1950 08 17 CC Minutes287 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TMS August 17, 1950 The City Council of the City of Baytown, Tema met in regular session on Thursday, August 17, 1950 at 7130 p. m. in the Council Room of the Baytown City Hall With the following members in attendances C. Darwin Middleton City Manager George Chandler City Attorney Edna Oliver City Clerk The Mayor called the meeting to order, a nd the minutes of the regular meet- ing of August 3, 1950 were and approved, whereupon the following business was transactedt Street Light Councilman Pruett moved to approve the installation of a street light at the corner of Davis Road and Seventh Street. Councilman Buelow secondedthe motion. The mil call vote was as followss Boll Calls Ayess Mayor Ward Nays: None Councilman Bergeron e Buslow a Campbell ° Pruett Williams 7r Councilman Reeves arrives at meeting. Duke Industries -Complaint Mr. C. 0. Bumhett, 412 West Republic, spokesman for a delegation of resi- dents near the Duke Industries, Inc., complained to the Council again concerning the unsanitary conditions existing in and around the plant. He said the management allowed stock to be kept in the open pens and trailers during the entire day and at nights thus creating an excessive amount of noise. He urged the Council to take ,some definite action to eliminate this condition. The Mayor stated his approval of definite restrictions, as the Company had violated its verbal contract made with the governing body of the City of Goose Creek. Councilman Bergeron moved to authorize the City Attorney to prepare an ordinance eliminating the killing of live stock within the city limits; allowing a 60 day time limit before the ordinance would be- Rome effective. Councilman Campbell seconded the motion. The roll call vote was as followst Roll Call. Jordan, 619 Ruth Street, for a traffic light atthe intersection of East fayle Street and North Main. Partin -Cleanup City Sanitarian Muennink and Chief of Police McKee were instructed to contact R. F. Ptacek, Operator of Burley's Drive -in relative to loose papers and other waste matter afteraa protest was made against the place of business by R. C. Partin. J. A. Partin. 6006i Ordinance No. 83 The City Attorney introduced and read Ordinance No. 83 regarding the Gar - pege collection within the city limits. Councilman Campbell moved to delete "grass, weeds and leaves. from Section I of the proposed ordinance and adopt the ordinance as read. Councilman Reeves seconded the motion. The roll call vote was as follows) Roll Calls Ayes: Mayor Ward Nayss Councilman Williams Councilman Bergeron " Buelow " Campbell " Pruett " Reeves The caption of the ordinance was as follows: ORDINANCE N0. 83 AN ORDINANCE REGULATING THE COLLECTION OF GARBAGE.AND REFUSE WITH- IN THE CITY OF BAYTONN; PROVIDING THE SIZE OF CONTAINERS; ESTABLISH- ING A FEE FOR THE RESIDENTIAL COLLECTION AND PROVIDING A METHOD OF BILLING AND COLLECTING SUCH FEE; PROVIDING FOR MAXIMUM PENALTY OF $100 FOR VIOLATION AND FOR EFFECTIVE DATE HEREOF AND REPEALING ALL ORDINANCES AND AMENDMENTS RELATING THERETO. Ordinance No. 84 The City Attorney introduced and read an ordinance granting pipe line ease- ments under certain provisions. Councilman Campbell moved to amend Section 4 to include "sum of One Hundred Dollars" and "the consideration required for each easement will be set separately by the City Council" and to adopt the ordinance as read. Councilman Bergeron seconded the motion. The roll call vote was as follows: Roll Calls Ayes: Mayor Ward Mayas None Councilman Buelow " Bergeron " Campbell " Pruett " Reeves " Williams The caption of the ordinance was as follows$ ORDINANCE No. 84 AN ORDINANCE AUTHORIZING THE CITY OF EAYTOWNi THROUGH ITS DULY ACTING AGENTS, TO GRANT OIL PIPE LINE EASEMENTS OVER AND UNDER SAID CITY'S PROPERTY TO PRODUCERS OF OIL WHEN SUCH EASEMENTS WILL BE BENEFICIAL TO SAID PRODUCERS, AND NOT DETRIMENTAL TO THE CITY OF BAYTONN AND /OR THE INHABI- TANTS THEREIN; AUTHORIZING THE CITY ATTORNEY OF SAID CITY TO PREPARE SAID EASEMENTS AND PROVIDING THAT THE CITY MANAGER, DIRECTOR OF PUBLIC WORKS, FIRE MARSHAL AND THE CHIEF OF THE FIRE DEPARTMENT. Drilling Permits Approved Councilmen Pruett moved to approve the drilling permit application of the Glasscock Drilling Company on the Louis G. Dommert Lease, Well No. 1. H. Bradford Lease, the first application being cancelled as of this date. Councilman Pruett sdconded the motion. This ordinance to become effective ten (10) days after its passage by the Council. Councilman Buelow seconded the motion. If lease is changed the usual $500 fee will be charged. Councilman Pruett seconded the motion.
