MINUTES OF A SPECIAL ME TING OF THE
CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS
July 31, 1950
The City Council of the City of Baytown, Texas met in special session on
Monday, July 31, 1950 at 7330 pe m. in the Council Room of the Baytown City Hall
with the following members inattendance:

The Mayor opened the meeting by stating that the City Clerk had called the
meeting at hie:.request in order that the Council might discuss needed improvements
in Sewage and Sanitation for the ensuing year.
Oil Permit
Councilman Bergeron moved to approve the permit application of the Production
Service Oil Corporation to drill a well on C. Q. Alexander Lease being Well No. 1.
Councilman Reeves seconded the motion. The roll call vote was as follows:

Howe Wise Plans Approved
Councilman Reeves moved to approve the plans of Howe & Wise, Engineers,on the
proposed Robert E. Lee Drive which changed the original plans to allow the Cityls
property to remain intact. Councilman Bergeron seconded the motion. The roll call
vote was as follows:

Sewer Plans
Discussion was opened on the immediate need of proper sanitation facilities,
sewage disposal and grater supply wtthib the city. Dr. L. W. Crossman, Local Health
Doctor, City Sanitarian Odis Muennink and County Samitation Roger Moehlman were
heard by the Council. H. S. Berlin, Engineer, submitted plans on an overall estimate f sa
for sanitary sewers and disposal plant at a cost of $277P000. He explained that
the approval of a planning loan by the Oovernmant would be given only on the assurance
that a Bond Issue would be called to pay for the desired improvements. Councilman
Buelow moved to accept the application for drawing of plans on the proposed sani-
tary sewer improvements. Councilman Bergeron seconded the mDtioth. The roll call ,f
vote was as follows:

Water Improvement Plans
Councilman Reeves moved to approve the Waterworks Improvements Plans as
submitted by Mr. Berlin. The estimate was made on a 25,000 population. Council-
man Buelow seconded the motion. The roll call vote was as follows:

Councilman Bergeron moved to adjourn. Councilman Reeves seconded the mo-
tion. The ayes were unanimous and the Mayor declared the ,meeting adjourned.
