August 3, 1950
The City Council of the City of Baytown: Texas met in regular session on
Thursday, August 3: 1950 at 7:30 p. m. in the Council Room of the Baytown City
Hall with the following members in attendance:

The Mayor called the meeting to order, and the minutes of the regular
meeting of July 20, 1950 and the special meetings of July 21st and 31st were
read and approved, whereupon the following business was transacted:
Ordinance No. 82
The City Attorney introduced and read an ordinance granting certain
easements to the Humble Oil & Refining Company. Councilman Pruett moved to
adopt the ordinance as read. Councilman Bergeron seconded the motion. The roll
call vote was as follows:

AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT
WITH RUMBLE OIL & REFINING COMPANY, A TEXAS CORPORATION
DOMICILED IN HOUSTON, HAMM COUNTY, TEXAS, FOR AND ON BE-
HALF OF THE CITY OF BAYTOWN, GRANTING TO SAID COMPANY THE
RIGHT TO CONSTRUCT, LAY, MAINTAIN, OFE?LaTE, REPLACE, CHANGE
AND REMOVE PIPE LINES FOR THE TRANSPORTATION OF OIL, GAS,
AND/OR THEIR PRODUCTS AND WATER, AND THE RIGHT TO CONSTRUCT,
MAINTAIN, OPERATE, HEPIACE, CHANGE AND REMOVE TELEGRAPH,
TELEPHONE AND POWER LINES ACROSS THAT PORTION OF MARKET STREET
ROAD WHICH FALLS WITHIN THE CITY OF BAYTOWN BETWEEN THE INTEit-
SECTION OF THE WEST LINE OF THE REFINERY PROPERTY OF HUMBLE OIL
& REFINING COMPANY AND THE SOUTHWEST LINE OF MARKET STREET ROAD
TOTED; POINT OF INTERSECTION OF MARKET STREET ROAD AND NEVADA
STREET, AND ALSO THAT PORTION OF DECKER 1X2IVE AND THE NORTH LINE
OF THE WILLIAM SCOTT UPPER LEAGUE AND THE INTERSECTION OF DECKER DRIVE
WITH CEDAR BAYOU COUNTY ROAD, THE SECTIONS OF SAID STREETS BEING
PARTICULARLY SHOWN ON CERTAIN PLATS ATTACHED TO A CONTRACT BETWEEN
THE CITY OF RAYTOAN AND HUMBLE OIL & REFINING COMPANY, A COPY
OF WHICH 15 ATTACHED HERETO AND MADE A PAM HEREOF.
A. P. Britt - Meat Ordinance
Mr. A. P. Britt, spoke smart for the Butcher's Local, appealed to the
Council for consideration of a Meat Ordinance for the City. He stated that such
an ordinance would prevent undesirables from peddling meat in open trucks with-
in the city limits and it would also require inspection before any slaughter house
could make delivery to stores, cafes, etc. The Mayor asked that a copy of the
Houston ordinance be presented to each councilmember for study.

Relief Sewer Line - Lee Heights
i. B. Malec, 701 Mayo Street, asked the Council for relief from an
overflowing septic tank near his home. The tank had been placed there to serve
only a few families but was being used by approximately 90 or 100 families. Dur-
ing heavy rains the tank overflowed and emptied raw sewage over the premises.
C. W. Grantham explained that this tank was on private property and the city could
not trespass unless given permission by the comer, B. W. Hillard. If permission
was given by the owner a larger line would be laid which would give relief and
prevent overflow. Mr. Hillard expressed willingness to grant written permission
to the city to lay a larger line, however3 he made it plain that he had no in-
tentions of granting a permanent easement. Councilman Reeves movedto authorize
the Director of Public Works to proceed with the relief line as soon as written
permission was given by Mr. Hillard. It was understood that this was not intended
to be an easement. Councilman Williams seconded the motion. The roll call vote
was as follows:

Firemen - Recreation
S. V. Robberson, representing the Volunteer Fire Department, asked the
Council for permission to use the property adjoining the Fire Station on Nazro
Street extended to Railroad in order that a Recreation Hall, Store Room and
Training Tower may be erected. The Mayor asked the Committee composed of Coun-
cilmen Reeves, Bergeron and Pruett to meet with the firemen and take dimensions
of the proposed buildings and give a report to Council.
Hoe Oil Company
Councilman Reeves moved to approve the application of the ifoe Oil Com-
pany on the Pelly Heirs Lease, Well No. 1. Councilman Campbell seconded the
motion. The roll call vote was as follows:

Transportation of Oil
The City Manager presented the problem of oil transportation from well
to storage tanks. The Council would soon be confronted the the problem of allow-
ing lines to be laid along the streets and alleys, which would probably interfere
with the sewer and water lines. A Committee composed of the City Attorney, Fire
Marshal, Fire Chief, Director of Public Works and Building Inspector was appointed
to study the situation and compile a workable ordinance.
H. S. Berlin
H. S. Berlin presented 613timates on Water,Sewer and Drainage Improvements
based on 25,000 population, as recommended by the Fire Insurance Commission of
Austin. The Council agreed to allow time for study before action would be taken.
Leave - City Attorney
Councilman Bergeron moved to grant the City Attorney permission to have
two (2) weeks leave, with pay, for active duty with the Naval Reserves. Council-
man Buelow seconded the motion. The roll call vote was as follows:

Equalization Board Interview
The Mayor instructed the City Manager to notify the members of the
Equalization Board to meet with the Council in an informal meeting, Fr iday, .
August 4th at 5:o' clock p. m. The meeting is to be held in the City Hall,
Adjournment
Councilman Campbell moved to adjourn. Councilman Pruett seconded the
motion. The ayes were unanimous and the Mayor declared the meeting adjourned.
