MINUTES OF THE REGUTAR MEETING OF THE
CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS
November 14, 1950
The City Council of the City of Baytown, Texas met in regular session on
Tuesday, November 14, 1950, at 7 :30 p.m. irr the Council Roori of the Baytown City
Hall with the following members in attendance:

The Mayor called the meeting to order and the minutes of the regular meeting
of October 24, 1950 and the special meetings of October 30, 1950 and November 7, 1950,
were read. Councilman Pruett asked that the minutes of the special meeting of
October 30, 1950 be amended to reads "The meeting reconvened and Councilman Pruett
moved to lease all city owned properties which could be practicably used for oil
drilling purposes." With this amendment, the minutes were approved and.the follow-
ing business was transacted:
Opening Pearce Street Extension
Councilman Campbell moved to instruct the City Manager to proceed with plan to
open Pearce Street Extension. Councilman Buelow seconded the motion. The roll call
vote was as follows:

Wright - Sears, Roebuck and Company
Mr. V. V. Wright, local manager of the Sears, Roebuck Company store, asked the
Council to consider the installation of a traffic -walk light for pedestrians cross-
ing Felton Street from the bus stop to Sears store. The Council informed-Mr. Wright
that this question had been discussed by them previously with the thought of including
Sears in a participation plan for the cost of installation. Mr. 'Wright informed. the
Council that he was sure the company would participate to the same extent as the
other business firms. The Council instructed the City Manager and Chief of Police
to contact the firms and see if a satisfactory plan could be agreed upon for the
installation of the traffic and walk lights. The Council agreed to meet on West
Texas Avenue Saturday morning, November 18, at 9o'clock a.m. to observe the traffic
situation.
Voparil - Sandblasting

Messrs. Grantham and Middleton were instructed to investigate the suggestion of
Mr. Joe Voparil to have the City's equipment sandblasted for preservation purposes.
Dog Ordinance
The Mayor presented a petition with approximately 897 names of Baytown residents
asking for a per anent ordinance on the leashing or fencing of all dogs within the
city limits regardless of City or vaccination tags. The Council heard several spokes-
men, some in favor of the ordinance and others opposed to it. After•a lengthy dis-
cussion, the Mayor informed City Attorney Chandler-to check with other cities of
comparable size for an ordinance which would be acceptable to this particular community.

Electrical Ordinance
The Electrical Crdinance was presented for further discussion. The Council
differed on the manner of determining whether an applicant is qualified for an elec-
trical permit. Councilman Reeves moved to issue all licenses to electricians for
a minimum fee without an examination. Councilman Campbell favored some type of
specifications to prove an applicant Is eligibility in order that the license might
be revoked if not proven eligible. After a lengthy discussion, the Mayor suggested
that the proposed ordinance be eliminated completely and the City Attorney and
others meet to draw up an ordinance that will be workable.
Miscellaneous
The Mayor directed the City Clerk to call a Special Meeting on Tuesday, Novem-
ber 16, to consider the feasibility of annexing additional territory to the City of
Baytown.
Councilman Buelow moved to adjourn. Councilman Bergeron seconded the motion.
The ayes were unanimous and the Mayor declared the meeting adjourned.
