condemned drainage
ditch through Mrs. Bessie Trifon's property off ''Nest texas Avenue.

The bids were opened on the police cars and they are tabulated as follows:

City Land Lease Bids
Nays: None
The bids on leasing the City's property for oil drilling purposes were
opened. "They are tabulated as follows:
(1). C. J. McAlpin — 90 day lease, providing for 1 /3th of 8 /8th royalty to
the Lessor, City of Bnytown.
Bonus of $15.00 per acre to be paid' to* the- Lessor,
City of Baytown, by Lessee.
(2). G. L. Reasor — A Five Thousand Dollar (65,000.00) oil payment to be
taken from 1/32 of 718th of all oil and gas produced
until the said $5,000 is fully paid to the City of
Baytown.
The lease is to carry the usual 1 /8th of 8 /8th royalty
interest to the Lessor.
Counci]man'Reeves moved to accept the bid of G. L. Reasor. Councilman

Signal'Light Ordinance
The Council instructed the City Attorney to prepare -an ordinance regarding
railroad crossing signal lights and stop signs.
Corporation Court Supplies__
Councilman Reeves moved to transfer x¢500 from the Coniinguent Fund into
Account No. 103 Bl for the purpose of buying supplies for the Corporation Court
Office. Counciliraan Campbell seconded the motion. The roll call vote was as followss

Resale City Water — Discussion
The Council discussed the resale of water within the city limits. A. V.
Barber informed the Council that C. (Dutch).Ptacek and Emery Harbers were buying
water from the,city for resale purposes,-r.-Mr. Ptacek's system being located in "old"
.Baytown and Mr. Harbers' system being in Rio Vista. Councilman Reeves moved to
.:instruct Mr. Barber to notify Cdr. Ptacek that, where the city's waterlines parallel
the lines of the Baytown System, all customers will be required to connect onto
the city's lines. They will be given a 90 day period of time in which connections
can be made, afterwhich, the city will cease selling water to the Baytown System,
Councilman Campbell seconded the motion. The roll call vote was as follows:

Councilman Buelow was delegated as a one man committee to negotiate with Mr.
Harbera regarding his water system. He will report his findings at the next regular
meeting of the Council.
Advertise Bids — Fire Truck
Councilman Pruett m oved to instruct the City Clerk to advertise for bids on
a 750 Standard "A" Fire Truck. Councilman Bergeron seconded the motion. The roll
call vote was as follows:
