MINUTES OF A SP4CIAL MEETING OF IRE
CITY COUNCIL OF THE CITY OF BAYTO0, TEXAS
November 7, 1950
The City Council of the City of Baytown, Texas met in special session on Tues-
day, November 7, 1950 at 7so'clack p. m. in the Council Room of the Baytown City Hall
with the following members in attendance:
J. A. Ward Mayor
R. B. Bergeron Councilman
E. W. Buelow Councilman
Milton L. Campbell Councilman
W. D. Beeves Councilman
W. C. Williams Councilman
C. Darwin Middleton City 'tanager
George Chandler City Attorney
Absent: R. H. Pruett Councilman
Edna Oliver City Clerk
The Mayor called the meeting to order.
Insurance - City Equipment
The city's insurance problem was discussed at length. Representatives of the
I surance Exchange, the present writers of the city's insurance, and non- members of
the Exchange were present to engage in open discussion on the most feasible plan for
the city. After some discussion, Councilman Buelow moved to keep the insurance with
the Exchange until the present policies expire as it would be too ejoLpensive to change
at the present time. Councilman Bergeron seconded the motion. The roll call vote
was as follows:

Electrical Ordinance
The Council opened discussion on the Electrical Ordinance. Wm. Miller spoke
on behalf of the proposed ordinance and C. E. Cunningham spoke on behalf of the
ordinance eecommended by the National Electrical Manufactures Association.
Councilman C mpbell moved to consider an ordinance which will embody a system of
licensing. @ ouncilman Bergeron seconded the motion. The roll call vote was as follows:

Councilman Reeves moved to license electricians without an examination. Council-
man Bergeron seconded the motion. Some discussion was given the motion. Councilman
Bergeron asked that his second be withdrawn because he had misunderstood the full
meaning of time motion. Councilman Reeves' motion was declared dead for want of a
second. Mayor Ward suggested that the ordinance be given further study before final
action be made.
Retain Convicted Policemen!
The majority of the Council Expressed favor of retaining the two policemen, who
had been convicted in Federal Court of depriving a negro of his civil rights,on the
city's payroll. The decision was made after the City Manager asked the Council's
attitude ffegarding this question.
Adjournment
Councilman Buelow moved to adjourn. Councilman Brrgeron seconded the motion.
The ayes were unanimous and the Mayor declared the meeting adjourned at ls255 A. M. _
