MINUTES OF A SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS
June 20, 195o
The City Council of the City of Baytown, Texas met in special session on Tues-
day, June 20, 1950 at 7:30 p. m* in the office of the City Manager in the City Hall
with the following members in attendance:

The Mayor called the meeting to order.

Nelson McElroy, manager of the Baytown Chamber of Commerce, asked the Council
to endorse a proposed plan in which the figures released by the Census Bureau on the
population of Ba own could be increased by 1,000 or 1,500. The figure that had been
released was 22,429, however, many had called in and said they were in &oubt as to
whether or not they were included in the official count. The proposed plan was as
follows:
1. Check with the Heber Page City Directory,

the Chamber of Commerce if in Goubt of being counted.
The Council went on record.as approving the plan and instructed the City
Manager to give assistance in every-may possible.
Street Light Contract
Mr. L. A. Hale presented a Street Lighting Contract between the Houston Light-
ing and Power Company and the City of Baytown for Council Approval. Re explained that
this contract wads the same as the one now under operation in the name of the City of
Pel.ly and the City of Goose Creek and the main purpose of this contract was to get
the proper name on the contract. This contract does not cover the 118 lights which
are furnished free of cost to the city. After some discussion it was decided to defer
the acceptance of the contract until the next regular meeting of the council. Mr.
Hale was instructed to send a copy of the contract to each member of the council and
also check and see if the contract covering the 118 free lights could be changed to
the City of Baytown at the same time. Also a list showing the location of each light.
Tractor
The tractor bids were brought before the Council for review. Councilman Pruett
moved to cancel all bids and re- advertise. Councilman Bergeron seconded the motion.

Drilling Permits
Councilman Campbell moved to approve the drilling application of the Boe Oil
Company on the Amelia Z. Airhart Lease. Councilman Reeves seconded the motion.

Drilling Permits - Continued
Councilman Reeves moved to approve the application of the J.D. Reed Compare* oh
the Duke- Troxell Lease. Councilman Will seconded the motion. The roll call vote
was as follows:

Building Ordinance)
Discussion was opened on the proposed building ordinance. The City Manager
presented a letter from the Fire Insurance Division, Austin, urging the City Council
to accept, pass and inforce a Eire Marshal Ordinance; adopt a modern and up-to -date
building code and an Electrical Ordinance so that proper consideration can be given
the Key Rate for the entire city. The Mayor told the Councilmembers tbatthe city now
had a deficiency of 77%, however, if these proposed ordinances were adopted it was
possible to reduce the deficiency to lip or 16 %. Councilman Campbell moved to amend
Section 31 to include wooden shingles and the ordinance be adopted. No second waw.
made to the motion,therefore declared dead. Councilmen Reeves and Williams objected
to penalising the entire city with 8" walls. Councilman Bergeron moved to adopt the
proposed ordinance with the amendment of Section 31 to include shingle roofs; amend-
ments to be made should necessity demand such action. Councilman Campbell seconded
the motion. It was suggested that the motion and second be withdrawn and the Fire
Department Committee check the proposed ordinance closely for objectional features,
and be prepared to present a recommended ordinance at the next regular meeting of
the Council. The motion and second were withdrawn.
Adjournment
After a discussion on needed repairs at the City Jail, Councilman Pruett
moved to adjourn. Councilman Campbell seconded the motion. The ayes were unanimous
and the Mayor declared the meeting adjourned.
